SUPPLIES/SERVICES & PRICE/COST
B.1 IDENTIFICATION OF SUPPLIES/SERVICES
This procurement is for Superfund Architect/Engineer (A/E) Environmental Services that will provide investigation of contaminated sites at the Federal Aviation Administration (FAA), William J. Hughes Technical Center in Atlantic City, NJ. Investigations are required to be in accordance with requirements set by the Comprehensive Environmental Responsibility, Compensation and Liability Act (CERCLA), more commonly known as Superfund. These investigations must also be performed in accordance with the Resource Conservation and Recovery Act and other Applicable or Relevant and Appropriate Requirements and applicable New Jersey Department of Environmental Protection and local regulatory requirements.
The North American Industry Classification System (NAICS) Code is 541620 (Environmental Consulting Services).
A fixed price, indefinite delivery indefinite quantity (IDIQ) type contract will be awarded with a ten (10) year period of performance. Individual Task Orders will be issued on a firm fixed price basis utilizing fully burdened labor rates established prior to contract award. The contractor must provide services necessary to accomplish the tasks detailed in each individual task order as authorized by the Contracting Officer (CO). The CO is the only person authorized to issue orders under this IDIQ contract. Performance of work shall take place only after issuance of a valid, written task order.
All terms and conditions contained in this document will be applicable to all task orders issued under this contract, unless otherwise specified by an individual task order.
B.2 MINIMUM ORDERING OBLIGATION AND MAXIMUM CEILING
The minimum ordering obligation is $____TBD______, this amount will be obligated on Task Order No. 0001.
The maximum ordering obligation is $___TBD____. The minimum ordering obligation will be issued concurrently with contract award. The Government has no obligation to issue task orders to the Contractor beyond the minimum ordering obligation specified.
B.3 BILLING RATES
The following fully burdened labor rates will be utilized to price task orders. Fully burdened labor rates are to include overhead, fringe, general and administrative burdens, and profit. The rates represent effort performed by either the prime contractor or any subcontractor(s) as required. Resultant task orders will be issued on a firm fixed price basis utilizing the established fully burdened labor rates.
Contractor’s proposed fully burdened labor rates for year’s one (1) through five (5) will be utilized for tasks order awarded within the established Service Period. During year five (5) of the resulting contract, the escalation increase will be negotiated and will be subject to downward negotiations only. At time of negotiations, prior to year six (6), the Contractor will be required to provide supporting data.
Travel, other direct material and laboratory/subcontractor services may be included on individual task order.
Travel, if required on any task order, will be performed in accordance with Section G.10. Travel, other direct costs and laboratory/subcontractor services, if required, will be pass through costs only, with no mark up for general and administrative or profit.

DESCRIPTION/SPECS/SCOPE OF WORK
C.1 Background
The Federal Aviation Administration (FAA) - William J. Hughes Technical Center (FAA Technical Center) is a federally owned and operated Research and Development (R&D) facility encompassing an area of approximately 5,000 acres in Atlantic County, New Jersey, eight miles northwest of Atlantic City. The grounds and waters of the FAA William J Hughes Technical Center constitute the majority of the watershed for the Atlantic City Municipal Utilities Authority (ACMUA). ACMUA provides drinking water to Atlantic City and nearby onshore communities. Both surface water and groundwater are used for this purpose. In 1985, the ACMUA well field was in the process of being located on the FAA Technical Center; it was then that the New Jersey Department of Environmental Protection (NJDEP) issued the FAA Technical Center an Administrative Consent Order for contamination of several areas on the property. Environmental Investigations performed from 1984 to the present have identified over thirty (30) areas of concern (AOCs) due to a variety of potential and actual environmental contamination conditions. The FAA Technical Center was placed on the United States Environmental Protection Agency (US EPA) National Priorities List (NPL) on October 1, 1990. Having achieved Superfund status, the FAA entered into a Federal Facilities Agreement (FFA) with US EPA on May 17, 1993, which defines the US EPA’s role in the cleanup process and mandates the FAA’s requirement to remediate the site. As a result, the FAA Technical Center has a continuing requirement for Environmental Architect-Engineer (A/E) services for remedial investigations, feasibility studies, remedial designs and related compliance actions for a Federal NPL-listed Federal Facility.
