SSDI II Vendor Questions and Answers

Question

SIR Reference Question FAA Response

1. What are the minimum specifications for a PACS workstations? The SIR does not require a specific hardware solution.

See the SIR section C.9.2

2. Under C9.8 PACS Workstations, the workstations are to have Government-approved encryption to protect entire computer from unauthorized use. What is the required Government-approved encryption to be used for PACS workstations?

The FAA currently uses McAfee Endpoint Encryption, and on Windows 10 the FAA is using Microsoft Bitlocker

3. C.9.7.16 A.2 Under C.9.7.16 On-Screen Information and Functions, facility-level PACS to view local cameras. However, subsection A.2 states, “at a PACS workstation designated for monitoring of multiple sites, the system must be able to feed these tiled camera views from multiple facilities.”

Will there be any PACS workstation from Security Facility Level 3 designated for monitoring multiple sites?

If so, how many PACS workstations at each Facility Level 3 site shall be designated to view cameras from various sites?

Yes, the PACS workstation at some Level 3 sites will be configured to monitor other sites.

The survey of geographical areas will determine the hardware at each site. The objective is to minimize the amount of hardware at a location that is monitoring multiple sites.

The quantity and configuration of workstations will be determined by the Offeror’s technical solution.

4. L.6.3.1 Relevant Experience and Past Performance

As a follow-on to Question #58 in Amendment 0006, RFP sections L.6.3.1 (b) and L.6.3.1(c) read as if they should be answered separately from the J-24 attachment. Please confirm that L.6.3.1 (b) and L.6.3.1(c) should be answered separately from Attachments J- 24 and J-17.

Yes. The offeror must answer L.6.3.1 (b) and L.6.3.1(c) separately from Attachments J-24 and J-17.

5. L.6.2.3.1 Equipment List

Please confirm that the cut sheets for each item proposed and copies of the GSA FIPS-201-2 approvals for each approved component can be provided as an attachment to Volume 3, as the amount of pages required for the cut sheets and APL approvals will break up the continuity of Volume 3.

The cut sheets and copies of the GSA-FIPS-201-1 must be submitted in electronic format. See change to L.4.

6. L.6.2.3.1 Equipment List

Should the offeror provide the J-16 Equipment List in excel or pdf format?

The J-16 Equipment List must be provided in a excel format with no prices in Volume 3. Per L.5.2.2, Price Volume Content, a fully priced complete J-16 Equipment List must be provided with Volume 2, Pricing.

7. J-08 Work Plan Should the offeror provide the J-08 Work Plan in excel or pdf format?

The J-08 Work Plan must be provided in a excel format.

8. L.4 Instructions for Preparation and Submission of Proposals

Volume 2 Pricing, Sections 1 and 2, do not clearly align with L.5.2 Volume 2 – Pricing. Will the Government please revise the table in L.4 to line up with L.5.2.2 Price Volume Content; L.5.2.3 Price Proposal; L.5.2.4 Price Proposal Narrative; and L.5.2.5 Exceptions, Deviations, and Assumptions?

As an example, Section 2 Pricing Methodology requires a narrative that is laid out in the instructions for Section 1: “As described in Section L.5.2.”

See change to L.5.2.2, These are the overall instructions that must be followed.

9. L.3.2 Subcontractor Qualifications

Please confirm that subcontractors who are NOT providing electrical or security system installation services are not required to provide corporate experience information in accordance with Table 1: Corporate Experience.

Confirmed. Subcontractors who are NOT providing electrical or security system installation services are not required to provide corporate experience.

