Question Number
Question
Answer
1
Does the government plan on making multiple awards or is it a single award?
Please refer to FAR 52.216-1 TYPE OF CONTRACT. The Government contemplates award of a single Indefinite Delivery, Indefinite Quantity contract resulting from this solicitation.
2
Can the team propose multiple Principal Investigators that can cover different areas of expertise, and that may be more meaningful to address the breadth of technical requirements & accomplishing project goals?
An Offeror shall submit a proposal that allows them to meet the requirements of the solicitation.
3
In this case, can subcontractors provide Principal Investigators to the team?
An Offeror shall submit a proposal that allows them to meet the requirements of the solicitation.
4
Does small business subcontracting plan apply to small businesses or 8(a) firms?
Please refer to FAR 52.219-9 SMALL BUSINESS SUBCONTRACTING PLAN.
5
On page 66 of the RFP, under Volume II Business and Cost Proposal, Part I – Cost/Price Information, item (b), (2) “estimated number of hours for each position” is required. However, in Attachment J.1 – Schedule of rates, the format does not provide space for estimated hours. Does the government expect the offerors to generate a separate budget with hours and rates?
No, please refer to the revised section. The Government only expects Offerors to use the chart provided, J.1 – Schedule of Rates.
6
Can we propose multiple rates under each labor/skill category for different experts/expertise levels?
Please propose only one rate per labor category for each year. See revised section.
7
What does the phrase “re-competing to the existing contract” means? Does that mean the company Engineering & Software Consultants, Inc. has a contract to do this and now this is up for re-competition?
Re-competing means the previous contract has expired but the work being performed is still required.

Yes, the contract with ESCINC has expired and the on-going requirements are being re-competed.

8
What does it mean that it was originally open in August and is now open again – were there no viable proposals submitted?
The synopsis (pre-solicitation) was posted August 5, 2016 for this solicitation.
9
Due to the Transportation Research Board (TRB) Annual Meeting during the week of January 8th, can the due date for proposals be extended one week?

Yes, the proposals will now be due Wednesday, January 25, 2017.

10
Since the Principal Investigator could be a requirement at the Task Order level and a letter of consent could be obtained at a later time, is the government requiring Letters of Consent for the other Key Personnel positions, if they are not already employed by the proposing firm?

If so, can you please exclude this from the page requirements for the staffing proposal?

A Letter of Consent is not required for Key Personnel. The page requirements will remain unchanged.

11
The Solicitation documents list the solicitation number as DTFH61-17-R-00006, however on FedBizOpps the solicitation is listed as DTFH-61-16-R-00034. Please verify the correct solicitation number for this procurement. https://www.fbo.gov/index?s=opportunity&mode=form&id=1fa89588e49b66a5630f1698186ecdeb&tab=core&_cview=0
The solicitation numbers DTFH6117R00006 and DTFH6116R00034 are for the same requirements. The Solicitation Number DTFH6116R00034 was created for the synopsis posted in fiscal year 2016. The Request for Proposal (RFP) Number DTFH6117R00006 was created in fiscal year 2017 and since the synopsis is tied to the RFP, both numbers must be referenced. Please use Solicitation No. DTFH6117R00006 when preparing the proposals.
12
Please verify your correct Mail Stop for submitting the proposal. Is it E62-204?
Yes, please refer to attachment J.4 Optional Form – 17 Offer Label.
13
On page 66 of 76 of the RFP, under Volume II- Business and Cost/Proposal, Part I- Cost/Price Information, Item (b) (2) Labor Rate Chart: The RFP requires “…the estimated number of hours of each position to meet the full performance objectives of this contract.” In addition, the table provided on Attachment No. J.3., Page 1 of 5, on Subcontracting Plan, requires the “Total prime contract amount.” The specifics of each Task Order are not known at this time and therefore, it will be difficult to develop a reasonable estimate of Labor Number of Hours and also the Total Prime Contract Amount. Is there a specific number of hours that should be used by the offeror in order to develop a Total Cost estimate?

Please see the answers under Questions 5 and 6.

14
Is FHWA intending to award more than one contract?

Please see the answer under Question 1.
