Pre-Proposal Questions & Answers
Q&A # Question Answer
1 Can the four chillers all be replaced at the same time or one at time?
Three chillers must remain operational at all times.
2 It says in the plans under letter G, that a staging area for equipment will be provided for us, where our Office Trailer will be, we need to know if you are providing Power, Telephone, Etc. and point of connection for Water? It says that this will be determined at the Pre-construction meeting, however that will not give us much time to get everything set up and get Personnel on board.
See Spec Section 01 50 00 “Temporary Facilities and Controls”.
Telephone is at contractor’s expense.
3 For all Rental Equipment brought into the job, do you have a form or do we need the manufacturer’s form, for the safety write off?
There is no form required however; any equipment brought on site is subject to search and inspection.
4 The pump room adjacent to the Cooling Towers is to remain in place. However, in the removal of the pumps and piping from the walls, there will be holes in the sheet metal Pump House, are we to patch those holes, or will the FAA do that? If we are to do so, how will it need to be done, by removing a panel, or limited patching?
See Spec Section 01 73 00 “Execution” for cutting and patching requirements.
5 Will there be an extension to the Questions Due Date?
An extension was posted on 11/21/2016 under amendment #0001.
6 In the walk through, the Hazmat Areas of the project were not discussed. Is there a survey of these Areas, and if so, when was it done? Can we get a copy of it, if one exists?
Vinyl asbestos tile (VAT) was identified in previous surveys. This project abates VAT in the areas shown. Those areas were discussed but not included in the site visit to avoid disruptions in critical equipment areas. See attached photos.
7 Specifications mention Johnson Controls as the sought system manufacturer. Please clarify if a Single Source Justification regarding Johnson Controls products has been submitted
All new work in the Control Wing Basement must be Schneider Electric StruxureWare® not Johnson Controls as specified in Section 23 09 00 “Instrumentation and Controls for
HVAC”.
and approved for this project or if an equivalent manufacturer’s products are considered Permissible?
8 I was reviewing the Division 8 specification for the commercial door hardware. I see all of the major (and expensive) components encompass one manufacturer, ASSA ABLOY. Are substitutions permitted?
ASSA ABLOY is a known acceptable source, subject to requirements, not a mandatory source.
9 Are any of the tile and mastic removal areas over occupied areas or on bottom grade?
Slab on grade.
10 Is the third party environmental consultant supplied by the prime contractor or the FAA?
The FAA.
11 Section M, page 66, mandatory qualification evaluation, Item #1 states “Successful completion of two (2) construction projects of similar size and scope as a prime contractor under a contract valued at more than $4,000,000.” On the same page, the section under Standard for Evaluation reads “The standard is met when: The offeror has demonstrated all of the above mandatory qualifications with successful completion of projects similar in size and scope of this solicitation within the past three (3) years with a combination of prime and subcontractor experience.”
Does this mean that if the Prime Contractor performed as a General Contractor under a Design/Build Prime, with a contract value of over $4M, that the project would be considered acceptable experience?
The intent of item #1 was to evaluate for Prime Contractor experience. The General Contractor under another Prime on a design-build contract would have the experience of coordination of trades, but not the specific experience of working as the prime contract negotiator/administrator/enforcer, etc.
(dealing directly with an owner), that we are looking for.
12 What are the qualifications of the QC manager?
The minimum qualifications are found in Spec Section 01 40 00 which defines “Experienced” personnel.
13 Are you accepting one bid or two bids for the two packages?
One “bid”.
14 Does the bid include design work?
“Bid” includes design assistance as a separate line item on a time and materials basis.
15 Is the contractor providing final drawings?
No. The FAA will remain the engineer of record and will do final drawings.
16 Is there a specific controls contractor?
Yes. The FAA is standardizing on Schneider Electric StruxureWare® at all ARTCC. Any equipment touched in the Control Wing basement should be connected to StruxureWare®,not JCI Metasys as stated in the specs. The chilled water plant converts to Struxure Ware® as required by the specs.
17 What does the contractor do when they come on board at 65%?
Design reviews at 65, 90, and 100% and monthly on-site discussions and teleconferences.
18 Do you want to replace the UG cooling tower water lines?
Yes, if they test bad.
19 Is the bid option for UG water lines in the package?
Yes.
20 Is there a preferred manufacturer for the temporary cooling towers?
No, the contractor may suggest one.
