About this opportunity

This is a Request for Proposal (RFP) issued by the California Department of Resources Recycling and Recovery (CalRecycle) for a disposal facility-based material characterization study of covered material categories disposed in California landfills. The study consists of three concurrent parts: estimating the composition of covered material sent to landfills, analyzing hard-to-sort covered materials, and estimating the proportion of items with and without a plastic component for each sorting category. The contract term is expected to begin in November 2024 and is valued at up to $700,000. Proposals are due by October 9, 2024 and the contractor will be required to follow detailed methodologies for sampling, material characterization, data collection, and quality control. Qualified proposers must demonstrate expertise in large-scale waste characterization studies.

The RFP includes a minimum 25% small business participation requirement and a disabled veteran business enterprise (DVBE) incentive program. No information is provided on incumbent vendors or current contractors. The payment structure is based on a "pay-per-deliverable" model, with penalties for incomplete or delayed deliverables. CalRecycle requires supporting information to be submitted with invoices, but timesheets and receipts are not required.
