About this file
This is Addendum 1 to a Request for Proposals issued by Delaware State University's Office of Procurement for a Banner Finance Consultant position. The consultant will provide support across Banner Enterprise Resource Management Finance modules, including Finance, HR/Payroll, Student Accounts Receivable, Student and Financial Aid, Research Accounting, Fixed Assets, Endowment Management, Student Accounts/Cashier, and Procurement. The position requires remote, U.S.-based support with an estimated 35 hours per week and no travel. The consultant will be responsible for process improvement initiatives, custom reporting using EVisions Argos, staff training, and operational support. The initial contract term is six months beginning September 1, 2026, with options for two additional six-month extensions by mutual negotiation. Questions were due August 5, 2026 at 10:00 AM with responses posted by August 17, and sealed proposals were due August 20, 2026 at 3:00 PM Delaware local time.
The addendum addresses 19 questions and answers clarifying RFP requirements. The University will not waive Delaware Department of Technology and Information security standards or limit the consultant's cyber liability despite the role being advisory in nature. Bidders must provide cyber liability insurance per DTI requirements, complete financial responsibility documentation including proprietary financial metrics, three business references, and the candidate's resume with proposal submission. The consultant must have at least five years of Banner Finance experience. Pricing must be submitted as an hourly rate, with guidance on ACA Safe Harbor fees referenced on page 14 of the RFP. The University reserves the right to award multiple source contracting and may conduct oral presentations as part of evaluation. The contract will be awarded based on Technical Qualifications (30 points), Firm Qualifications (30 points), and Pricing and Financial Terms (40 points), with selection not necessarily based on lowest price.
