Text version

1. Section L.5 (e) states "The FAA also plans to conduct a pre-proposal telecom with interested bidders approximately five (5) days following SIR release. Participation details will be provided with the SIR."

Further details were not provided. Will there be a teleconference? Yes, Telecom was set up for Friday, July14, 2017 at 1:00pm ET.

2. How are Subcontractors and Consultants to be charged to any resulting contract? L.16.2.b. of the SIR specifies "The contract contemplates only one labor rate per category". Is it the FAA's intention that Subcontractor and Consultant costs are to be billed as ODCs, or should we propose a blended rate (prime, subcontractors, consultants) that will be used to bill all productive direct labor hours regardless of who performs the work? See Section B.6.3 Fixed, Burdened Hourly Rates.

3. On the Past Performance Questionnaire, we are unclear on the first block, "Reference Information". Can you provide additional instructions for the field "Reference's Name"? The information states “Reference Information: Provide the following information for the Organization that performed the referenced work”. Organization is referring to the Contractor, Company or Vendor who performed the work. The Reference Name is the name of the Point of Contact for the Contractor/Company/Vendor.

4. We plan to list a Past Performance contract for our team in which our proposed subcontractor was the Prime contractor and we were the subcontractor. Please provide instructions for completing this section in this situation. See L.14.1 Volume I – Management Proposal, Section 2 – Past Performance Contracts List.

5. Is there an incumbent? Yes.

6. Who is that incumbent? ACTA Inc.

7. What was the value of the previous contract? $6M

8. Do we have to provide past performance for all analytical areas? See L.14.1 Volume I – Management Proposal, Section 2 – Past Performance Contracts List.

9. In order for small, disadvantaged businesses who don’t fit under the 541690 size standard to qualify, would the government consider a different NAICS code with a larger size standard? For example, 541330 Engineering Services except Military and Aerospace Equipment and Military Weapons ($38M). At this time, FAA does not anticipate changing the NAICS code.

10. Is section G.8 intentionally left blank? Section G.8 has been updated.

11. Will the government provide a GFE list describing the government owned models? If no GFE will be provided, will the government provide software requirements to run the required models? FAA does not intend to provide a GFE list or software requirements at this time.

12. In the instructions for format of volumes, it says font size for charts, graphs, and pictures can be 8 point. Can font size for tables also be 8 point? Yes, but please note that if the chart is unreadable, it will not be considered.

13. For the number of factors and sub-factors required in the technical volume, the 20 page limit is quite small. We suggest an increase of the page limit in this volume, such as 30 pages. The SIR will be updated to reflect the change to 30 pages.

14. Please clarify the desired location for the contractor's performance of the Scope of Work. Contractor work will take place at their facility.
