About this file

This document is an Addendum No. 1 to a Request for Proposal, Secondary (RFP(S)) issued by the California Department of Resources Recycling and Recovery (CalRecycle) for a disposal facility-based material characterization study of covered material categories disposed in California landfills. The study consists of three parts: estimating the composition of covered material sent to landfills, analyzing hard-to-sort covered materials, and estimating the proportion of items with and without a plastic component. The contract term is expected to begin in November 2024, with the first sampling period allowed to begin after January 1, 2025. CalRecycle has provided clarification on several scope of work items, including equipment rental, sampling periods, and material sorting requirements. The RFP also includes a list of interested parties that have expressed interest in the contract opportunity to date.

Regarding pricing, this is a pay-per-deliverable contract, so timesheets and receipts are not required. However, supporting information for deliverables may need to be submitted with invoices. There are no set-asides mentioned, and no information on incumbents or funding sources is provided. Overall, this document provides administrative updates and clarifications to the scope of work for the disposal facility-based material characterization study.

RE: “SB 54 Disposal Facility-Based Material Characterization Study, DRR24046”

Addendum No. 1 To the Request for Proposal, Secondary (RFP(S))

CalRecycle is issuing Addendum No. 1 to provide the following information to all interested parties.

1. Attached is a list of all businesses that have expressed an interest in the contract to date

(Attachment 1).

2. On page 63, Attachment E, Sample Standard Agreement, Exhibit A, Scope of Work, Section

5. Tasks C. Task 3, 4) EQUIPMENT, has been revised to show the addition with bold and underline as follows:

EQUIPMENT: The Contractor shall provide all equipment needed for fieldwork, including health and safety equipment. During the initial site recruitment, CalRecycle will verify if a loader/skid steer loader and equipment operator/driver are available on-site. The Contractor should budget for no more than four (4) days to rent a skid steer. Ultimately, it shall be the Contractor’s responsibility to confirm if a loader/skid steer loader and equipment operator/driver are available on-site. If the Contractor determines a loader/skid steer loader or similar equipment and an equipment operator/driver are not available, the Contractor shall arrange to rent a loader/ skid steer loader or similar equipment and provide a certified/trained operator/driver. In the event the Contractor must rent equipment, CalRecycle shall not be responsible for loss or damage to the rented equipment if sustained in the normal course and scope of use. The Contractor must provide a copy of the certification to the Contract Manager prior to the site visit.

3. The following questions were received during the Questions and Answers period.

Q 1 Section 1, Overview, Contract Term; and Exhibit A, Scope of Work, 12 - Contract Task

Timeline - Given that the contract term is expected to begin in November 2024 and that Task 3, Fieldwork may not begin prior to a minimum 21-day period for Task 2, is CalRecycle amenable to the first sampling period beginning after January 1, 2025?

A 1 Yes, CalRecycle is amenable to the first sampling period beginning after January 1, 2025.

California Department of Resources Recycling and Recovery Addendum 1 – DRR24046

Q 2 Exhibit A, Scope of Work, 5. Tasks, Task 3.1) SAMPING PERIODS and 12. Contract Task Timeline - Given the compressed period of approximately 4 months for Task 3 Fieldwork, and the two required 2-month sampling periods, may the second sampling period follow immediately after the first sampling period, with no time in between?

A 2 Yes, the two (2) sampling periods may have no downtime in between.

Q 3 Was information from the proposals submitted in response to the prior RFP entitled "SB 54 Disposal Facility-Based Material Characterization Study DRR24008" ever shared with other bidders or otherwise made public?

A 3 The prior RFP was canceled and has not been shared with the public.

Q 4 Exhibit A, Scope of Work, 4 - Work to be Performed, B - Part 2 -Estimating Hard-to-Sort

Covered Material, 1), Part 2.A only applies to categories in Appendix A, Table 3, enumerated 77 and 81 in the Count column. These items are marked as "Mixture" in the Code column. Please confirm this is correct?

A 4 Yes, the items in Exhibit A, Scope of Work, 4 – Work to be Performed, B – Part 2 Estimating Hard-to-Sort Covered Material, 1), Part 2.A only applies to categories in Appendix A, Table 3, enumerated 77 and 81 in the Count column and are marked as “Mixture” in the Code column. Number 77 is in the columns left to right listed as Class:

Wood & Other Organic Materials, Type: Other/Mixed Organic, Form: Food Discarded in Original Packaging or Food Service Ware. Number 81 is in the columns from left to right listed as Class: Miscellaneous, Type: Miscellaneous, Form: Non-Food Discarded in Original Packaging.

