SECTION C – Description/Specifications
C. 1 BACKGROUND
Long Term Bridge Performance (LTBP) Program Overview
Bridge performance is not well understood and still relies heavily on expert opinion or significant assumptions and generalizations for assessment. Starting with the National Bridge Inventory, data on bridges has been collected in consistent, systematic and computerized formats since 1971. These databases have improved significantly over time, but they still are not a complete basis for realistic assessment of bridge performance. Over the last few years, a number of national programs have been initiated to provide a better understanding of bridge health and performance. These programs are used to develop effective means and methodologies to stewardship and management of the bridge infrastructure. However, more research is needed to adequately assess the condition of the nation’s bridges and to improve the data collection processes currently in place.
To achieve these objectives, in 2008 the Federal Highway Administration (FHWA) initiated the Long Term Bridge Performance (LTBP) Program, which is anticipated to be a 20-year or longer research effort. The LTBP focuses on detailed inspection, periodic evaluation and monitoring using advanced sensor technologies from a representative sample of bridges throughout the United States.
The program has developed protocols and standards for field evaluation, testing and monitoring to diminish any inconsistencies in data collection and for improving the quality of the data. Research under the LTBP Program was congressionally mandated research under the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) enacted in 2005.
The LTBP is expected to make advances in the areas of bridge condition assessment, diagnosis and prognosis of damage or defects, and also in deterioration and predictive modeling techniques.
Through the efforts of the LTBP it is expected to not only develop advanced automated tools and technologies as well as advanced data analysis and visualization tools, but also to develop standards and protocols to improve knowledge of bridge performance. The program also strives to make sure our partners and stakeholders take ownership of this long-term research effort. The Transportation Research Board (TRB) advisory and State Coordinator Committees have been established to provide advice and guidance and serve as a conduit for exchange of information with bridge owners and the bridge community.
For more information, please visit the LTBP web-site at http://www.fhwa.dot.gov/research/tfhrc/programs/infrastructure/structures/ltbp/.
Vision of LTBP Program Moving Forward The LTBP program has initiated its long-term data collections phase. Scientific field data will be collected from a large population of bridges nationwide using various Non-Destructive Evaluation (NDE) technologies. Moving forward, independent evaluation, development, enhancement, and validation of impending NDE technologies are required to ensure collection of high-quality performance data. In addition, the influence of corrosive environment on bridge performance needs to be evaluated.

The Contractor shall provide non-personal services, as directed by individual task orders, within the following technical focus areas:
C.4.1 Support services in the area of field data collection and data analysis for infrastructure bridge assets
This requirement could include various types of field data collection and resulting data analysis needs and stems from the necessity to assess and validate new technologies as to their potential applicability within the LTBP data collection framework. The LTBP program collects data of all sorts relating to bridge condition. As an example, under this task the Contractor could be required to collect data from a small subset of bridges nationally (up to 10) in order to assess and validate a particular tool, technology, or method of analysis used to assess and monitor bridges and bridge components. Expertise may be required in many areas or in a few specific areas such as material sample collection, in-situ assessment of bridges and bridge components, structural health monitoring, ND assessment technologies for steel, reinforced concrete, and prestressed concrete bridges, project management, technical report preparation, and database management. Typical deliverables include but are not limited to: (1) work plan development, (2) collection, analysis, and upload of all data collected to the LTBP Bridge Portal data warehouse, (3) draft and final report preparation including recommendations for modifications or revisions to a specific method or technology being evaluated or validated.
C.4.2 Technical support for the continued maintenance and development of both the LTBP bridge portal and NDE web manual
The LTBP Bridge Portal (https://fhwaapps.fhwa.dot.gov/ltbpp/) and the NDE Web Manual (https://fhwaapps.fhwa.dot.gov/ndep/) are both web-based applications that have been developed through FHWA’s LTBP and NDE programs respectively. Both of these applications are quite complex in nature and are continually undergoing modification.
There is a need not only to provide continued maintenance for each of these applications, but also to provide the technical support to develop, test, and implement enhancements to both of these web-based tools. As an example, under this task the Contractor may be required develop, test, and deploy a new module to either of these applications. Expertise may be required in many different areas or in only a few areas such as material sample collection, in-situ assessment of bridges and bridge components, structural health monitoring, ND
Solicitation Number: DTFH6116R00002 Page 6 assessment technologies for steel, reinforced concrete, and prestressed concrete bridges, database management, IT web-based application development, deterioration modeling, project management, technical report preparation, and database management. Typical deliverables for these services include but are not limited to: (1) work plan development, (2) development, testing, and deployment of new module(s) on test server, (3) transfer to FHWA, testing on FHWA server(s), and deployment through User Profile Access Control System (UPACS).