10. L.4 Instructions for Preparation and Submission of Proposals

L.4, paragraph (b) states “The Offeror must submit a single-sided original proposal using a separate 3-ring binder for each volume, and one copy also using a separate 3-ring binder for each volume…”

L.4 paragraph (b) also states:

• 1 original proposal Volume 1 using a 3-ring binder

• 1 original proposal Volume 2 using a 3-ring binder

• 1 original proposal Volume 3 using a 3-ring binder

• 1 spiral-bound or comb-bound copy of Volume 1

• 1 spiral-bound or comb-bound copy of Volume 2

• 5 spiral-bound or comb-bound copies of Volume 3

These appear to be contradictory requirements. Is the “single-side original proposal using a separate 3-ring binder for each volume, and one copy also using a separate 3-ring binder for each volume” in addition to the bulleted list or is this a mistake?

See change to Section L.4.

11. L.4 Instructions for Preparation and Submission of Proposals

L.4 requires spiral-bound or comb-bound copies of each volume. At this time, the offeror is anticipating a high page count for Volume 3 due to the inclusion of cut sheets per L.6.2.3.1. The high page count will make spiral-bound or comb-bound not possible as the limit is roughly 400 pages maximum. Furthermore, based on the number of cut sheets, 3-ring binders will also become difficult and impractical.

Will the Government please allow the cut sheets to only be provided on the electronic media?

Cut sheets must be in electronic (pdf) format only. See change to Section L.4.

12. L.15 Discrepancies, Questions, and Clarifications

Is the offeror supposed to completed 3.2.2.3-15 Authorized Negotiators (JUL 2004) from Section L.15? If so, where should it be provided in our submission?

The clause must be completed and submitted in Volume 1, Section 4. See change to Section L.4 and L.5.1.4.

13. L.6.2.2 Volume 3, Part B, Section 2 – Sample Tasks

L.6.2.2 requires a “description of work to be performed.” Is it the Government’s intent that this be provided in the J-08, tab titled “Detail of Work”? If so, is the offeror’s description of work limited to the current size of the text box in the Detail of Work tab, plus the two supplemental pages as allowed per Amendment 0006, Q&A #123.

Yes, it is the government intent to be provided the description of work in the tab titled Detail of Work of J- 08 augmented by up to 2 additional pages.

14. Section B.2 Specific Notes and Directions, paragraph H

Section B states “Attachment J-16, Equipment List must be prepared as a catalog in the format provided, with list and price system materials using the provided numbering scheme.”

Attachment J-16 allows for a specified number of components within each PACS subgroup. What should the offeror do if our list of components exceeds the capacity permitted based on the numbering scheme? As an example, Field Hardware is 10100 through 10149. What if the offeror’s list of Field Hardware is more than the 50 components? Should we revise the entire numbering scheme or will further directions be provided?

Offerors may add a decimal point to the ID number and add lines if a larger capacity is needed. For example, Field Hardware 10149.1; 10149.2, etc.

15. Attachment J-19 SSDI II Technical Refresh for FSL-3 Sample Task

Attachment J-19 states “The contractor shall provide a modified set of the Sample Task Order drawings with enough detail to be evaluated by the government for completeness and technical merit, based on the approach the Offeror determines most feasible given the drawings, specifications, conditions provided below and the Offerors assumptions.”

Please confirm that drawings are only to be provided for the PSEMS Sample Task.

Yes. Drawings are only needed for the PSEMS Sample Task

16. J-08 Workplan Instructions

In Amendment 0008, the FAA provided instructions in the revised J- 08 Task Order Work-Plan Template that requires further clarification. For the TO Signature & Summary Page, the FAA did not provide the Order & Work Plan Number, Order Title, Site Location Information, or Order Approval Information for us to complete the template. Please provide this information or revise the J-08 Workplan Instructions.

Offerors are only required to identify the Task Order title of the sample task.

17. J-08 Workplan Instructions

In Amendment 0008, the FAA provided instructions in the revised J- 08 Task Order Work-Plan Template that requires further clarification. Per the instructions we are supposed to include travel costs in the J-08 document, however, this would include cost information which is not permitted per Section L.6.a. In addition, all travel costs are a plug number provided by the government and the specific site location of the sample task has not been provided.

Therefore we cannot correctly estimate travel costs.

