About this file

This Addendum No. 01, issued by Delaware State University on September 4, 2026, supplements the bid documents for the Mechanical and Controls Maintenance Services Contract DSU260817. The project involves recurring maintenance services with undetermined quantities, where individual service requests must not exceed the current open procurement threshold for public works. A non-mandatory pre-bid meeting was held on September 2, 2026, at 10:00 a.m. at the DSU Facilities Management Building in Dover, with meeting minutes and an attendee sign-in sheet incorporated as integral bidding documents. Bids are due October 29, 2026, at 3:00 p.m. and must be submitted via email to contracts@desu.edu as a single PDF file not exceeding 5 megabytes without password protection. The initial contract term begins December 1, 2026, for three years with options to renew for two additional one-year extensions by mutual negotiation. Questions must be submitted in writing by September 16, 2026, at 10:00 a.m., with responses posted by October 8, 2026.

Evaluation criteria are weighted as follows: Experience and Qualifications (20 points), Project Team and Staffing (20 points), Technical Approach and Understanding (20 points), and Pricing and Related Costs (40 points). Contractors must comply with Delaware prevailing wage requirements, register with the Delaware Department of Labor under the Contractor Registration Act, and submit weekly payroll information. Contractors and subcontractors with 10 or more total employees must provide craft training at journeyman and apprentice levels. Insurance requirements include Delaware workers' compensation insurance where required and Commercial General Liability of at least $1,000,000 per occurrence plus Automotive Liability Insurance. Pricing shall remain firm for the contract term unless renegotiated, with adjustments not to exceed the Philadelphia Consumer Price Index. No bid bond is required, and the University reserves the right to award to multiple vendors and reject any or all bids.
