QUESTIONS AND ANSWERS

DTFAEN-16-R-00173

Demolish existing fence and install new chain link fence Benton, Pennsylvania September 20, 2016

Q1. There is a requirement listed on page 12 to do an asbestos assessment for fence removal and replacement. This is highly unusual and unnecessary for a fence project.

A1. No Asbestos assessment needed for removal.

Q2. Furthermore, page 13 requires to work to be completed in 14 days. Performing such an assessment, removing and replacing this fence cannot be accomplished in 14 days. We would like to recommend removing the requirement for the asbestos assessment and increasing the time of completion to 30 days.

Please let me know if this is possible.

A2. All work should be completed within 30 days after issuance of NTP. The FAA property cannot be left exposed at the end of each work day. Each portion of fence taken down must be replaced the same day.

Q3. I met with Mr. Dixon at the site visit on 9/13/16. He mentioned a cementious-cobble-stone mixture which he wanted to be used for the washed out areas for erosion control. I can't find this material in the SOW or in the specs. Can you please indicate the specific material he wants used in the washed out area?

A3. QP and ¾” gravel / red rock.

Q4. Is there a place to leave the dirt and earth spoils on site?

A4. No. Other than backfilling some areas that have been undermined and some regrading.

Q5. Per solicitation offer and award sheet, Item no. 11 Performance duration is 14 calendar day on the other hand per specs summary of works sheet page-73 describe the duration of project- 30 days. Please clarify which one is correct.

A5. All work should be completed within 30 days after issuance of NTP.

Q6. Construction cost Breakdown sheet, Attachment-6 doesn’t label anything on item/description on followings:

- Furnish and Install Cementitious stone around Fence line for sediment control

- Furnish and Install New asphalt on entrance gate.

A6. See response in A4 and please include this in your construction cost breakdown.

Q7. According to drawing 5 of 6 “Details and Foundations” it would appear that we are to furnish and install a new Aiphone card readers at each gate to exit. The “Site Plan” (2 of 6) does not show this work. Would you please confirm if addition card readers are to be provided under this contract?

A7. No additional aiphones or readers being added.

Q8. Would you also confirm if we will be required to test the grounding or it that will be a service the government will provide?

A8. Grounding will have to be tested for continuity if counterpoise at fence is damaged or replaced during construction. All grounding needs to be reattached to fencing and if damaged during construction will need to be replaced.
