About this file

This document is an Attachment D - Certified Disadvantaged Business Outreach Plan for RFP S-DASOBO-00006846 - Elliott Forest Carbon Credit, issued by the state of Oregon. The RFP requests a consultant to create a Carbon Market Assessment Report, enroll in a carbon program, and assist with the sale of carbon credits from the Elliott State Research Forest (ESRF) in Coos County and Salem City. The RFP requires the proposer to take reasonable steps to ensure certified minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses have an equal opportunity to participate as subcontractors. Proposers must provide details on their own certification status, past contractual relationships with certified firms, and plans to solicit certified firms for subcontracting if awarded the contract.

The RFP does not provide pricing information but indicates the contract will involve subcontracting opportunities. Proposers must be willing to report the identity and value of each subcontract to the Oregon Certification Office for Business Inclusion and Diversity if awarded the contract. The procurement is part of the ESRF research plan, which voluntarily sets aside tens of thousands of acres of timber as forest reserves for an 80-year term.