One significant superfund risk issue is potential contamination of public drinking water supplies located on the FAA Technical Center property. The ACMUA owns the upper Atlantic City Reservoir and nine potable wells on the FAA Technical Center property. The North and South Branches of Absecon Creek and contiguous wetland complexes drain the facility into the Upper and Lower Atlantic City Reservoirs. Contaminants include chlorinated solvents, aviation and other fuels, pesticides, PCBs, heavy metals, and various species of mercury.
Contaminants are present in the soil, ground water, surface water and biota. Unexploded ordinance from the Atlantic City Naval Air Station was discovered on two Areas of Concern. FAA also operates its own potable drinking water plant for all FAA employees and tenants on the FAA Technical Center including the Atlantic City Airport, New Jersey Air National Guard, Federal Air Marshalls, U.S. Coast Guard, and Homeland Security.
The FAA Technical Center is located in the Outer Coastal Plain of the New Jersey Pine Barrens. Both surface and ground waters are low pH waters. The upper, middle and lower Cohansey aquifers underlie the site.
C.2 Objectives
The FAA’s goal is to remediate the AOCs as required by the FFA and Records of Decisions (RODs) according to Federal, State, and Local requirements, while maintaining the FAA’s overall mission to continue to improve the National Airspace System. The objectives also include accelerated remediation to reduce FAA’s overall total environmental liability. In addition to Superfund laws, the FAA must maintain regulatory compliance with Federal and New Jersey laws respecting drinking water, surface water, underground storage tanks, storm water management, air pollution, environmental assessments, spill prevention, migratory birds, wetlands and floodplains, endangered and threatened species, waste reduction, and hazardous waste management.
These Federal requirements include the National Contingency Plan (NCP), the Clean Water Act (CWA), Clean Air Act (CAA), Resource Conservation and Recovery Act (RCRA), Safe Drinking Water Act (SDWA), Marine Protection, Research and Sanctuaries Act, Toxic Substances Control Act (TSCA), Occupational Safety and Health Act, National Historic Preservation Act, DOT rules for transportation of hazardous materials, Endangered Species Act (ESA), Wild and Scenic Rivers Act, Fish and Wildlife Coordination Act, Fish and Wildlife Improvement Act, Fish and Wildlife Conservation Act, Coastal Zone Management Act, Migratory Bird Treaty Act, and Presidential Executive Orders on the Protection of Floodplains and Wetlands, Environmental Management Systems and other Environmental Directives; New Jersey Pinelands Comprehensive Management Plan; and FAA Orders 1050.19B, 1050.10C and 1050.1F.

C.4 Scope
This Statement of Work identifies the tasks to be performed by contractor personnel in support of the Superfund Architect-Engineer contract. This contract is for design and cannot be bridged or otherwise transformed into a design and build contract. Fully Burdened Labor Rates will be negotiated in the base contract and will be applied to each task order throughout the contract. The specific tasking will be detailed and negotiated on a firm fixed price basis in each task order using the fully burdened labor rates established in the base contract.
There will be no markups on travel, subcontractors or Other Direct Cost (ODCs). A professional Engineer from the A/E firm, licensed in New Jersey, shall sign and seal remedial designs, specifications and cost estimates as well as any Federal, State or local permits, as required.
All FAA Technical Center tasks shall be conducted for a Federal Facility on the National EPA National Priorities List under the Federal CERCLA, NCP and RODs in the environmental settings described above as well as under the terms of the FFA. This specialized work has been ongoing on some AOCs since 1985 and is anticipated to extend beyond 30 more years. Various required tasks have been ongoing for over 10 years;
continuity of these tasks without delays is paramount to this contract. Tasks include the investigation of contaminated sites, required compliance sampling and monitoring, specialized groundwater modeling, designs of new remedial systems, oversight of remedial construction, evaluation of operation of existing remedial systems, ecological monitoring, risks and values assessments and human health and ecological risk assessments at the FAA Technical Center in Atlantic County, New Jersey and in support of the FAA’s National Environmental Cleanup (ECU) Program according to requirements set by the CERCLA, NCP, RCRA, and other Applicable or Relevant and Appropriate Requirements (ARARs). Additionally, all work must be performed in accordance with New Jersey Department of Environmental Protection (NJDEP), and local regulatory requirements, as applicable.

