| Comment # | SIR Page # | SIR Section | Vendor Question/Comment | FAA Response | |
Need bare board gerber files | The FAA will not provide GERBER files prior to award. Per Section C.1 of the SIR, "ALL Government Furnished Items will be provided to the successful offeror AFTER contract award." | ||
Need bare board fabrication drawing | See Attachment 1 - ASIS 2 Manufacturing Specification rev. R, page A-3 for fabrication drawing | ||
Is there a technical POC that we can talk with to get a better understanding of the overall application? | Per SIR Announcement Section 5a, the Government will not entertain verbal questions. | ||
Are you guys open to alternative ways to solve this challenge? | No | ||
Is there a possibility, that we can get the gerber file for this one to prepare the quote? | Please see the FAA's response to Comment 1. | ||
Also, you do you have a suggested price point for these? | Per Section M.3 of the SIR, "Furthermore, the proposed ASIS 2 CCA price must be found to be fair and reasonable. The price will only be considered “reasonable” if the price does not exceed that which a prudent person would pay in the conduct of competitive business." | ||
Is this a closed solicitation or do you need a quote for this still. | |||
| If you do, how do we get gerber files and other needed data files to properly quote. | Solicitation DTFAWA-17-R-00033 Amendment 0002 is open until July 25, at 4:00PM EST, when proposals are due, as indicated in Section L the SIR. Regarding the GERB ER files, please see the FAA's response to Comment 1. | ||||
Please Let me know, if you can provide complete data disc. | Please see the FAA's response to Comment 1. | ||
Do you have the TDP so I can quote on this Solicitation/Contract No: DTFAWA-17-R-00033. ? | Refer to Attachment 1 - ASIS 2 Manufacturing Specification rev. R found in Amendment 0002. . GFE items are listed in Attachment 2 and will be provided after contract award. | ||
Do you happen to have the parts list for the above referenced solicitation in an Excel Format? | Parts list is listed in Attachment 1. Parts list is not available in Excel (.xls) format. | ||
Section B | There is no place for charging for non-recurring engineering (NRE) as is typical for electronic assemblies. Can we include NRE charges, or should we roll such costs into the twenty first article units, or into the production units, or both? | All costs should be reflected in your total proposed price. It is up to the offeror's discretion on how to delineate costs by unit. Per Section M, this is a Lowest Price Technically Acceptable procurement. | |
Section C.2.2, Approved Parts Manufacturers | It is understood that no substitute parts shall be used without written approval by the FAA. And it is understood that the contractor will provide recommended alternates, red-lines etc, and can include them in the first article deliveries. However, it appears to indicate the contractor will be responsible for updating the FAA documentation. I don’t think that is what is intended. Please clarify. | The contractor will be responisble for updating the FAA documentation in accordance with SIR Section C.5 | |
C3.3 Rate of Delivery | Is it allowable to ship the entire lot of production units as a single shipment? It’s stated that a minimum of 40 per month is required, but there’s nothing stating a single production lot can’t be shipped. If not, what is the permissible lots and frequency as it can influence pricing? Please clarify. | Per Section F.2, offerors are required to deliver CLIN 0002 at a rate no less than 40ea per month beginning 90 days after Government First Article approval. Offerors may deliver a larger quantity so long as the delivery rate remains the same. | |
Is it a standard practice for each discrete request that a proposal such as this is required? | A Request for Proposal requires a proposal submission. | ||
3.2.2.3-45, Material and Workmanship | This section is for construction projects and does not cover the typical workmanship standards for electronic assemblies. In addition, there is no workmanship standard specified on the CCA drawing. Typically, IPC-610 is used with class two for commercial/industrial products and class three for high-reliability products. What acceptability standard by used as it often makes a difference in pricing? | Refer to Attachment 1 - ASIS 2 Manufacturing Specification rev. R found in Amendment 0002., Quality section on page 1. | |
3.10.9-2 First Article Approval, Section G | This section requires that operating and maintenance instructions be provided. This is not possible given that the manufacturer doesn’t own the functionality of the design. Please clarify or state something to the affect “not applicable”. | Not Applicable | |
Please confirm this program is an ITAR or Non-ITAR? I did not see any special instructions on the supplied documents. | ASIS II is a non-military specification and does not apply to ITAR | ||
Can you supply or tell me where to go to get the Gerber files for the PCB ? | Please see the FAA's response to Comment 1. | ||