No pricing is to be included in J-8. Please note that dollar values should only appear in Volume 2, Pricing. In particular, equipment pricing must only appear in the J.16 that is submitted with Volume 2, Pricing.

18. J-08 Workplan Instructions

In Amendment 0008, the FAA provided instructions in the revised J- 08 Task Order Work-Plan Template that requires further clarification. Per the instructions regarding existing equipment, we have not been provided the necessary information to provide specific equipment models (the drawings do not provided specific component/model information). Please provide this information or revise the J-08 Workplan Instructions.

The Offerors must assume that no existing equipment is already installed at the Sample Task site.

19. J-08 Workplan Instructions

In Amendment 0008, the FAA provided instructions in the revised J- 08 Task Order Work-Plan Template that requires further clarification. Per the instructions regarding Government Provided Information, there is no Government Provided Information tab.

Please provide this information or revise the J-08 Workplan Instructions.

The Government Provided Information tab is not applicable for the Sample Tasks. J-08 has been amended to delete this tab.

20. J-08 Workplan Instructions

In Amendment 0008, the FAA provided instructions in the revised J- 08 Task Order Work-Plan Template that requires further clarification. Per the Data Entry directions, there is no Data Entry tab. Please provide this information or revise the J-08 Workplan Instructions.

The Data Entry tab is not applicable for the Sample Tasks. J-08 has been updated

21. L.5.b Proposal Presentation, Format, and Content

Section states that “font and margin requirements do not apply to figures or tables.” Please confirm that table and figure captions are included in this exemption from the font and margin requirements.

Confirmed.

22. L.4, Page L-3 "L.4 - Instructions for Preparation and Submission of Proposals" states:

The volumes to be submitted and their method of preparation are as follows:

1 original proposal Volume 1 using a 3-ring binder 1 original proposal Volume 2 using a 3-ring binder 1 original proposal Volume 3 using a 3-ring binder 1 spiral-bound or comb-bound copy of Volume 1 1 spiral-bound or comb-bound copy of Volume 2 5 spiral-bound or comb-bound copies of Volume 3

Since Volume 1, Section H.13, and Subcontracting Plan - Contractor Small Business Subcontracting Plan is now due with Volume 2 Pricing on 10/15/2018, how does the Government want Volume 1, Section H.13 packaged? Shall it be submitted in a separate binder AND spiral-bound/comb-bound copy, or submitted in the same binder/spiral-comb bound copy as Volume 2 Pricing?

See change to L.4, and the above answer to question 10.

23. L.6.1.3, Section J

- Attachment J-4 Labor Category Definitions

Page J-04-1-2 states that the Program Manager must have "A Bachelor Degree or equivalent in, Management, Engineering, Business, Architecture, or Science is required. The FAA will accept Professional Engineer (PE) certifications in lieu of a Bachelor's degree Does a Master’s Degree in Management meet the requirement for the Program Manager?

Yes.

24. Section B and J- 20 Cost Model Topic: Section B

Question: Pursuant to Q&A #92, [Amendment 0006] we understand that Attachment J-20, Exhibit B is for sample task pricing and for evaluation purposes only. Is it correct to assume that Exhibit B will not be included in Section B?

Recommendation: Recommend that Exhibit B of Attachment J-20 not be included in Section B of the awarded contract.

Exhibit B will not be included in Section B at award.

However, it should be noted that unit prices for CLINs X102 from Exhibit B will be incorporated into the contract. See B.1, General Notes, Item 3.

25. B.1 General Notes #6 and Section J List of Attachments.

Topic:

Attachment J-20

Item 36 states that the Equipment pricing will be in accordance with the prices in Attachment J-16 and Exhibit B of Attachment J-

20. Since Exhibit B of Attachment J-20 is for evaluation purposes only and includes equipment pricing from Attachment J-16, please clarify the use of Exhibit B for pricing equipment.