FAA requires and is likely to request individual task orders for the Center’s contaminated site: Preliminary Assessments/Site Investigations (PA/SI); Remedial Investigations/Feasibility Studies (RI/FS) including laboratory and bench scale treatability studies; Proposed Plans including Public Comment Notifications and presentation at Public Meeting; Records of Decision (ROD); Remedial Designs; Five year reviews; Remedial Construction Support; Multiple tier and contaminant Groundwater and surface water modeling for heavy metals, Volatile Organic Compounds, chlorinated solvents and pesticides; ecological evaluations and values studies; biota monitoring; wetlands and hydrology monitoring; annual monitoring of mercury in biota;
hydrogeological and engineering studies; quarterly groundwater and seep sampling; Operation and Maintenance (O&M) Technical Support for Remedial Facilities to include: scope of work preparation, process control advice, and technical troubleshooting; Ecological Risk and Human Health Risk Assessments; Natural Resources Damage Assessment activities; on-site environmental engineering support; multi-media contaminant sampling; electronic reporting and document management in the EQuIS System.
C.6 Expert Biota Team
Due to the significant wetland resources and concomitant biota of the South and North Branch of Absecon Creeks, a team of experts is required to assess the existing natural resource base and monitor those resources over time. ROD, ARAs and permits required that the biota and wetlands be assessed and monitored annually.
The biota groups to be assessed (i.e., bats, birds, snakes, frogs, salamanders, dragonflies, damselflies, caddisflies, butterflies, moths, fish and plants) were recommended by the U.S. Fish and Wildlife Service. These experts also assess impacts of potential remedial actions and projects on the biota groups and provide recommendations. Currently the groundwater extraction and recharge associated with the Area B remediation are being evaluated. This project has been underway for about 10 years and is required to continue until all environmental remediation has been completed and assessed. These experts are generally subcontractor personnel. Their academic, professional knowledge and experience are described herein as subcontractors.
C.7 Personnel Requirements
Personnel supporting this contract and applicable task order(s) must possess, at a minimum, the experience, education, special licenses and other requirements as described for that position below. Contractor shall submit detailed resumes for ALL key personnel. Include all qualifications beyond the minimum requirements and copies of advanced degrees, PE licenses and professional certifications with individual resumes.
Note: Key personnel in accordance with AMS 3.8.2-17, Key Personnel and Facilities are denoted by an asterisk (*). Key personnel must work directly for the contractor.
C.7.1 Prime Contractor Key and other Personnel
*Program Manager – P4 Minimum of 15 years of experience with demonstrated competence in managing large, complex projects and contracts, or demonstrated expertise in specific technical area, extensive knowledge of applicable regulations and solutions to common environmental issues. Minimum of a Bachelor's Degree in engineering or science discipline relevant to project type, and professional P.E. registration. A Master’s Degree in Engineering is preferred.
*Remedial Design Manager – P4 Minimum of 15 years of experience with demonstrated competence in managing large, complex environmental design projects. Must have experience in pre-design studies (e.g., treatability studies), engineering design and the preparation of bid packages and associated specifications. Minimum of a Bachelor's Degree in engineering; advanced degree or courses preferred; Professional Engineering registration, with New Jersey registration required.
*Feasibility/Risk Assessor Study Manager – P4 Minimum of 15 years of experience with demonstrated competence in managing environmental remediation feasibility studies and remedial alternative assessments and extensive knowledge of applicable regulations. Minimum of a Bachelor's Degree in engineering and professional registration or advanced degree preferred.
*Senior Design Engineer – P4 Minimum of 15 of technical experience with demonstrated competence in design environmental remedial treatment systems, and including engineering principles, practical applications, bid packages and associated specifications and applicable regulations. Experienced in directing engineering tasks. Minimum of a Bachelor's Degree in engineering required with advanced degree or courses preferred; Professional Engineering registration, with New Jersey registration required.
Human Health Risk Assessment Manager – P4 Minimum of 15 years of experience or ten (10) years of experience with master's degree in toxicology, with demonstrated competence in managing human health risk assessments conducted under Superfund guidelines.
Human Health and Safety Manager – P4 Minimum of 12 of experience or 6 years of experience with master's degree in human health or safety or industrial hygiene, with demonstrated competence in human health and safety plans and assessments conducted under Superfund guidelines.
