Bathroom Remodel at

BAD RAPCON, Shreveport, LA

PREPARED BY: Brandon Lang , Civil Engineer

January 24, 2017

TECH OPS – INFRASTRUCTURE SUPPORT

II. Executive Summary

1. Purpose: A site visit to the BAD-RAPCON was conducted to evaluate the existing conditions of the facility’s restrooms in preparation for a project to renovate them.

2. Findings: The restrooms lack the capacity for the occupant load of the building based on current plumbing code. The condition of the restrooms is poor and in need of renovation. The plumbing is corroded and deteriorating. The finishes are damaged and dirty beyond normal patching and cleaning methods. The HVAC system is not functioning properly. The door and wall configuration is substandard for the level of pedestrian traffic in the area.

3. Recommendations: Renovate the restrooms and bring them in compliance with current code for the occupant load of the building. Replace all plumbing fixtures, floor tile, wall tile, partitions, and doors. Relocate the break room door to optimize the space. Reconfigure the plumbing fixture layout to maximize capacity and comfort. Replace the water heater with a more efficient, tankless unit.

III. Background

1. Drawings were found indicating the original building was constructed in 1969 and expanded the square footage by 70% in 1987. Drawings indicate that several offices were built in the addition but no additional restrooms were added. Under the current building code, an addition of this size must include additional capacity of the restrooms based on the increased occupant load. It is unknown what building code was used at the time of the addition.

2. A new project to renovate the restrooms must comply with the International Existing Building Code. Depending on the level of alteration, code may dictate that restroom capacity be increased based on occupant load. International Building Code can be used to calculate an occupancy load of 60 based on the square footage for a business type occupancy classification. An occupant load of 30 people per gender would require two water closets per gender, although a urinal can be substituted for one of the water closets in the male restroom. It is recommended, however, to maintain two water closets and one urinal for the men’s restroom.

3. The option to expand the existing women’s restroom into the adjacent mechanical room was considered. This “reconfiguration of space” is considered a Level 2 alteration according to the International Existing Building Code, requiring not only an additional water closet but also that the design comply with Chapter 11, Accessibility, requirements of the IBC unless technically infeasible. Assuming it’s technically infeasible to make the space ADA compliant, code also requires a service sink in the building that this option would remove. From an NEC perspective, the alteration would require clearance of electrical service equipment in compliance with NFPA 70, so much of the square footage gained may be lost again to clearances. It is also not good practice to have the main disconnect to the facility in a restroom.

From a mechanical perspective, any conversion of mechanical space to occupied space requires mechanical ventilation in compliance with the International Mechanical Code.

4. A search of the Louisiana Plumbing Amendments and Uniform Construction Codes and Amendments did not reveal additional requirements.

VI. Project Statement Of Work / Recommendations

1. Relocate the door to the break room from the west wall to the north wall. This work must be done between the hours of 10p.m. and 6a.m and must be done prior to the restroom work. Provide new 36-inch door frame, painted steel, and provide threshold matching the elevation of the adjacent flooring. Patch filled-in wall with gypsum board matching the thickness of existing, and match texture and paint as closely as possible.

2. Demolish the existing plumbing fixtures, partitions, wall and floor tile, lighting fixtures, supply vents, exhaust fans, paper towel/ trash receptacles, soap dispensers, storage cabinets, and doors.

3. Existing Men’s Room (new Women’s) – Furnish and install two (2) new water closets with automatic flush valves, matching the existing location. Furnish and install new 18”x36” sink/vanity in existing location. Reuse existing supply and drains, but all visible materials must be new.

4. Existing Women’s Room (new Men’s) – Furnish and install two (2) new water closets and one (1) new urinal with automatic flush valves along the west wall.

Provide supply piping from the mechanical room. Drains must be either routed through the floor slab or through the mechanical room wall (wall mounted toilets) to connect to the existing sanitary drain inside the adjacent wall cavity. Furnish and install new 18”x36” sink/vanity in southeast corner of room, using the supply and drain from the adjacent break room sink.

5. Provide two finish coats of zero-VOC latex paint to the west wall in the break room, the mechanical room, and both restrooms (walls and ceilings). Sand and prep restroom door frames and provide two finish coats of zero-VOC latex paint.

6. Furnish and install new ceramic floor and wall tile to both restrooms.

7. Furnish and install light fixtures to each restroom with occupancy sensor switches, connecting to the existing circuit.

8. Furnish and install exhaust fans and ducting to the exterior in each restroom, connecting to the existing power. Fans shall be powered to run continuously.

9. Furnish and install new supply vents to the restrooms. Vents shall connect to the existing ductwork and be designed to allow for adjusting the flow of air.

10. Furnish and install new stainless steel partitions to both restrooms.

11. Replace both doors to the restrooms with hollow metal doors. Provide heavy-duty rated hinges and hardware, and include a closer. Doors must be vented at the bottom. Paint doors to match adjacent walls.

12. Furnish and install stainless steel towel dispensers, soap dispensers, and trash containers to both restrooms.

13. Replace water heater in the mechanical room with a new electric, tankless water heater.

14. Replace the utility sink in the mechanical room.

Figure 1 – Sketch of Proposed Renovation Project

1. Fixtures – Plumbing fixtures are old and inefficient. Piping to fixtures is corroded and in need of replacement. Stall partitions are painted steel, and found to have paint chipping off and corrosion in several locations.
2. Walls – Walls are made up of 4-inch concrete block partitions that reach just above the acoustical ceiling and are not fire rated. The walls inside the restrooms and break room have a layer of gypsum or plaster with a textured and painted finish.
3. Floor – Flooring in the restrooms is ceramic tile, most likely over the structural concrete slab. The toilets drain into the structural slab and tie into the 6-inch sanitary sewer outside the building. Flooring in the hallway is newer carpet over...
4. Ceiling – The ceiling in the restrooms is painted plaster at a height of 9’-2” above the finished floor. Outside of the restrooms, the ceiling is suspended acoustical tile.
5. HVAC – The HVAC system is designed to supply conditioned air to the restrooms without dedicated return ducting. The doors are vented to allow pressurized air to leave the restrooms, but this creates an odor problem in the adjacent hallway. The ex...
6. Fire Suppression – There is no fire suppression system in the area being examined.
7. Fire Alarm – Fire alarm notification devices were identified in the restrooms and adjacent areas. They will not be modified with the proposed project.
8. Electrical – Light fixtures are dated and inefficient. Exhaust fans are very old and in need of replacement.
9. Hazardous Materials – No insulation was found on any supply or drain piping in the area. Older floor tile underneath carpet and vinyl tile will be tested by Engineering Services prior to the design being finalized.