CWB Technical Q&A Question Answer
21 Do the sprinkler heads need to be changed, or is this a complete redesign?
There are only alterations to the existing system.
22 Is there a Halon fire system. No.
23 Is there asbestos or lead abatement?
Yes, some vinyl tile in the CWB and lead paint on foam rubber guards on the chillers.
24 Do we need to recycle steel? Yes. See clause 3.6.3-22 – Construction Waste Management. Also see Part I - Section C, 3.0, E.
25 Is there any mechanical equipment the government will want to retain?
For now, all we know is the JCI Metasys parts.
Solicitation Q&A Question Answer
27 Do the design rates reflect back to the construction portion of the contract?
No. The design rates are for the design assistance. They relate only to the Time & Materials portion of the work.
28 If we exceed $75,000 of design costs, are we at risk of not getting paid?
The FAA will entertain adding money if it is in the FAA’s best interest, but it is not guaranteed. It is expected that $75,000 is entirely inclusive of the required level of effort. Additional costs are allowable under the changes portion of the contract.
29 Is travel part of the $75,000? Yes, travel is part of the $75,000.
30 Is a bond required for the design?
No. Bond is only needed for construction.
31 What is included in the 8%? 8% is profit only as noted in the contract clauses. The General Conditions line is everything outside of the Direct Cost of Construction. Both of these line items, as entered on Section B002 shall be inclusive of 8% profit.
32 Option – Do we include Overhead and Profit (OH&P)? Is it part of the $9 million max?
OH&P will be included in the price for the option. The $9 million ceiling does not include the option.
33 Is the $75,000 included in the $9 million?
No. The $75,000 Not to Exceed Time and Materials portion of work is not included in the $9 Million.
34 What happens if we do not have any experience in Lean Construction?
As stated I the solicitation, FAA will provide a Lean Construction consultant for training on the specific practices required for project execution.
35 If we do not have experience in Lean Construction, what should we present?
Present the information you have that demonstrates past experience using the concepts of Lean Construction.
36 What happens to unknown conditions?
These would most likely occur after the Firm Fixed Price has been established. As such, it would render a change order under the terms and conditions of the contract.
37 What happens if an unforeseen condition is discovered in design?
The terms and conditions of the contract allow the FAA the ability to change the target prices, as necessary, to ensure that the contractor is fairly compensated for the work.
38 Design changes during the design phase are not a change order to initial target or initial profit. Is that correct?
That is correct. The design change will be provided for in the contractor firm target proposal prior to negotiation of the Firm- Fixed price.
39 Is a site engineer required? A site engineer is not required.
40 Do we need to submit on all subs or just mechanical and electrical?
As stated in the solicitation, just mechanical and electrical subcontractors require submittal information.
41 How do you eliminate low prices?
At the discretion of the FAA in accordance with cost and pricing realism guidance in AMS.
42 Please clarify subcontractor and prime acceptability.
The solicitation has been clarified with regard to Key Personnel and Mandatory Qualifications.
43 Are email submissions allowed? Yes. Email submissions are allowed.
44 Are hand delivery submissions allowed?
Yes. Hand delivery submissions are allowed.
45 How many Tier One proposals Two (2) proposals are required. As are required to ensure that the evaluation remains in Tier One?
stated in M002 of the solicitation - "At least two qualified offers in a given tier are required in order to consider an award. If no award can be made in the first tier, the evaluation will proceed to the next higher tier until award can be made."
46 Night work in the CWB. All work in the Control Wing basement should be “bid” as night work due to criticality of equipment. See spec Section 01 10 00 for work restrictions outside normal business hours.
47 Detail for Stair No. 2. See detail D2 on sheet A601. This detail is not related to the work shown on the sheet. It only applies to Stair No. 2, adjacent to room B120.
48 Key notes 1 and 2 on sheet A102 for HOST Mechanical room B119.
They do not apply. Disregard.
49 Number of running chillers. One.
50 Test location for the cooling tower water lines.
See sheet note 2 on sheet C001.
51 Location of temporary cooling towers.
Although proposals would have to bid the plan as shown this is an area, the FAA desires to collaborate on this.
52 May the site safety and health officer be the quality assurance manager?
Yes, but neither may be the superintendent.
53 Will FAA issue a tax exemption certificate for this job?
No.