*Remedial Investigation Manager – P4 Minimum of 15 years of experience with demonstrated competence in managing remedial investigations conducted under Superfund guidelines. Minimum of a Bachelor's Degree in geology, hydrogeology, engineering, or environmental science discipline required; advanced degree in geology preferred. Must have project management experience.
Senior Ground Water Modeler – P4 Minimum of 10 years of technical experience including hydrogeological interpretation through ground water modeling.
Master’s degree required in groundwater modeling, hydrogeology or related discipline; professional registration preferred.
*Ecological Risk Assessment Manager and Senior Ecologist – P3 Minimum of 10 years of experience with demonstrated competence in managing ecological risk assessments conducted under Superfund guidelines. Minimum of Bachelor’s Degree in biological science, ecological science, or related environmental science discipline. Requires extensive biota and wetlands experience and assessments as well as fisheries biology and aquatic ecology. Senior Project Engineer – P3 Minimum of 15 years of technical experience which applies to Engineering, including a working knowledge of engineering principles, practical applications, and applicable regulations. Experienced in directing engineering tasks.
Minimum of a Bachelor's Degree in engineering discipline required, with advanced degree in engineering discipline and/or professional registration preferred.
Onsite Senior Project Engineer – P3 Minimum of 15 years of technical experience which applies to Engineering, including a working knowledge of engineering principles, practical applications, and applicable regulations. Experienced in directing engineering tasks.
Construction oversight, technical specification reviews and engineering designs. Minimum of a Bachelor's Degree in engineering discipline, with advanced degree and/or professional registration preferred. Senior Ecological Scientist – P3 Minimum of fifteen(15) years of environmental science or ecological technical experience , including a working knowledge of environmental investigation and assessment principles, ecological risk assessments, practical applications, and applicable regulations. Minimum of a Bachelor's Degree in environmental science discipline, ecological science, or related environmental science discipline with advanced degree and/or professional registration preferred.
Senior Project Geologist _P3 Minimum fifteen (15) years of technical experience that applies to geology and geologic interpretation relative to environmental issues; also requires knowledge of applicable regulations and solutions to common environmental issues. Minimum of a Bachelor's Degree in geology or related discipline, with advanced degree and/or professional registration preferred.
Senior Project Hydrogeologist – P3 Minimum 10 years of technical experience that applies to hydrogeology and hydrogeological interpretation relative to environmental issues; also requires knowledge of applicable regulations and solutions to common environmental issues. Minimum of a Bachelor's Degree in hydrogeology or related discipline, with advanced degree and/or professional registration preferred.
Senior QAQC Chemist – P3 Minimum 10 years of technical chemistry experience on superfund sites such as certified laboratory oversight, coordination and quality assurance, and QAQC data validation for chemical results of soil, air, soil, sediment, groundwater, and surface water.
Project Engineer – P2Minimum of 8 years of engineering technical experience, including knowledge of applicable regulations and solutions to common environmental issues. Minimum of a Bachelor's Degree in engineering or equivalent with advanced degrees and professional registration preferred.
Onsite Project Engineer – P2 Minimum of 8 years of engineering technical experience, including environmental construction, technical specification reviews, and applicable regulations and solutions to common environmental issues. Minimum of a Bachelor's Degree in engineering or equivalent with advanced degrees or professional registration preferred. Graphic Illustrator T-1 Minimum of three (3) years of graphic artistry technical experience, including the preparation of graphics to support technical and non-technical documents. Requires relevant training in software and/or on the job training.
College degree in art, industrial design, graphics design, or related field preferred.
CAD Operator T3 Minimum of three (3) years of technical experience in CAD, including the production of engineering drawings, data files and maps. Requires relevant training in applicable software and/or on the job training. College degree preferred.
Technician T-1 Requires basic understanding of technical principles related to assigned tasks. Requires high school education or equivalent.

C.7.2 Expert Biota/Ecological Team
Biota monitoring plays an important role in the management, compliance, and ecological risk evaluation aspects of the Superfund cleanup program and will be a required activity under this contract. Therefore the FAA has provided position requirements of individual experts leading these tasks. Individual Expert Biota positions described herein may be combined with proper documentation of Education and experience. For Example the Trichopterist/Odonatist position may be combined with the Lepidopterist position provided proper education and field experience can be provided to the acceptance of the FAA. Some Expert Biota Team positions may require more than one expert to complete tasks or require a Field Worker position.
