First Task Order - AE Plans The AE Plans must be submitted to the FAA Technical Center for review and approval within 30 calendar days after contract award. The draft plans will be first reviewed and commented upon by the FAA. If needed, they will be returned to the AE for revisions. Once acceptable, the plans will be forwarded to USEPA and NJDEP for their review and comment. When all comments are resolved FAA approval will be given. FAA approval is required before any sampling activities can begin. Any changes to the AE Plans that occur during the course of the contract must be submitted in writing to the FAA for approval before implementations
1. Health and Safety Plan A site specific Health and Safety Plan (HASP) shall be developed and followed to ensure the safety and health of the contractor’s employees and its subcontractors. The HASP shall be performed to meet the Occupational Safety and Health (OSHA) requirements (29 CFR 1910 and 1926) and conform to the United States Army Corps of Engineers’ – Safety and Health Requirements (EM-185-1-1) and, meet the requirements of the FAA William J. Hughes FAA Technical Center’s Occupational Safety and Health Order (CT 3900.55B). The HASP shall address all task order activities as described in the Required Tasks section of this SOW.
A site specific Health and Safety Plan (HSAP) shall be prepared for on-site personnel to minimize their potential of personal injury, illness, exposures to contaminants, and environmental impairment associated with investigations and remedial measures related to this phased study. While this HSAP will rely upon current Human Health Risk Assessments, this plan shall include protections against potential exposures to contaminants under investigation. Appropriate personnel protection measures shall be defined from the immediate remedial activities at the known contaminated sites and other sites identified at the FAA Technical Center. The appropriate level of protection concerning on-site activities shall be initially chosen based on assumed hazard/toxic conditions, then reestablished based on actual monitored and measured levels for contamination. The HASP shall apply to all A/E personnel, government personnel and other personnel that may visit the areas of concern. It shall also address access control for non-superfund personnel.
As a minimum the HASP shall cover the items listed below and shall conform with the Guide for Conducting Remedial Investigations/Feasibility Studies under the Comprehensive Environmental Responsibility, Compensation and Liability Act (CERCLA) Interim Final, EPA 540/G-89/004, OSWER Directive 9355.3-01 October 1988, or the most current version. This document must include consideration of all site Human Health Risk assessments and other site investigations.
· Listing of personal protective equipment
· Listing of Safety Equipment
· Special medical procedures immediately available
· Contingency plans for emergency situations
· On-site Monitoring( short and long-term)
· Decontamination procedures
· Contractor’s training program, including mandatory HAZWOPPER training
· Medical surveillance program and personnel hygiene requirements.
2. Field Sampling Plan – Quality Assurance Plan (FSP-QAP)
a) The contractor shall develop and implement a comprehensive FSP-QAP.
b) The FSP-QAP must be consistent with the requirements of the New Jersey Department of Environmental Protection’s Field Sampling Manual (May 1992).
c) The FSP-QAP shall also comply with CERCLA, United States Environmental Protection Agency (USEPA)-Region II Quality Assurance/Quality Control (QA/QC) Manual, and any existing applicable State and Federal regulations.
d) All laboratory analysis shall be performed by a NJDEP certified laboratory.
In order to develop reliable monitoring data, the prime contractor is required to develop and implement a Field Sampling Plan – Quality Assurance Plan (FSP-QAP) with respect to data quality objectives, sampling, laboratory analysis, and quality assurance of data, data reporting, and data validation. All field sampling that is conducted must comply with the Field Sampling section and must be consistent with the NJDEP Field Sampling Procedures Manual. All analytical work that is completed must comply with the Quality Assurance Section. Both sections must comply with existing CERCLA policy and requirements as well as all applicable Federal, State and local regulations and requirements.
Development of reliable and quality soil, water, air and other environmental data under Phase I is a critical element in the study. The Field Sampling Plan shall be used on results of previous sampling activities concerning the extent and direction of contamination not already investigated under previous sampling plans. The Field Sampling Plan shall be site specific and shall identify the FAA Technical Center sites using R.F. Weston, TRC, Inc., and the Federal Facility Agreement site numbering system. This plan is the instrument of control for all field and analytical activities associated with this project. Providing this information in one document ensures that all pertinent information which needs to be disseminated to the project staff is available in a single reference.
The Quality Assurance (QA) section submitted for approval must address all sample analyses, quality assurance of data and data reporting for all applicable tasks and phases of site investigation. Likewise the FSP section must address all sampling and field quality assurance for all applicable tasks and phases of the site investigation.
The FSP-QAP submitted by the prime contractor must be specific to the site and AOCs under investigation or remedial action in question. The prime contractor shall be fully responsible for the quality assurance of their effort, and their subcontractors.
3. Community Relations Plan The contractor shall also develop a Community Relations Plan as required by CERCLA and EPA guidance, and applicable NJDEP and local requirements. The contractor shall conduct community relations activities. Inquiries regarding on-site remedial action from Federal, State, or local officials, as well as citizens and the news media should be directed to either the COR and/or the Public Affairs Staff, ACT‑5 at (609) 484‑6253. The contractor shall also be prepared on an "as needed" basis to coordinate information regarding site activities with the Center's Public Affairs Staff.