54 Can the financial documents be removed from the page count of the proposal which is limited to 30 pages?
Yes.
55 How much fire stopping is needed for sheet G002 general note F?
The FAA desires to pay for fire stopping on a per unit basis (as stated in spec Section 07 84 13) as the quantity will not be known till after demolition. Allow $5,100 for “bidding” purposes.
56 How many perforated panels are needed for the work on sheet A202 sheet note 13?
30 as stated in sheet note 16; though this may not be the final number.
57 Can you provide structural and foundation details for the security screen at the cooling towers?
The FAA desires to retain the existing screens but understands that they may need to be disassembled and reassembled. Assume no work on the screens.
58 What is the name of the manufacturer of the existing metal pump house?
We could not find that information.
59 How far beyond the limits of sheet C001 do the cooling tower water lines go?
They are continued on sheet C002.
60 Is there asphalt above the cooling tower water lines?
Yes, as shown on sheet C001.
61 What is the thickness of the asphalt?
Six inches.
62 How thick is the concrete under the picnic table cover?
Four inches. It is unknown if there are any footings. “Bid” detail C4 on sheet C003.
63 Is Liebert the only manufacturer approved for the Control Wing basement CRAC units?
The mechanical schedule shows design intent. The spec provides known acceptable manufacturers, subject to compliance with the requirements.
64 Will additional site visits be allowed after contract award and before construction?
Yes, but it is subject to facility operations and personnel availability.
65 Is there a drawing for the temporary cooling towers?
See the “Z” sheets at the end of the drawing set.
66 Are cooling tower sump controls to be provided by the controls subcontractor?
That is a coordination issue between GC, subs, and suppliers that we cannot answer.
67 Who is responsible for the support of the cooling towers?
The FAA desires to reuse the existing foundations to the extent practical. But again, that is a coordination issue that we cannot answer.
68 What do you know about the concrete foundations?
The FAA conducted non-destructive explorations of the foundations and they were found to be adequate by the structural engineer.
69 Is the water treatment by Owner or is it new?
The permanent treatment is new.
However, the current FAA treatment contractor will set-up and maintain the temporary water treatment (assume temporary equipment is Government furnished property).
70 Sheet Y202 sheet note 2: Is it the owner’s intent that the existing conduit, conductors and smoke detectors located below the surface of the raised access floor remain in place and intact with physical protection provided for all smoke detectors for the duration of demolition and construction of the new raised access floor?
OR, are the conduit, conductors and smoke detectors to be removed during demolition, The latter is our intent.
with smoke detectors stored, then install new conduit, new cable, and reinstall existing smoke detectors during the construction phase?
71 Sheet Y202 sheet note 3: Does this mean that the existing smoke detectors located above the suspended ceiling are to be removed from service and returned to the owner for spare parts?
Yes.
72 Specification Section 28 31 00, paragraph 1.11 EXTRA MATERIALS: Is it the owner’s intent that the quantity of spare parts be determined based on the quantity of new devices furnished for this project, OR that the quantity of spare parts be based on the quantity of new devices PLUS the quantity of existing devices affected by this scope of work?
The former is our intent.
73 Contract documents indicate the requirement for alarm verification for smoke detectors. The current fire alarm system is NOT configured for alarm verification. Is it the owner’s intent to add the alarm verification feature for smoke detectors on the fire alarm system?
No.
74 Contract documents include various descriptions of the fire alarm system sequence of operation. These descriptions may, or may not, match the existing sequence of operation that is currently programmed into the system. Is it the owner’s intent to modify the existing fire alarm system programming to achieve the sequence of operation detailed in the contract documents, Or is it the owner’s intent that programming required for this scope of work replicate the
The latter is our intent.
existing sequence of operation?
75 The schedule calls out a solid state starter for the chiller. The specs say VFD. Which is it?
VFD. Drawing M601 has been corrected.
76 Drawings call out compact water boxes for the chiller. The specs call for marine water boxes. Which is it?
Marine water box. Drawing M601 has been corrected.
77 Specs indicate the chillers need to be torn down. Is that still the case?
The FAA modeled a York chiller and it fit through the door. We would also allow removal of the doors and frame and demo of the concrete threshold (to be re-built).
78 Specs call for more factory test points than normal. Is that still the case?
Bid per specs.
79 Do all four chillers need to be tested?
Yes.