Chiropterist Masters or higher degree in Biology or Ecology with current expertise in Chiroptera of New Jersey. Ten or more Years of experience and relevant technical and professional publications. Expertise on the Federally-threatened northern long-eared bat and on the collection and evaluation of bat tissues and contaminant impacts upon bats and other fauna is desirable.
Lepidopterist Master or higher degree in Entomology with current expertise in Lepidoptera of New Jersey. Ten or more years of experience and relevant technical and professional publications. Expert in rare, species of concern threatened and endangered butterflies and moths with experience and proficiency in collection and identification of microlepidoptera and field sampling data of butterfly populations, habitat evaluations and population assessments. Experience in collecting of moths using overnight light traps, bait, and mercury vapor lights is desirable Experience in prediction of environmental habitat changes and contaminant impacts on Lepidoptera is desirable..
Botanist Masters or higher degree in Botany or Biology with current expertise in rare and endangered plants of New Jersey. Ten or more years of experience and relevant technical and professional publications. Expertise in prediction of environmental habitat changes and contaminant impacts on endangered plants and other fauna is desirable.
Herpetologist Masters or higher degree in Biology or Herpetology with current expertise in both rare and endangered amphibians and reptiles of New Jersey. Ten or more years of experience and relevant technical and professional publications. Expertise in prediction of environmental habitat changes and contaminant impacts on endangered amphibians and reptiles and other fauna is desirable.
Trichopterist/Odonatist Masters or higher degree in Entomology with current expertise in Trichoptera/Odonata of New Jersey. Ten or more years of experience and relevant technical and professional publications. Expert in rare, species of concern threatened and endangered caddisflies, damselflies and dragonflies with experience and proficiency in collection and identification of larval and adult caddisfly and Odonata. Experience in habitat evaluations, population assessments and prediction of environmental habitat changes and contaminant impacts on larval and adult Trichoptera/Odonata is desirable.
Ornithologist Masters or higher degree in Environmental, Wildlife, or Biological sciences with current expertise in ornithology, especially rare and endangered birds of New Jersey. Ten or more years of experience and relevant technical and professional publications. Expertise in prediction of environmental habitat changes and contaminant impacts on rare and endangered birds and other fauna is desirable. Expertise in prediction of environmental habitat changes and contaminant impacts on birds is desirable.
Fisheries Biologist Bachelors or higher degree in Biology, Wildlife or Fisheries Management with a current expertise in Ichthyology especially rare fishes of New Jersey. Minimum of Ten years or more of experience with fisheries populations’ assessment and management. Expertise in prediction of environmental habitat changes and contaminant impacts on birds is desirable.
Field Worker / Technician Field Worker - Current experience within the Biota field for which the position is providing support (i.e., Chiropterist, Ornithologist, Lepidopterist, Odonatist, Hepetologist, Icthyologist). Acceptable level of knowledge and field experience in New Jersey.
Team Leader
One member of the above experts shall be proposed as the team leader for assimilation and presentation of the expert opinions into an overall expert opinion of an ecological and impact assessment. The Team Leader must be able to address the entire expertise of the Biota Experts Team in meetings as requested by the government COR. The FAA will require resumes and qualifications for all Expert Biota Team member(s) to be submitted to FAA for review and concurrence prior to acceptance.
C.8 General Requirements
1. Mandatory Training: All contractor and subcontractor employees must have the 40 hour HAZWOPPWER training and annual 8 hour updates. Contractor must provide training certificates upon selection, and whenever new personnel are proposed to be used.
2. Project Schedules & Technical Progress Reports
The contractor shall create a project schedule by constructing a Critical Path Method (CPM) diagram showing the initiation, coordination, duration, and interdependency of tasks for each task order. This task shall be tracked on a project schedule and updated weekly on status. Once created, this project schedule shall provide baseline for all activities. Changes to the baseline schedule can only be made after Government approval. The COR shall be notified immediately of any delays, problems or urgent situations as well as corrective actions.
Prepare monthly Technical Progress Reports detailing the following: site identification and activities; status of task items outlined in the SOW; updated project schedule and CPM diagram showing the baseline schedule and deviations from the baseline; percent completion; status of resources; problems or delays experienced during the reporting period and corrective action taken; activities projected over the next reporting period; key personnel changes; additional work, justification and approval; billing to date.
