Purpose & Introduction
SYSTEMS MANUAL
FT. MCPHERSON, GEORGIA
The Systems Manual should provide the information needed to understand, operate, and maintain the systems and assemblies and to inform those not involved in the design and construction process about the systems and assemblies. The Systems Manual should be the repository of information on updates and corrections to systems and assemblies as they occur during the Occupancy and Operations Phase.
The Systems Manual expands the scope of the traditional operating and maintenance documentation to include the additional information gathered during the Commissioning Process and to provide a systems-based organization of information. The manual should be compiled by the commissioning agency and is intended for the facilities and operating staff, future designers of revisions, retrofits, and remodels.
Intended to document:
- Information required to understand and optimally operate systems
- The functional intent and basis of design of the as-built systems
- The fundamental configuration, sequences of operation and operating characteristics of the systems
- Guidelines for verifying that the systems continue to fulfill the facility’s functional needs

1. EXECUTIVE SUMMARY
1.1 INTRODUCTION
This 95% Design Submittal was developed by Sherlock, Smith and Adams, Inc. (SS&A) under Design-Build Contract W91278-09-D-0009, Task Order No. 0005, to support the development of a 100% design for the project for “Design-Build Renovate Joel Army Medical Clinic Building 125, Ft. McPherson, Atlanta Veterans Affairs Medical Center, Atlanta, Georgia”. BLHI/SRS A Joint Venture is the holder of the Design-Build Contract. The Mobile Division of the Corps of Engineers (COE), Mobile, Alabama, is the contracting and design agent.
1.2 SCOPE
Existing Building 125 (B125) is a two-story building with partial basement that will be partially renovated for a new Veterans Affairs Outpatient Clinic (VA Clinic). The building was originally designed as a Medical/Dental Clinic for the United States Army at Ft. McPherson. Since Ft. McPherson has been shut down as part of the Base Realignment and Closure (BRAC) Program, Building 125 is being transferred to the VA by the Army as part of the redevelopment plan for the closed Base.
Work in this Project includes architectural, plumbing, mechanical, fire protection, electrical and communications design.
1.3 TASKS
As outlined in the original Statement of Work for this project, SS&A is required to:
Prepare design and construction documents for 12 Redesign Areas as listed in the Statement of Work.
Verify that all existing sprinkler heads in Building 125 are quick-response, and if not, indicate any necessary replacements.
Verify that existing egress components in Building 125 comply with NFPA Life Safety Code requirements.
Provide mechanical drawings showing the replacement of existing chiller, humidifiers and computer room air conditioning unit.
1.4 SITE INVESTIGATION
Initial site investigation was conducted by the Architect-Engineer (AE) team on 3-7 October 2011. The team documented the existing condition of Building 125, particularly in those areas being renovated under this contract. An examination of the existing sprinkler system and
Building 125, Ft. McPherson, Atlanta VAMC 1-2 egress components was conducted as part of this investigation. Refer to Appendix C4 for the Fire Protection Field Investigation Report.
1.5 ARCHITECTURAL
The total square footage of Building 125 as identified by the VA is approximately 70,000 SF. As part of this project, approximately 21,701 square feet will be renovated for clinical, administrative and support spaces for the new VA Clinic. Existing wall and room configurations will be maintained wherever feasible and practical, but substantial demolition will be necessary in some areas in order to accommodate new functions. In areas where no major renovation is to occur, work will be limited to painting the existing walls to a level five finish.
A newly constructed Welcome Center will be the focal point of the new VA Clinic at Ft. McPherson.
As the “first impression” of the Clinic, the Welcome Center will be designed with high-quality finishes for a more upscale look and feel that demonstrates the quality of the experience that the Veterans will receive at the new Clinic. Contemporary design features and free-form built-in elements will also enhance the image of a modern, patient-focused health clinic.
Each of the clinical areas to be located in the new VA Clinic at Ft. McPherson will receive newly renovated reception and waiting areas. Each new reception area will feature individual counters or stalls where Veterans and be greeted and assisted privately. Full height walls with acoustical treatments (as necessary) will be constructed between each individual reception counter. Patients will have the choice of standing or sitting at the reception counter. Check-in kiosks will be located in immediate view of the reception areas so that patients checking in via kiosk can be easily assisted if needed. New waiting areas will be constructed adjacent to all new reception areas. Finishes selected for new reception and waiting areas will evoke a warm, welcoming, and upscale facility.

1.6 MECHANICAL AND PLUMBING
1.6.1 Mechanical
There are limited modifications proposed for the existing HVAC systems. The Data Center/Computer room will be cooled by a dedicated computer room air conditioning (CRAC) unit which will require the addition of a dedicated dry-coolers, piping and pumps. Three CRAC units will provide N+1 redundancy with two units operating under normal load and one unit providing backup. The Data Center/CRAC unit will be connected to the emergency power system. The existing air cooled chiller serving the building is 13 to 15 years old and will be replaced with a unit of similar capacity with higher operational efficiency than the current unit.
Diffusers throughout the area of renovation (areas 1-8 and 11) will be replaced or relocated as indicated on the construction documents. It is intended to limit the HVAC modifications to redistribution of air flow by relocation of diffusers, simple modification of ductwork and possibly relocation of terminal units, however where space temperature or airflow control for the renovated spaces is different than that of the existing space configuration and use it may be
Building 125, Ft. McPherson, Atlanta VAMC 1-3 necessary to provide additional VAV terminal units to the system. The humidification systems will be replaced as well as the DDC system replaced. Re-commissioning of the building will be performed after all renovations are complete.
1.6.2 Plumbing
The existing domestic water and waste systems shall be capped where plumbing fixtures are removed. New plumbing fixtures shall connect to the existing domestic water and waste systems.

