QUESTIONS AND ANSWERS

DTFH68-13-R-00010

SOUTH FORK SMITH RIVER

1. The bridge abutments and arch support foundations are not dimensioned in the

RFP drawings. However, based on the Engineer’s Estimated Quantity of 930 CY of Structural Concrete- Class A(AE), it appears that these structural elements are to be included in our Price Proposal. Please confirm.

Answer: Yes, the 930 cy does include bridge abut and arch fdns.

2. Is the excavation and backfill for the bridge abutments and arch support foundations to be included in our Price Proposal?

Answer: No, do not include excavation and backfill.

3. Is temporary access (e.g. trestle) to be included in our Price Proposal?

Answer: No, do not include temporary access costs. These will be covered separately under a temporary works item. Include form work costs in the structural concrete item.

4. Referring to Sections 6.1 and 6.2 (No./So. Abutments and skewback, pgs. 21-23) and page A-8 (Site Access and Constructability):

A. Is payment for this required rock bolting included in the Option X bid package (pg. A-24)?

B. If so, could we get the total SF area of rock bolts as shown in Figures 7 & 8, and the approximate locations from the new bent 2 and 3 centerlines.

Answer: Rock bolting is not to be included in the Option X bid items.

5. Referring to sheet A-8 ( Site Access and Constructability):

A. Is payment for the required rock bolting included in the Option X bid package (pg. A-24)?

B. If so, is the required Rock fall containment system required for the full face and width of the new bridge construction area (Aubt 1 and 4)?

C. If so, is this system required at the Temporary bridge area?

Answer: Rock bolting is not to be included in the Option X bid items.

6. As a two week bid extension is outside of the US DOT schedule envelope for this bid, we would ask that it be seriously considered extending the bid date by just one week? This would allow the contractor the required time complete the preliminary engineering required to correctly price this project.

Answer: At this time a one week extension will not be allowed. The end of the fiscal year occurs on September 30, 2013 and internal policy states that all obligations must occur week before then. The evaluation team must have enough time for review during the award process.

7. Page A-13, Paragraph four states that the Price Proposal shall not exceed 4 single sided pages to be numbered 1 thru 4 that will be considered during the evaluation process (not including SF 1442, Reps and Certs, etc). We have only identified a two page narrative required for Section 3, Risk and Cost Discussion as outlined on Page A-20 that is to be included in our price proposal. It is unclear as to what other pages are to be included in the price proposal for a total of 4 pages. Please clarify the 4 page count.

Answer: Risk and cost discussion stated on A-20 is two pages max. The other two pages will consist of pages A-23, Schedule A Design Phase and A-24, Option X Prelim Quantities. Price proposal shall contain no more than these 4 pages.

8. Page A-17, Paragraph six, Representations and Certifications states pages B-2 thru B-5 are to be included with the offeror’s Price Proposal. However the Reps and Certs pages consist of Pages B-1 thru B-9. Please clarify the correct pages to be submitted with the proposal.

Answer: Pages B-1 through B-9 shall be submitted with proposal and these pages shall not count toward technical or price proposal page limits. An amendment will be issued to correct this.

9. Page A-19, Option X, 1 & 2 refers to an Appendix B. We cannot find an

Appendix B. Please confirm if there is an Appendix B document for this project in regards to Option X or if this is a typo. We have noted that there is a place for the Overhead and Profit to be entered as a percentage at the top of the Option X

Schedule on page A-24.

Answer: No Appendix B. Verbiage will be clarified in an Amendment. Option X pricing will be shown on page A-24. All references to Appendix B on page A-19 will be replaced with A-24.

10. It appears that pages A-25 and A-26 are to be included in the Price Proposal.

Please confirm. Do these 2 pages count towards the total page count of 4 for the

Price Proposal Volume? Please confirm.

Answer: Yes A-25 and A-26 are to be submitted with proposal and shall not count toward technical and price proposal page limits.
