Attachment #III
Scenarios
As part of the technical response, Offerors shall submit a response to each of the two scenarios.
Failure to respond to a scenario will be considered a non-responsive proposal.
For scenario response 1:
• Responses are limited to a two (2) page maximum.
• A page is defined as one side of an 8 ½ by 11 inch paper. Therefore, a piece of paper with printing on both sides is considered two pages.
• Text shall be printed using Times New Roman font and of a font size no less than 12 cpi.
• Page margins shall be a minimum of 1 inch top, bottom and each side.
• Staffing considerations shall be listed by staffing categories from most to least hours.
It is not necessary to identify individuals by name or include proposed number of hours.

• Responses are limited to 15 slides maximum and 20 pages.
• A page is defined as one side of an 8 ½ by 11 inch paper. Therefore, a piece of paper with printing on both sides is considered two pages.
• Staffing considerations shall be listed by staffing categories from most to least hours. It is not necessary to identify individuals by name or include proposed number of hours.
Scenario 1
BACKGROUND:
One of NHI’s primary goals is the optimization of the learning environment for participants. To achieve this many factors must be accounted for, including: an accurate definition of the learning participants and their motivations; a comprehensive understanding of the learning topic;
an identification of appropriate engagement activities for adult learners; and an assessment of appropriate instructional methods and approaches. Face-to-face instruction (instructor led in person) is an invaluable instructional approach on the learning continuum and preferred by many.
However, with reduced budgets, many State DOTs and transportation agencies are reducing their training and travel allocations. This is occurring at the same time these organizations are losing experienced personnel due to attrition, an aging workforce, and new technologies demanding new skills. The need for training in order to professionally develop new staff and train existing staff is greater than ever.
TASK: NHI has requested that your firm develop an analysis of existing training methods and approaches used by NHI, to develop and deliver technical training, as well as new or potential alternative methods and approaches that NHI could use – for examples of current practice please see http://www.nhi.fhwa.dot.gov/training/training_products.aspx. The analysis should include an identification/description of the training method along with an evaluation of when and how each of these methods could be employed. Learning outcomes, technical content and target audience should be factors considered in identification of training methods and approaches.
Amongst other factors defined by you, your evaluation must include an assessment of the nature and level of interaction/participation that each method supports.

Scenario 2
BACKGROUND:
A Task Order is being issued to develop a new instructor led training course “Introduction to Transportation Operations.” Course materials shall be targeted to the participant needs and utilize clearly articulated learning outcomes. Principles of adult learning and instructional systems design (ISD) shall be incorporated into this course.
Introduction to Transportation Operations is a one-day course for transportation practitioners who may be new, as well as experienced professionals wishing to refresh and update their knowledge. Emphasis throughout the course is to provide fundamental knowledge and principles for professionals, to raise awareness of transportation operations as an integrated approach to managing the performance of the transportation network to meet the end-to-end travel needs of the customer.
Course Goal: The course goal is to provide an understanding of the benefits of transportation operations.
At the end of the course participants will be able to:
• Describe the impact of transportation management and operations on the mobility and safety of the highway system.
• Identify strategies for advancing transportation operations
Target Audience: The primary target audience is public sector transportation professionals from states, cities, counties as well as metropolitan planning organizations (MPOs) and other authorities and agencies, as well as FHWA employees.
TASK: NHI has requested that your firm develop the one-day instructor led training course on Introduction to Transportation Operations. Lesson 2 is titled “What is Transportation Operations?” and has a 30 minute time allocation. Please prepare Preliminary Lesson Plan page and Instructor Guide for Lesson 2, in accordance with NHI Style Guide located at: https://www.nhi.fhwa.dot.gov/resources/ilt_developer.aspx.
