Federal Highway Administration Synopsis DTFH6116R00034
Title: Technical Support for the Infrastructure Analysis and Construction Team
This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration’s intent to issue a solicitation as full and open competition to procure the services of an Offeror for personnel, engineering, and other technical services to deliver and support the Infrastructure Analysis and Construction Team pursuant to FAR Part 19.2.
As a result of this solicitation, the FHWA intends to award an indefinite delivery indefinite quantity (IDIQ) contract. The task orders placed under this contract will be either firm-fixed- price (FFP), or time & material/labor hour (T&M/LH) or a hybrid of the two types based on determination at the task order level. The anticipated period of performance is 60 months. The solicitation will be issued on or about September 9, 2016.
The Federal Highway Administration (FHWA) Office of Infrastructure Research and Development (HRDI-20) will oversee this project.
BACKGROUND:
Over the past several decades, the Federal Highway Administration (FHWA), Transportation Research Board (TRB) and state highway departments of transportation (DOT’s) have invested heavily in the development of mechanistic-empirical performance prediction and lifecycle costing models and also in the collection and analysis of data associated with the performance of highway pavements at the project and network level. At the project level mechanistic-empirical (M-E) based design procedures, including the Mechanistic-Empirical Pavement Design Guide (MEPDG) developed under the NCHRP 1-37A project, provide the basis for the pavement structural design and at the network level pavement management and pavement condition data collection have changed dramatically. Also, detailed methodologies and tools have been developed and continued to be improved to treat pavements, bridges and other physical assets of the highway infrastructure as assets and looking at investment strategies in preserving, enhancing and renewing them through the prism of life cycle analysis and costing. At the national level, the passage of the Moving Ahead for Progress in the 21st Century Act (MAP-21) legislation has placed increased emphasis on accountability in how these assets are managed, investments are made and a need to look at them objectively through performance measures that represents the health of our nation’s highway system to withstand current and future demands. With increased awareness of the effect of climate change and the impact of the choices we make today on the society at present and future, a more encompassing consideration is the concept of sustainability – that the preservation, enhancement and renewal of our highway network be accomplished to “meets the needs of the present without compromising the ability of future generations to meet their own needs.” This forms the basis for the strategic research activities that the Infrastructure Analysis and Construction (IAC) Team will engage in the next several years and the areas of interest that this contract shall support.
SYNOPSIS:
The FHWA has a requirement for non-personal engineering, staffing and technical services to support the research and development activities as needed for the programs being administered by the IAC Team. The IAC Team is responsible for research & development in all aspects of infrastructure analysis, construction, and performance assessment and prediction technology at the project and network level.
The work conducted under this contract will include fundamental and applied research, testing, developmental work, analysis, technology delivery, deployment support; development of software tools implementing findings from IAC Team research efforts; development and delivery of educational and training materials and workshops; programmatic technical support in the areas of improved methods for evaluation of infrastructure assets remaining life, investment decisions and non-destructive structural evaluation of in-service life; technical assistance with the evaluation of software tools and other products resulting from IAC Team research efforts to assess technical integrity and Section 508 compliance and coordination between TFHRC Publications Office editors and independent technical review of research products.
The anticipated contract is a re-compete to existing Contract No. DTFH61-11-D-00009 with Engineering & Software Consultants, Inc., entitled “Technical Support for the Pavement Design and Construction Team.”
The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential Offerors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.
Offerors must have an approved accounting system to be eligible for award of a firm-fixed- price, or time & material/labor hour type contract. This requirement is issued as full and open competition.