C.4.3 Technical support services for design of experiments
The LTBP program performs research to better understand bridge performance. In order to do so, different types of experiments may need to be performed which could include field data collection, in-situ load testing on a bridge or bridges, designing, constructing, and testing full-scale or scaled experiments on bridges or bridge components in the laboratory or in the field. As an example, under this task, the Contractor may be required to design, construct, and test a scaled-down reinforced concrete bridge deck to evaluate the ability to nondestructively detect subsurface defects in a concrete slab with an asphalt overlay. In such a case, expertise may be required in many different areas or in only a few areas such as material sample collection, in-situ assessment of bridges and bridge components, structural health monitoring, ND assessment technologies for steel, reinforced concrete, and prestressed concrete bridges, database management, IT web-based application development, project management, and technical report preparation. Typical deliverables for this task include but are not limited to: (1) work plan development, (2) development of experimental design, test protocols, specimen design including design drawings and specifications, (3) construction of laboratory specimens, (4) testing of ND technologies to assess capabilities with respect to subsurface defect detection.
C.4.4 Technical support services in the field of mechatronic, automation, and robotic
In order to collect data on a national basis in an efficient manner, the LTBP program evaluates, develops, tests, and deploys assessment tools and technologies that mechanize and automate the processes of data collection, data analysis, and data interpretation. For this task, the Contractor may be required to design, construct, test and deploy in the field an autonomous robotic platform for nondestructively assessing structural steel or prestressed concrete bridge beams. In such a case, expertise may be required in many different areas or in only a few areas such as material sample collection, in-situ assessment of bridges and bridge components, robotics, automation, mechatronics, ND assessment technologies for steel, reinforced concrete, and prestressed concrete bridges, database management, IT web-based application development, project management, and technical report preparation.
Typical deliverables for a task for this type of service include but are not limited to: (1) work plan development, (2) design for robotic platform including all design documents, drawings, and system specifications, (3) prototype development and testing, (4) field testing and deployment.
C.4.5 Technical support services in data fusion, data analysis, 3D modeling, and data visualization
In order to interpret, understand, and visualize data collected by the LTBP on a national basis in an efficient manner, the LTBP program evaluates, develops, tests, and deploys tools and technologies that automate data analysis, data fusion, data interpretation and data understanding through 3-dimensional (3-D) modeling and representation. The ability to
Solicitation Number: DTFH6116R00002 Page 7 automate the processes of analyzing and combining multiple data sets through visualization tools can provide a level of understanding with respect to bridge performance not previously available. For this task, the Contractor may be required to develop, document, test, and deploy a data visualization module for the LTBP bridge portal which enables 3-D visualization of multiple data sets. In such a case, expertise may be required in many different areas or in only a few areas such as material sample collection, in-situ assessment of bridges and bridge components, ND assessment technologies for steel, reinforced concrete, and prestressed concrete bridges, database management, IT web-based application development, project management, and technical report preparation. Typical deliverables for these services include but are not limited to: (1) a work plan development, (2) design, develop, and test 3-D visualization module for LTBP bridge portal, (3) deploy a 3-D visualization module on production a server for LTBP bridge portal.
C.4.6 Technical support services on special projects and studies in support of the LTBP program
This requirement could be any combination of the above mentioned requirements or others not specified resulting in a “special project or study” required in support of the LTBP program. This type of task may include investigation of a particular issue pertaining to bridge deck performance not originally envisioned such as the development of a new data-driven modeling or analysis tool which would utilize a combination of data types collected through program efforts. Such a new tool (or “other” project) would first require development and testing, then validation, development of visualization technologies, and finally deployment within the LTBP Bridge Portal. As such, this “other” project would also combine efforts from other tasks.
C.4.7 Technical support services in organizing conferences, workshops, and invitational travel for subject matter experts in support of the LTBP program
This may include all coordination for meetings such as the annual LTBP State Coordinators Meeting, workshops, conferences, or invitational travel in support of the LTBP program.
C.4.8 Technical support services for acquiring required tools (hardware and software) and NDE technologies in support of the LTBP program
This may include the acquisition, testing, and validation prior to widespread field deployment of new durable hand-held PCs equipped with specialized software and hardware for use during LTBP bridge inspections. This type of task may also include, for example, the acquisition, testing, and validation of NDE equipment or new NDE technologies prior to widespread field deployment.
