About this file
The provided document is the Elliott State Forest Cruise Report, an informational attachment related to the Elliott Forest Carbon Credit state and local contract opportunity in Oregon. The contract involves a consultant creating a Carbon Market Assessment Report, enrolling in a carbon program, and assisting with the sale of carbon credits for the Elliott State Research Forest (ESRF). The ESRF will be a research forest of significant size in the United States, with the Oregon State University research plan and associated Habitat Conservation Plan (HCP) setting aside tens of thousands of acres of timber as forest reserves for an 80-year term.
The document includes a Dropbox link to inventory and allocation GIS files for the ESRF, with metadata addressing questions about the data. The inventory file comprises 1,910 polygons based on a 2016 Oregon Department of Forestry inventory update, while the allocation file has 5,165 polygons reflecting October 2023 forest treatment allocation revisions. The two files can be joined using the ODF Stand ID (ODF_SID) as a common attribute, though the report notes that at the stand scale, the ODF attribute values may not accurately represent the actual field conditions of the allocation polygons, particularly in the riparian allocations.

Question - 5 Additional documents There was mention on the pre-proposal conference about additional documents re: the HCP. Can they be shared?
Answer: The Elliott State Forest Cruise Report for Oregon Department of State Lands (2016) is attached. Below is a Dropbox link to inventory and allocation GIS files for the ESRF. Both files have metadata associated with them. The inventory is based on the 2016 ODF inventory update provided by Mason, Bruce, and Girard, and comprises 1,910 polygons. The allocation file is based on OSU’s Research Proposal and reflects October 2023 forest treatment allocation revisions. The allocation file comprises 5,165 polygons, which are a refinement/subset of the 2016 ODF inventory polygons. In order to impute the ODF inventory values to the allocation polygons the two files may be joined using the ODF Stand ID (ODF_SID) as a common attribute. Because in many instances the OSU allocation polygons are a refinement/subset of the original ODF polygons, at stand scales ODF attribute values may not accurately represent actual field conditions of allocation polygons; this is especially an issue with the riparian allocations. The metadata should address most questions about the data.
