STATEMENT OF WORK

WAAS MODIFICATION EQUIPMENT SHIPPING

1 Introduction and Overview

This statement of work covers only the shipping of the equipment described within this document to WAAS sites in preparation for WAAS System Support Modifications 43 through 45.

1.1 Background

The Wide Area Augmentation System (WAAS) is an air navigation aid developed by the Federal Aviation Administration to augment the Global Positioning System (GPS), with the goal of improving its accuracy, integrity, and availability. Essentially, WAAS is intended to enable aircraft to rely on GPS for all phases of flight, including precision approaches to any airport within its coverage area.

WAAS uses a network of ground-based reference stations, in North America and Hawaii, to measure small variations in the GPS satellites' signals in the western hemisphere. Measurements from the reference stations are routed to master stations, which queue the received Deviation Correction (DC) and send the correction messages to geostationary WAAS satellites in a timely manner (every 5 seconds or better). Those satellites broadcast the correction messages back to Earth, where WAAS-enabled GPS receivers use the corrections while computing their positions to improve accuracy.

Over the next few years, the WAAS will undergo a major upgrade enabling WAAS Dual Frequency Operations (DFO). WAAS DFO will utilize Department of Defense GPS L1 Coarse Acquisition and L5 signals to maintain existing Single Frequency User Service and provide a new Dual Frequency User Service. WAAS DFO Segment 1 contract will upgrade the WAAS infrastructure to enable reception and collection of the L5 signal with the WAAS reference station network and implement system changes required to sustain the WAAS. The specific objectives of the WAAS DFO Segment 1 effort are: 1) Update WAAS infrastructure to support DFO; and 2) Sustain the WAAS Geostationary Earth Orbit (GEO) satellite constellation by integrating up to two new GEO satellites.

In preparation for WAAS DFO, the Terrestrial Communications System (TCS) and GPS receivers at each WAAS Reference Station will require upgrades. The upgrades include increased circuit bandwidth, updated circuit architecture, circuit interfaces, and a technical refresh of communications and GPS receiver equipment. The new communications and GPS receiver equipment for the technical refresh has already been purchased and tested at the National Engineering Test Structure (NETS) at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK. This equipment must be shipped to most of the 47 WAAS sites shown in figure 1 so that it can be installed during WAAS System Support Modifications 43 – 45.

1.2 Scope of Work

This scope of work covered by this statement of work includes the transportation of equipment from the National Engineering Test Structure at the Mike Monroney Aeronautical Center in Oklahoma City, OK to most of the US WAAS sites, to the Mexico Country Store (MMX), and to the Canada Country Store (CAN).

This body of this statement of work contains a listing of the equipment that is to be shipped to each site, the maximum duration for each shipment from pickup to delivery, the physical destination address for each shipment, the delivery conditions required at each destination, the amount of insurance coverage required for each shipment.

The origin of all shipments shall be this physical address:

Building 228 (NETS) 6500 S MacArthur Blvd Oklahoma City, OK 73169

The shipments will be referred to by the 3 letter identifier representing the destination site. Below is a table of destination identifiers and their corresponding mailing addresses, contact phone numbers, and types of kits {GUS, 2901-V.35WRS, WRS-2 GIII, WRS-5 GIII, 2811-PRIALTWRS, 2901-SINGLEWRS, 2901-PRIALTWRS} that need to be sent to this destination. Any Contact Names and/or phone numbers missing from this table will be provided to the contractor at the time of shipment pickup. The details of each type of kit are provided in the tables that follow. The schedule for shipments is discussed in a later section. Since the duration of this purchase action may extend past when equipment is required at the first sites, all 6 GUS kit shipments should be considered an option and should be priced separate from the bulk of the shipments.

1.3 Objectives

This statement of work shall achieve the shipment of the kits described in section 1.2 from Building 228 (NETS) at the Mike Monroney Aeronautical Center (MMAC) to the locations described in section 1.2. Each shipment shall meet the requirements outlined in section 3 in terms of insurance, tracking, pickup and delivery.

2 References

For a more detailed discussion of the merits of dual frequency operation for WAAS, see http://waas.stanford.edu/papers/Walter_IONITM_2010.pdf

3 Requirements

Insurance – Each shipment shall be insured at the calculated value as determined from the tables in section 1.2.

Tracking – The contractor shall provide electronic tracking information about each package during transit and after delivery.

Delivery – The contractor shall provide Inside Delivery to WAAS Equipment location at all ARTCC facilities.

The contractor shall provide an estimated shipping duration for each destination as part of their response to this statement of work.

Pickup - The pickup date for each site’s shipment will not necessarily be on the same date. The contractor will allow for pickups as frequently as requested by the FAA, which in the extreme could require a separate pickup scheduled for each destination site. The contractor shall provide a lift gate equipped vehicle at the pickup location.

3.1 Schedules/Milestones

Ship dates are approximate and may shift according to actual circumstances. WAAS will contact shipper two weeks prior to actual ship date to coordinate.
