Questions Regarding RFP

An additional question was raised with regard to the response Q5, published as Questions-

Responses, in Federal Business Opportunities on June 26, 2013. The question and response read as follows:

Q5: L.4 Proposal Format (Volume I, Part II – Staffing Proposal / Resumes) (RFP 67).

Do each of the proposed subcontractor staff members need to provide an original, signed letter of commitment (as part of Volume I, Part II), or will one original, signed letter of commitment from each subcontractor firm be sufficient (L.4 Proposal Format Volume

II, Part II – Subcontractors/Consultants (c), (RFP 69))?

A5: The letters referenced in the question are distinct and serve different purposes. The first, which is designated “letter of commitment,” requires each member of the offeror’s staff to “serve as planned.” (RFP 67). The second, which is not designated as a letter of commitment, requires that “[a] letter or other statement from each proposed consultant and/or subcontractor indicating that they have been approached on the matter of participation in this contract and that they are willing and able to do so in the terms indicated.” (RFP 69).

REVISED RESPONSE TO Q5:

The text in the RFP referred to letters of commitment being required of “all personnel who are not currently members of the offeror’s staff (67).” Accordingly, letters of commitment are required only for those people who are not currently members of the offeror’s staff but may be brought on by the prime contractor.

Page 69 discusses letters for proposed consultants and/or subcontractors. This section of the RFP requires that “[a] letter or other statement from each proposed consultant and/or subcontractor indicating that they have been approached on the matter of participation in this contract and that they are willing and able to do so in the terms indicated” be submitted.
