Questions Regarding RFP

Q1: Who are the incumbent contractors on the “Transportation Operations Training Program”

Indefinite Delivery/Indefinite Quantity (ID/IQ)?

A1: The incumbent contractors are:

Iteris, Inc.

SAIC

Performtech, Inc.

ICF, Inc.

Kimley Horn

Fiber Network Training

VSD

Q2: C.9 Labor Categories (RFP 26-28): How should labor categories be identified that are deemed important to the success of the program, but have not been listed in the RFP and do not specifically fall under the existing categories?

A2: Offerors are directed to propose to in accordance with the pricing template provided as

Attachment II.

Q3: L.4 Proposal Format (Volume I, Part IV – Scenario Responses) (RFP 66):

The RFP states that Scenario Response Number 2 cannot exceed 15 pages (one slide per page plus notes). However, Attachment III states that responses are limited to 15 slides maximum and 20 pages. Please clarify.

A3: The assumption was made that the notes might add additional pages which would not fit on individual “slides.” FHWA will amend the solicitation accordingly.

Q4: L.4 Proposal Format (Volume I, Part II – Staffing Proposal / Resumes) (RFP 67):

The RFP states that only staff proposed as Key Personnel should be included in the

Master Staffing Matrix. Should resumes for only key personnel be included?

A4: Resumes must be provided for all staff members. (RFP 67).

Q5: L.4 Proposal Format (Volume I, Part II – Staffing Proposal / Resumes) (RFP 67).

Do each of the proposed subcontractor staff members need to provide an original, signed letter of commitment (as part of Volume I, Part II), or will one original, signed letter of commitment from each subcontractor firm be sufficient (L.4 Proposal Format Volume

II, Part II – Subcontractors/Consultants (c), (RFP 69))?

A5: The letters referenced in the question are distinct and serve different purposes. The first, which is designated “letter of commitment,” requires each member of the offeror’s staff to “serve as planned.” (RFP 67). The second, which is not designated as a letter of commitment, requires that “[a] letter or other statement from each proposed consultant and/or subcontractor indicating that they have been approached on the matter of participation in this contract and that they are willing and able to do so in the terms indicated.” (RFP 69).

Q6: L.4 Proposal Format (Volume II, Part IV – Master Subcontracting Plan) (RFP 70):

The RFP states, “Each prime offeror shall include within its Volume I proposal a complete copy of the prime offeror’s Master Subcontracting Plan” – please confirm that the Plan should only be provided in Volume II, Part IV of the proposal submission, not

Volume I.

A6: The Master Subcontracting Plan need only be provided in Volume II, Part IV. The RFP will be amended to reflect this change.

Q7: What Labor Categories constitute Key Personnel?

A7: The Labor Categories designated as Key Personnel are the following: Program Manager, Senior Subject Matter Expert, Instructor and Lead Instructor.

Q8: Must all Key Personnel include the Kick-off meeting?

A8: It is expected that the Program Manager, Senior Subject Matter Expert or Senior

Instructional Design Specialist, Lead Instructor as well as the person responsible for invoicing will attend. The RFP will be amended to reflect this change.

Q9: Will NHI reimburse awarded vendors for attending the Kick-off meeting?

A9: NHI will reimburse vendors for attending the Kick-off meeting. The RFP will be amended to reflect this change.

Q10: Will there be several awards for this ID/IQ with subsequent task orders being competitively bid among the ID/IQ awardees?

A10: There will be several awards for this ID/IQ with subsequent task orders being competitively bid among the ID/IQ awardees.

Q11: C.9 Labor Categories (RFP 26-28, 67): Several of our staff members fit in more than one labor category. Since the RFP requests (RFP 67) that resumes “be organized and numbered in the same order as the position descriptions listed in Section C,” would it be acceptable to list staff resumes in the category that is listed first, and then include a note in their resume regarding subsequent labor categories?

A11: That would be acceptable.

Q12: L.1 Proposal Delivery (RFP 63): The RFP states, “Each offeror shall submit 5 original written copies…” Do all original commitment letters, the SF 33 and signed amendments, etc. need to be included in all five copies, or just one?

A12: All commitment letters, the SF 33 and signed amendments need to be included in all five original copies of the proposal.

Q13: L.4 Proposal Format (Volume I, Part II – Staffing Proposal / Resumes) (RFP 65, 67):

On page 65, the RFP notes that Part II of Volume I is “not to exceed five pages in narrative.” Does the Master Staffing Matrix mentioned on page 67 count towards this overall page limit?

A13: The Master Staffing Matrix does not count towards this overall page limit. The RFP will be amended to reflect this change.

Q14: L.4 Proposal Format (RFP 65): Is it acceptable to submit tables, such as the Master

Staffing Matrix, on 11 x 17 sheets folded into 8½ x 11?

A14: It is not acceptable to submit 11x17 sheets folded into 8.5 x 11 sheets.