Recommendation:

1. Recommend B.1 General Notes #6 be revised to read, “6. CLIN

0105, 1105, 2105, 3105, 4105 Equipment. Equipment, including 45-day warranty, will be ordered on an FFP basis, in accordance with the prices in Attachment J-16, Equipment Price List.”

2. Recommend Section J Attachment J-20 be revised to state: “J-20 Cost Model (only Tabs entitled “B.1” and “Exhibit A” will be included at contract award”

Exhibit B will not be used for pricing equipment.

Attachment J-16, with prices, will be incorporated into the contract at award. See change to B.1, General Notes #6 and the above answer to Question #24.

26. Section L.5.1.3 Topic: Resume Page Count

Since Offerors are required to use the RFP provided format for the resumes, could you consider excluding them from the page count?

In addition, the Amendment 0006 Q&A said that the format could not be altered. This format itself requires several pages. Based on the extensive amount of other information required those pages would be better allocated to detail our technical solution.

Recommendation: Exclude resumes from the 45 page count.

The resumes are part of the page count.

27. J-15 Excerpt from 1600.69C

FOUO

H6 4-3-6 (b)

This section states “IDS must also be configured to detect any unauthorized access through operable ground windows of FSL 1 CI facilities and all FSL 2 facilities, through all ground floor or readily accessible windows of FSL 3 facilities (whether operable or not), and through all windows within 16 feet of the ground of FSL 4 facilities.”

The sample drawings and information provided do not provide enough detail to determine the number, location or the height of any windows in the sample facilities.

Will the FAA provide clarification on the location and height of the windows installed at the sample facilities?

The location of the windows are clearly marked on the Sample Task drawings. The offeror is to assume that all ground floor windows are operable.

28. J-15 Excerpt from 1600.69C

FOUO

H5 4-3-5 (3)

This section states “Where IDS alarms are not remotely monitored at FSL 1 and FSL 2 facilities, AA VMS will be installed wherever IDS is required to provide a “forensic” recording capability when alarms announce.”

The FAA has previously clarified that the existing Level 2 facility is currently tied to the PSEMS. The PSEMS can remotely monitor all alarms at the facility.

Will the FAA clarify if the VMS is required as the security system can be remotely monitored via the PSEMS?

VMS is required for the Sample Task.

29. J-19 SSDI II

Sample Task for

KSN FSL - 1

Is this Level 1 facility a Critical Infrastructure (CI) facility?

If so, the door matrix provided does not match the requirements contained in the J-15 Excerpt from 1600.69C FOUO. It appears that the door matrix provided is from 1600.69.B Change 1.

Will the FAA clarify if this is a CI facility and if so provide an updated door matrix to reflect the requirements?

The FSL-1 Sample Task is not a Critical Infrastructure facility.

30. J-19 FSL-1

Sample Task Drawings A0008

The sample drawing package does not include the Tower Cab floor for this facility. Will the FAA provide the missing floor drawing?

The FAA will not provide the additional drawing.

31. Amendment L.13 L6.6.2 1) A. B.

The solicitation states the following:

A. A Proposal for Phase 1, Site Survey (Firm Fixed-Price) and Design (Time & Materials) B. A Firm Fixed-Price (FFP) Proposal for Phase 2, Implementation – The proposal must include:

Can the FAA clarify if separate J-08 work plans are required for A and B or if one J-08 work plan is required to include both A. and B.?

Separate Work Plans for Phase 1 and Phase 2 are required.

32. Amendment

0007 PW

Req. Section C

Amendment

0007 PW

Req.

Attachment J-05

SSDI II CDRLs (1) (zipped folder)

There are many discrepancies between the submittal requirements in the CDRL’s contained in the Amendment 0007 Attachment J-05, the CDRL’s contained in the zip file attachment to Amendment 0007, and in Section C. Examples:

CDRL A031 Asbestos/Lead-Free Certification

• Section C.3.2.3 states that CDRL A031 is a Phase 2 Task Order deliverable.

• CDRL A031 contained in Amendment 0007 zip file attachment states “Submit with Final Design Package (CDRL A018), per Phase 2 Task Order”.

