2. What is Larimer County’s role?
Answer: Coordination with Forest Service. Help shape the requirement and road. Public outreach.
Larimer County will maintain the road once finished. Larimer County will ultimately obtain Right of Way.
3. Are there designated staging areas?
Answer: Yes, they are stated on the plans. There may be a possible need for additional staging areas.
Additional Questions and Answers Submitted via Email
1. Can you post the electronic survey data? Without them it will be a guess on our part as to the quantity of excavation.
Answer: For Schedule A, the excavation quantity summaries are shown on the “B Sheets”. Additionally, the “X-sheets” show additional information for cross-section and earthwork representation. Electronic survey will not be provided during the RFP period.
2. Task Order 1 indicates that initiation of construction operations is expected to commence within 10 days of the TO Award. Please advise if preparation of Quality Plans, SWPPP, and Survey Plans meet the intent of this statement as all of these items are required to be developed and approved before physical work can commence. As an example, the Contractor’s Quality Control Plan is required to be submitted at least 14 days prior to the start of on-site work and an additional review and approval period will be required (Reference Special Contract Requirements Section 153.02 Contractor Quality Control Plan).
Answer: The requirements and timelines outlined in the SCRs are expected to be followed.
3. The second paragraph states TO #1 work must be completed within the time stated in the Special
Conditions, which we believe to be March 31, 2015. However, the drainage structures for Schedule A and other areas is included under Option Y which may be awarded within the allowable period of 120 days from initial IDIQ award. Assuming that the initial IDIQ is awarded in mid-September, the Contractor may not be awarded the drainage package until mid-January for Schedule A. Due to the time of year and the length of time necessary to install the drainage, it is doubtful that the roadway can be completed by the mandated completion. Please advise if the drainage package is meant to be included in the Schedule
A scope and if so how is it possible to meet the completion date or is temporary drainage in these reaches contemplated.
Answer: The drainage scope, Option Y, is not intended to be included in Schedule A. As the RFP and SCR explain, if the work is executed the contract time is expected to be discussed.
4. Additionally, if the work for Schedule A is to proceed without the concurrent construction of the drainage structures (#’s 3, 4, 5, 6, 7, and 8), where will the water that is intended to flow through these structures drain? The Contractor is concerned this water may damage completed work and create other negative impacts in these areas.
Answer: Solutions, on a case by case basis, are expected to be presented in the contractor’s technical proposal. Additionally, the Construction Manager Services, Option X, are in place to further strategize and phase construction. Additional or modified work may be issued through Task Orders if warranted.
5. 2nd Paragraph. What work is covered by TO #3?
Answer: The specific scope for TO#3 is not known at this time. But TO#03 would be for additional work for the anticipated work stated in the plans.
6. During the pre-bid conference held on July 31, it was indicated that the drawings included in the RFP are at 100% design. The drawings do not include all information necessary for completion of the
Schedule A work. For example, the drawings do not provide locations/stationing for items such as armoring, rockery, and drainage piping and inlets. When can we expect to receive this additional information?
Answer: Armoring is expected throughout the embankment slopes, continuously for all Schedule A work. Rockery locations are not specific and intended for use, at the CO’s direction in the field.
Roadway cross-way drainage will be determined in the field, by the CO, during construction.
7. The Construction Manager Services under Option X (Task Order #002) require the Contractor to act as a construction advisor during the preliminary design phase of the anticipated project. Will these services be utilized for work under Schedule A, and if so, how does the Government anticipate the construction of Schedule A to be performed if it is currently in the design phase? Are these services to be utilized for the portion of repair work outside the Schedule A limits or Option Y?
Answer: Solutions, on a case by case basis, are expected to be presented in the contractor’s technical proposal. Additionally, the Construction Manager Services, Option X, are in place to further strategize and phase all construction. Additional or modified work may be issued through Task Orders if warranted.
8. It is unclear to the Contractor how the information on subcontractors and suppliers proposals is to be used and what value it provides in a pay item that is a composite between self-perform work and subcontractor work and supplier materials and especially on fixed unit price work. Can you explain the requirement and use of information in more detail based on the above comments?
Answer: Subcontractor and supplier quotes are required to help aide in determining the overall price fairness and reasonableness for SATOC TO-RFP execution.
9. No subcontractor and supplier information is requested to be included with the Volume II Proposal. If this information will be required as requested in Question 4 above, where is this information to be included in Volume I or Volume II of the proposal?
Answer: Volume II proposal is being sought in a competitive environment, therefore not requiring subcontractor and supplier information.
10. Is the cost of work covered under these sections to be included under Pay Item A1850 or are being considered incidental to the Work performed under Schedule A?
Answer: The work required in 104.03 is considered incidental and will not be paid for by a specific bid item.
11. Does the Nationwide Permit take precedence over the third paragraph in this section?
Answer: Yes, the Nationwide Permit permits the fording of running streams, if necessary.
12. The work for Schedule A will include impacts to the current channelization of the river and installation of concrete/grouted structures in the river. The Nationwide Permit does not authorize these activities. Under what permit/approval is this work to be performed?
Answer: The project permitting does allow for these activities.
13. The QCP is required to be submitted at least 14 days before start of on-site work? Are these calendar days? We then assume that the review and approval cycle for the Government will be that 14 calendar days. Is this a correct assumption?
