Questions and Answers 5‐10‐16, FHWA RFP DTFH6116R00002

1. Reference: RFP Section C; Page 4 Question: Is this a new contract for the FHWA, or is there an incumbent(s) currently performing this work, or portions of it? If this is a re‐compete or bundling of a current contract(s), will the Government please provide all applicable contract data (e.g. contract number, incumbent contractor, period of performance, value etc.)?

Answer: This is a new contract for FHWA.

2. Reference: RFP Section C.2; Page 5 Question: The contract scope is defined to include Contractor provided facilities, and equipment.

Can the Government please clarify the types and quantity of facilities and equipment required?

Answer: To perform activities including but not limited to organizing meetings and workshops, data analysis, review and edit technical reports, the use and development of NDE technologies, structural health monitoring (SHM), field testing, QA/QC, etc. Also see C.4 DETAILED REQUIREMENT. Further specifics will be provided in the Task Order Proposal Requests (TOPRs).

3. Reference: RFP Section I, Clause 1252.237‐73; Page 36 Question: Are all key personnel required to work full‐time and on‐site?

Answer: The location of work and required staffing will be specified in each task order.

4. Reference: RFP Attachment J.1 Question: Which of the non‐key personnel labor categories will be required to work on‐site at

TFHRC?

Answer: The location of work performed under this contract will be specified in each task order.

5. Reference: RFP Section H.6; Page 23 Question: Does the Government intend to provide on‐site offices at TFHRC for contractor staff?

If so, can the Government quantify the space to be provided?

Answer: Sufficient office workspace and equipment such as computers, desks, chairs, telephone service, utilities, etc. to perform tasks at TFHRC will be made available to accommodate Contractor personnel as required in individual task orders issued under the contract.

6. Reference: RFP Section L.5; Page 46‐47 Question: The RFP explicitly instructs offerors to “Demonstrate technical and subject matter expertise as evidenced by academic credentials and professional experience” in Part I of the Technical Volume, which implies that we should describe our proposed contract staff. However, the RFP also requires offerors to present the capabilities/credentials of their proposed contract staff in the staffing matrix, which is required to be in Part II of the Technical Volume. To avoid repetition, will the Government remove the explicit requirement to present staffing credentials and experience from Part I?

Answer: No. Part I is a narrative description, while the Part II matrix is a graphic summary.