C. 9 Electronic Data Deliverable Standards
All environmental information developed at or for the Center shall be formatted in accordance with the most recent version of the Center’s Geographic Information System Program, Environmental and Geospatial Data Standards. Contact the Site Engineering Section for the latest version of the standards.
All environmental data shall be submitted in accordance with an FAA approved Environmental Quality Information System (EQuIS) Electronic Data Deliverable (EDD) standardized format. Environmental data required to be submitted into EQuIS shall include, but not limited to; field sample and analysis information, laboratory sample and analysis information, and sample location information along with well construction, geotechnical and survey information. All EDD’s shall be checked for formatting and valid values prior to submission, using the EQuIS Data Processor (EDP) and/or the EQuIS Data Gathering Engine (EDGE) depending on the EDD format being submitted. In addition to tabular data, digital copies of all documents, photographs and reports generated for submission to, or on behalf of the FAA along with required metadata fields shall be uploaded into EQuIS using the FAA files upload EDD format or by uploading the document through the FAA EQuIS web application.
EQuIS EDP and EDGE software along with approved FAA EDD formats are available at the following URL:

All EDD submissions shall be made through http://www.earthsoft.com/products/edp/edp-format-for-epar2-faa/ the FAA EQuIS Enterprise web application at the following URL: https://equis.tc.faa.gov. EDD’s that are rejected by EQuIS Enterprise due to errors shall be corrected and resubmitted.
C.10 Laboratory Analytical Data
The laboratory shall deliver to the prime contractor an original and three (3) copies of the final data report for each sample delivered in both hard copy and digital format. The prime contractor shall provide a copy of this report to the FAA as requested. All digital data shall be submitted to the FAA in accordance with the Electronic Data Deliverable Standards section of this SOW. The data report package shall be bound with numbered pages and prepared according to USEPA Data Reporting Formats and/or NJDEP requirements.
All environmental information developed at or for the Center shall be formatted in accordance with the most recent version of the Center’s Geographic Information System Program, Environmental and Geospatial Data Standards. All environmental data shall be submitted electronically in accordance with the Electronic Data Deliverable Standards section of this

C.11 Geographic Information System - Mapping
The contractor shall generate and provide all maps required in the fulfillment of this contract, unless specified differently by the COR, in the following formats: hard copy, Computer Aided Design and Drafting (CADD) and Geographic Information System (GIS) data including all vector planimetric data, topographic features and/or raster data used. All digital GIS and CADD data shall be formatted in accordance with the latest version of the Center’s Geographic Information System Program, Environmental and Geospatial Data Standards.
The contractor shall also prepare a hard copy, digital CADD and digital GIS data detailing each contaminated area, area(s) investigated and/or samples or engineering and design work performed. This data shall, at a minimum, be in conformance with the Federal Geographic Data Committee (FGDC) Geospatial Positioning Accuracy Standards, Parts 1, 2, 3, 4 (FGDC-STD-007.1-1998, FGDC-STD-007.2-1998, FGDC-STD-007.3- 1998, FGDC-STD-007.4-2002, N.J.S.A. 13:40-2 and N.J.S.A. 13:40-5). All horizontal locations shall be based on New Jersey State Plane Coordinate System, North American Datum of 1983 (NAD83) U.S. survey feet. All vertical locations shall be based on North American Vertical Datum (NAVD) of 1988 (NAVD88) U.S. survey feet. All GIS data shall have accompanied metadata in accordance with FGDC Meta Data Content Standards in HTML and XML formats.
The standard procedures for locating all vertical and horizontal points used shall be Third Order Class I for property survey, and Third Order Class II for remaining points as described in U.S. Department of Commerce Publication "Classification Standards of Accuracy, and General Specifications of Geodetic Control Surveys”.
C.12 GENERAL CRITERIA FOR REMEDIAL DESIGN
General: Individual design task orders must adhere to the latest edition of the documents, codes and industry standards and handbooks referenced below. When a conflict exists between the requirements of this document and its referenced documents, this document shall take precedence. When the requirements of FAA documents conflict with other referenced documents, FAA documents shall take precedence. In the event of conflict between any of the other referenced documents, the most stringent requirements shall apply.
