About this file
This Drawings.pdf file serves as technical documentation for Orange County, Florida's Class I Cell 9-12 Phase 2 Closure project under Invitation for Bids Y26-725. The project comprises two distinct components: Part A involves regulatory-required landfill closure operations for portions of Cell 9-12 that have reached design grades, including sequential closure, earthwork balancing, installation of 40-mil LLDPE geomembrane, composite drainage net placement, landfill gas transmission piping modifications, and stormwater structure construction; Part B addresses electrical and mechanical improvements to the leachate collection system serving Bays 8-13. Respondents must submit sealed electronic bids through the OpenGov e-Procurement Platform by 4:00 PM EST on Thursday, April 9, 2026 (revised from March 26, 2026). A non-mandatory virtual pre-bid meeting was scheduled for February 9, 2026 at 10:00 AM, with questions due by Friday, March 13, 2026 at 4:00 PM EST. Work must commence within 14 days of Notice to Proceed, with Substantial Completion required within 670 consecutive calendar days and Final Completion within 730 consecutive calendar days. Bidders must demonstrate completion of at least three landfill closure projects of 30 acres or more within the past ten years, with at least one project located in Florida, and documented experience with earthwork balancing, geomembrane installation, and leachate collection system work.
The estimated project value totals approximately $45.6 million, with Part A estimated at $44,054,100 and Part B at $1,519,900. A Service Disabled Veteran Business Enterprise (SDVBE) preference applies, offering discounts ranging from 8 percent for bids up to $100,000 down to 3 percent for bids exceeding $5,000,000. All bids exceeding $100,000 require bid bonds equal to at least 10 percent of the total estimated contract amount or alternative surety via certified or cashier's check, with performance and payment bonds equal to the full contract amount required upon award. Mobilization costs are capped at 5 percent of the base bid total, and retainage is set at 5 percent of progress payments for contracts exceeding $200,000. The County will pay for County-imposed permits, licenses, and fees; contractors must obtain all state, federal, and other local agency permits at their own expense. Contractors will coordinate with the County's active landfill gas collection operator, existing operations staff, and regulatory agency inspectors throughout the project duration, including a 12-week maintenance period following substantial completion. The contract will be awarded to the lowest responsive and responsible bidder subject to Board of County Commissioners approval.