• CDRL A031 contained in Amendment 0007 document states “Within 45 calendar days after final acceptance of the system/equipment by the FAA”.

CDRL A007 Project Schedule

• Section C.3.2.1, A. states “No later than 15 calendar days after receipt of the Phase 1 Site Survey Task Order”.

• Section C.3.2.2, C. states “One initial copy of the schedule within five calendar days after award of the specific Task Order”.

• CDRL A007 contained in Amendment 0007 zip file attachment states “5 working days after Task Order award”.

• CDRL A007 contained in Amendment 0007 document states “Phase 1: 15 calendar days after Task Order award”. Phase 2 is not specified.

Which requirements should take precedence?

No zip file was released with Amendment 0007. Change pages to the previously published files are attached to Amendment 0007. Offerors should replace old pages with the change pages.

33. Amendment

Amendment 0008 states that the Subcontracting Plan should be submitted with Volume II, Pricing.

Can the Government clarify if this Plan should now be a part of Volume II or should it be a separate Volume (or file) from Volume II.

The Subcontracting Plan should be separate. See changes to L.4.

34. Please confirm that the Milestone Schedule is to be included within the J-08 and not part of the two-page supplemental page count.

Confirmed. A Schedule tab will be added to J-08

35. L5 Proposal Presentation, Format, and Content J-08 Task order Work-Plan Template

Currently the Government provided attachment J-08 has a mixture of various fonts and sizes throughout. Can the font type be changed to Arial 8 pt throughout the tables/forms content (excluding headings/headers/footers) for ALL the tabs of the J-08 form to ensure consistent formatting, please?

No.

36. Sample Problem

FSL-2

Technical Refresh of Doors

Sample problem FSL-2 narrative calls for a technical refresh of doors identified in the sample problem drawing. Should bidders assume the existing door access control devices (Magnetic locks, electric strikes, Electric Latch Retraction, Balanced Magnetic Switches, REX push button and PIRs) are to be replaced as part of the tech refresh?

Yes.

37. J-08 Task Order Work Plan Template Work Plan Approvals and Summary Fields

J-08: The TO approval, Work Plan Approvals & Summary have fields that would normally be provided to the bidders during TO release i.e. row 13 through14 on the Work Plan Approvals & Summary tab.

Should bidders leave these fields blank during Sample Problem submittal?

Yes. Leave these fields blank.

38. Amendment 0006 Questions and Answers – Question 105 FSL-3 Sample Task – Main Entrance Gate

The answer to question 105 regarding FSL-3 gate configuration drawings stated that “Drawings will be provided in a forthcoming amendment.” Drawings have not been provided. Will the FAA please provide these drawings?

Gate drawing is provided with this amendment.

39. RFP Reference:

J-20Topic:

Enterprise System Quantity

Per the SOW Offeror to price 1 Enterprise System set of equipment, however the J-20 under CLINs X105 and X108 reflect a Quantity of 2 and Offeror not able to amend cell to Quantity of 1.

Recommendation: Please revise quantity to reflect one enterprise system set of equipment.

No, we will not be amending the quantity as the intent is for Exhibit B to populate B.1. The blue-shaded cell in Exhibit B should reflect the proposed price for one system for CLIN x105. CLIN x108 is for the labor for the Enterprise System and the blue-shaded cell in Exhibit B should reflect the proposed price for one ES site. Neither of these CLINs require entry by the Offeror on B.1.

Similarly, submittals containing omissions or incomplete responses to the requirements of this SIR, or that merely paraphrase the Statement of Work (SOW), or that use nonspecific phrases such as “in accordance with standard procedures” or “well-known techniques,” will also be considered inadequate. The CEC is a 9-digit code assigned to a contractor establishment which contracts with a Federal executive agency. The CEC system is a contractor identification coding system which is currently the Dunn and Bradstreet Data Universal Numbering System (DUNS).