Answer: Calendar days are correct. Government approval is expected to be expedited for specific scopes of work and 14 calendar day approvals should not be expected.
14. The last sentence on E-56 reads “At all times ….. perform all of the following:” There is nothing that follows. Please provide the missing information.
Answer: The last sentence is not applicable and can be removed.
15. This paragraph states that bringing materials into workable sizes is the Contractor’s responsibility and that encountering materials not seen from the surface are not grounds for differing conditions. Are there any boring or test pit data available to better quantify what should be expected?
Answer: There will be no geotechnical or boring data provided during the RFP.
16. Are there any borings or site characterization data available that indicate the location of rock blasting for excavated slopes?
Answer: There will be no geotechnical or boring data provided.
17. This paragraph discusses the Contractor’s engineer responsibilities with respect to rock bolt installation. Is this time incidental to the work or is it covered by Pay Item 1850?
Answer: This scope should be considered subsidiary to the work within this section.
18. There are separate Pay Items for all of the other labor categories in this section with the exception of Public Information Services. Where are these services paid?
Answer: Public information will be paid for by pay item 62303-1000, Hired Technical Services, per the
SCRs.
19. What services are included in the 500 hours for Pay Item A1850?
Answer: Per the SCRs, this work is directed by the CO.
20. In the event non-project generated waste or hazardous material (concrete rubble, flood debris or trash, oils, etc.), is encountered, how is the removal and disposal of this material to be handled and paid for?
Answer: Non-project generated waste disposal, if directed by the CO, may be paid for by 622 and 623 equipment and labor items or addressed through a SATOC Task Order.
21. Will an updated, more detailed set of drawings be provided for development of the as-built drawings? The set of drawings included with the RFP lacks much of the information and details that are required to be revised/struck-out under this paragraph.
Answer: No.
22. Are the bridges listed in the Option Y bid schedule also the drainage structures called out on RFP drawing A5 (Site Map)?
Answer: A5 lists drainage structure as Option Y.
23. There is some discrepancy within the RFP regarding how the award of this contract is to be structured. For example, sheet B-1 indicates Schedule A will be awarded as Task Order 1, Option X as
Task Order 2, and Option Y as a subsequent Task Order. Appendix 2 of the RFP indicates Schedule A, Option X and Option Y will be awarded all under Task Order No. 001. Please clarify how the Government intends to award this contract – what work will be included under which Task Order?
Answer: Sheet B-1, Schedule of Items accurately reflects the Government’s intention for award of the
SATOC and subsequent task orders.
24. Does the Government expect a shop drawing submittal and approval for each item listed under section 104.03 Specifications and Drawings, (b) (1)? Can some of the listed submittals be provided as information only to avoid the 30-day review period, and if so, which ones? Will the Government expedite the submittal review process in support of critical schedule activities in support of the Project completion date?
Answer: Yes, submittals are expected for items listed under 104.03(b) (1). The Government expects a
30 day review for structure drawings and will expedite if possible.
25. The survey work and information provided by the Government is described under these paragraphs.
When does the Government anticipate this work to be completed and information available?
Answer: This information is expected to be provided after the award of the SATOC and issuance of
TO#1.
26. What is to be done with the logs and brush piles created by the clearing and grubbing operation?
Answer: Logs and brush created from project clearing and grubbing are intended to be stock-piled on site for future use.
27. Under this paragraph, the excess excavation material is to be reduced to a workable size for potential, future needs. What constitutes a workable size?
Answer: Workable size is considered to be industry standard for common motorized equipment to handle, move, load, and transport the excess material. Further presentation of each firm’s intention can be presented in the technical proposal.
28. Do we need to include the Partnering checklist in the proposal? If so, where should this be included?
Answer: No
29. Do the cover letter and table of contents count towards the 30 page limit for Volume I – IDIQ
(Technical) Proposal?
Answer: Yes.
29. Per the submittal instructions, we are to include G-12 to waive price evaluation (if applicable). Is this page G-12, item (d) Data in the RFP?
Answer: Waiving Price Evaluation only applies to 52.219-4, Notice of Price Evaluation Preference for
HUBZONE Small Business Concerns. Clause will be added via amendment.
30. I am interested in the CM Services section of the subject solicitation however, I am failing to understand how the bidding on that particular section will take place. In the review of the solicitation I see some construction contracting type requirements which I understand for them but don't see how a $35M dollar bonding capacity will be needed for a small business for CM Services only as this is unusual in my experience. Can you provide some direction or clarity? Maybe I am reading this incorrectly.
Answer: One contractor will be awarded a contract resulting from this solicitation. The contractor will first receive Task Order 1, Schedule A. Then the same contractor will be awarded Task Order 2, CM services. If the Govt awards all anticipated work under this SATOC, the work could total $35M, hence the bonding capacity. You must be able to perform all work on this job, not just provide CM services.
31. Since the description refers to task order 2 for CM Services would this be another solicitation corresponding to the main SATOC, since the SATOC is a single task order then would there be another part of this contract forthcoming?
Answer: No, we will only award one contract. Single Award – Task Order Contract. Meaning one contractor will receive all Task Orders issued.