Q 5 Exhibit A, Scope of Work, 4 - Work to be Performed, B - Part 2 - Estimating Hard-to- Sort Covered Material, 2), Part 2.B only applies to categories in Appendix A, Table 3 - Material Sorting List and Definitions by Category, enumerated 68 and 69 in the Count column. These items are identifiable by text starting with "Hard to Identify Resin Category" in the Additional Required Information column of that list. Please confirm this is correct?

A 5 Yes, the items in Exhibit A, Scope of Work, 4 – Work to be Performed, B – Part 2 - Estimating Hard-to-Sort Covered Material, 2), Part 2.B only applies to categories in Appendix A, Table 3, enumerated 68 and 69 in the Count column and are marked as “24_P35P” and "24_P36P", respectively, in the Code column. Number 68 is in the columns left to right listed as Class: Plastic, Type: Other/Mixed Plastics, Form: Rigid Items (Single-Use Packaging and Plastic Single-Use Food Service Ware). Number 69 is in the columns from left to right listed as Class: Plastic, Type: Other/Mixed Plastic, Form: Flexible and Film Items (Single-Use Packaging and Plastic Single-Use Food Service Ware).

Q 6 Exhibit A, Scope of Work, 4 - Work to be Performed, C - Part 3 - Estimating Proportion of Covered Material, by Items with and without a plastic component, 1), Part 3.A is only to be completed for materials in Appendix A, Table 3 (Material Sorting List and Definitions) with a letter and number combination with the suffix "N/P", such as "GC1N/P". Please confirm this is correct?

A 6 Yes, Exhibit A, Scope of Work, 4 - Work to be Performed, C - Part 3 - Estimating Proportion of Covered Material, by Items with and without a plastic component, 1), Part 3.A is only to be completed for materials in Appendix A, Table 3 (Material Sorting List and Definitions) with a letter and number combination with the suffix "N/P", such as "GC1N/P".

Q 7 Exhibit A, Scope of Work, 4 - Work to be Performed, C - Part 3 - Estimating Proportion of Covered Material, by Items with and without a plastic component, 1), Part 3.B Focuses on weight to volume conversion factors for all covered material. Do covered materials with a plastic component and covered materials without a plastic component need separate conversion factors?

A 7 Part 3. B, the covered materials with a plastic component and covered materials without a plastic component do not need separate conversion factors. For Part 3.B, the conversion factors for the plastic (P) and non-plastic (N) can be combined since that is the sorting level of granularity.

Q 8 Part 3.B-Does Part 3.B include the covered materials in the Plastic class?

A 8 Yes, Part 3. B includes the covered materials in the Plastic class.

Q 9 Task 3 Equipment (page 63)- Previous RFP have specified that contractors should plan for x number of days of skid steer rental. Please indicate the number of days a contractor should plan to rent a skid steer so that all contractors can bid on the same scope of work and to prevent bidders from bidding on a worst case scenario of planning a rental for every day.

A 9 The Contractor should budget for no more than four (4) days to rent a skid steer.

Q 10 Task 3 11) CHARACTERIZING THE MATERIAL BY HAND-SORTING section a.iv

(page 65)-Is material type GC3N/P where a bidder would sort glass less than 2” that is feasibly sorted?

A 10 The Contractor is expected to sort glass that is less than two (2) inches wherever it is feasible and safe to do so.

Q 11 Task 3.12)a. (page 66) Please clarify this work. Is the contractor to estimate the proportion, by weight that is covered material and non-covered material and then estimate the proportion by weight of the covered material that is covered glass vs covered metal vs covered fiber?

A 11 For the two (2) material categories (as noted in answer A4, above) to which this applies, the contractor shall estimate the proportion of covered material versus non-covered material. The covered material proportion shall be further differentiated into estimations of proportion of material class. These estimations of proportions shall be by weight.

Q 12 Exhibit B section 1.B. do we need to include timesheets and receipts under a pay per deliverable structure?

A 12 No. This is a pay-per-deliverable contract; therefore, timesheets and receipts are not required. However, any deliverable-based supporting information, such as meeting notes, bi-monthly progress reports, data or demonstrated submittal of a deliverable, may need to be submitted along with the invoice.

All other terms, conditions, and requirements of this RFP(S) will remain the same.
