About this file
This attachment provides labor category descriptions and qualifications for the Enterprise Financial Services contract opportunity. It includes 23 labor categories organized in a matrix detailing minimum education and experience requirements. Years of experience may be substituted for higher degrees using a specified trade-off methodology. Most categories require at least a bachelor's degree, though some specify associate or master's degrees. Experience requirements range from zero to over 20 years. The categories cover financial, budget, program and project management, auditing, contracting, human resources, systems, and administrative specialties. Waivers are allowed for non-compliant candidates through a request process considering degree equivalency, experience quality and quantity, and cost discount offers.
The federal contract opportunity posting is for the Enterprise Financial Services draft Screening Information Request. The FAA seeks to award multiple IDIQ contracts to support financial, budget, and management operations. Interested vendors must demonstrate ability in nine specified work areas including policies, controls, systems, training and strategic planning. The final SIR may release in January-February 2017, with proposals due 30 days post. The FAA will use a best value methodology to select awardees. Resultant contracts would have a five-year base period and include various contract types for task orders under NAICS 541611. Questions on the draft SIR are due by January 17th.

Some labor categories may have additional or more specific degree requirements in the Description column. AA = Associate Degree in a technically relevant field; B = Bachelor Degree in a technically relevant field; M = Master’s degree in a technically relevant field. “Technically Relevant” is defined as education, certifications, and experience that directly reflect and relate to the labor category description and work, task, or project being evaluated. Instructions for EFS Labor Category Waiver Form This form documents waiver requests for contractor employees who do not meet the contractual requirements of the EFS Labor Category.
Section Instructions
1-10 The requestor must complete these sections. It is recommended the requestor initiate communications with the other parties for step 10b.
9a-b The Analysis of Non-Compliance is the focus of the request. The rationale and analysis of 9 and 10 are the heart of the waiver. The requestor must discuss degree equivalence (for example relevant but not perfectly matching experience), quantity and quality of experience, and cost. The requester must provide a rationale that supports the request. If the waiver is for a non-United States degree, the contractor is expected to research and name the certifying body for the university and provide a brief, analytic comparison.
Note that the FAA expects the contractor to offer a consideration when submitting a waiver request. The contractor may simply state that a discount will be offered and provide the details, in separate correspondence, to only the Contracting Officer.
10a-b Each of these actors has a potential role in supporting or arguing against the offered waiver. Sections 9 and 10 are best completed collaboratively. These actors consider and may offer modifications to the rationale and will variously consider operational, quality, cost, and schedule risks to the government. These deliberations should be conducted with the purview of the CO and the contractor’s contracting organization; price data may be included, but only the CO may negotiate price, only the CO may make the final decision for the government, and only the CO may make the agreement for the government.
11 Signature of the contractor – To the Waiver Agreement
12 Signature of the Task COR - Advisory
13 Signature of the Contracting Officer (CO) - The government’s agreement to the Waiver.
While price data and facts may be documented, only the CO can conduct cost negotiations on behalf of the government.
File details come from the government source that posted it. Updated .
