Question and Answer 5‐12‐16, FHWA RFP DTFH6116R00002
1. We are discussing whether or not to respond to the solicitation referenced above and have noted that there is a business size requirement of $15 Million. We are a small business with an annual revenue of $X Million. I was wondering if we can pursue this if we partner‐up with another firm (a joint venture perhaps). Should we decide to do that, will our joint size in revenue qualify us to respond? Look forward to hearing back from you.
Answer: Any qualified business, university, or organization may propose on this full and open competition procurement, regardless of their size. The size standard listed for the NAICS code is used to determine whether or not they are considered large or small for this solicitation.
