Orange County Landfill Cell 9-12 Phase 2 Closure Project - Technical Specifications

This is a comprehensive technical specifications document prepared by Orange County, Florida's Utilities Solid Waste Management Division for the sequential closure of Cell 9-12 at the Orange County Solid Waste Management Facility. The project involves two distinct parts: Part A encompasses the Phase 2 closure construction with an estimated cost of $44,054,100, while Part B addresses electrical and mechanical improvements for Bays 8-13 (Cell 10) as an additive item valued at $1,519,900. Sealed bids are due by 4:00 PM EST on March 26, 2026, with submissions required through the OpenGov e-Procurement Platform. The project includes extensive closure cover system installation, stormwater management infrastructure, landfill gas collection system modifications, and perimeter ditch restoration across the designated Phase 2 closure area on the lower, mid-, and top slopes of Cells 9-11.

The specifications establish comprehensive technical requirements across 44 divisions covering earthwork, geomembrane liner installation (40-mil LLDPE textured), composite drainage net placement, electrical systems, pumping equipment, and quality assurance protocols. Contractor responsibilities include performing a pre-construction topographic survey to establish baseline conditions, with volumes of solid waste cut and granular fill to be agreed upon prior to construction commencement. The contract includes a lump sum component for fixed work scope and a unit price component for solid waste grading, granular fill placement, and geomembrane installation. A 5 percent settlement compensation factor has been incorporated into the unit price for fill materials to account for anticipated decomposition and compaction. The project is subject to Florida Department of Environmental Protection (FDEP) permit conditions and requires coordination with the County's active landfill gas collection operator, existing operations staff, and regulatory agency inspections throughout the 12-week maintenance period following substantial completion.