1.7 ELECTRICAL AND COMMUNICATIONS
The electrical work provided under this project will support the following changes within Building 125: (1) creation of a new main computer room and several support spaces;
(2) creation of a welcome/information center at the main entrance; (3) creation of check-in areas on each floor; (4) creation of admin offices, break rooms and conference rooms on each floor;
(5) creation of women's health suites; (6) creation of specialty exam rooms; (7) creation of a security suite with a Detention cell; (8) replacement of all existing exit signs within the building;
and (9) creation of a new electrical closet for emergency power equipment.
Minor changes to fire alarm, security and other systems are anticipated within the building to accommodate the above interior changes.

1.8 LIFE SAFETY / FIRE PROTECTION
1.8.1 Life Safety
This project involves renovation of selected areas in this existing, unoccupied building that has three levels (Basement, First and Second Floors). It is classified as a two-story building based on the LSC definition of a building story. It is an unprotected non-combustible steel structure.
The primary occupancy classification of the facility is Business.
The existing building is Construction Type II(B)/IBC (Type II(000)/LSC). Means of egress requirements for the renovated areas will be based upon Chapter 7 and Chapter 38 of NFPA 101.
1.8.2 Fire Suppression
The existing facility is fully sprinkled with a wet pipe sprinkler system. However, basically all of the existing sprinkler heads in the facility are Standard Response Sprinklers. They will be replaced with Quick Response Sprinklers as required by the Scope of Work for this project. In
Building 125, Ft. McPherson, Atlanta VAMC 1-4 addition, the computer space in the basement will be protected by a “Clean Agent” fire suppression system conforming to NFPA 75 and NFPA 2001. Standard response sprinklers will be used in the computer room.
In addition to the above work, this project also covers relocation/addition of sprinkler heads in “renovation” areas of Building 125 where shown on the drawings. Design issues to be addressed in renovation areas include the following:
Reroute a sprinkler main in the basement so that it does not pass through the Computer
Room (B004).
Install monitored control valve(s) on water supplies to computer room sprinklers.
Adjusting/adding sprinkler heads to account for changes in location of partitions.
Compensate for changes in space occupancy hazard classifications.
Select type of sprinkler based on ceiling types and configurations.
Analyze total sprinkler water demands for newly configured systems versus original systems.

2.3 GENERAL
Existing Building 125 (B125) is a two-story building with partial basement that will be partially renovated for a new Veterans Affairs Outpatient Clinic (VA Clinic). The building was originally designed in 1994 as a Medical/Dental Clinic for the United States Army at Ft. McPherson.
As-built documents are dated 1998. The building is structural steel frame with composite floor beams and elevated slabs. The building is protected by a wet pipe fire protection system. The building appears to have had only a few minor renovations since its original construction.
Overall the building is in good condition.
The total building square footage identified by the VA is approximately 70,000 SF. As part of this project, approximately 21,701 square feet will be renovated for clinical, administrative and support spaces for the new VA Clinic. Existing wall and room configurations will be maintained wherever feasible and practical, but substantial demolition will be necessary in some areas in order to accommodate new functions. In areas where no major renovation is to occur, work will be limited to painting the existing walls to a level five finish.
2.4 SPACE PROGRAM
An initial space program including supplemental drawings was provided as part of the Scope of Work (SOW) dated 16 September 2011 (refer to Appendix A). Twelve redesign (renovation) areas
Building 125, Ft. McPherson, Atlanta VAMC 2-2 were identified within the following departments – O.I.T., Administration, Optical Lab, Police, Audiology, Radiology, Primary Care and Mental Health. Initial conceptual layouts were developed based on the original SOW. These layouts were presented to VA user groups during the project kickoff meeting held October 13 and 14, 2011 at the Atlanta Veterans Affairs Medical Center (VAMC). As the initial conceptual layouts were discussed, the project scope and space program were clarified and/or modified as necessary. The final space program as developed at the conclusion of the kickoff meetings is included as Appendix B.
During the 35% Design Review Meeting, the project scope was revised to remove the new Audiology Department from the Clinic. The area formerly identified for Audiology will now be designed as a new Women’s Health Suite. Additional changes to the Primary Care areas were also identified. These changes include additional reception space, offices and Group Room for the Mental Health department, which will be co-located with Primary Care on the first floor. The revisions discussed during the 35% Review are included in the 35% Review Meeting Minutes located in Appendix C4.
2.5 DESIGN FEATURES
2.5.1 Welcome Center
The newly constructed Welcome Center will be the focal point of the new VA Clinic at Ft.
McPherson. As the “first impression” of the Clinic, the Welcome Center will be designed with high-quality finishes for a more upscale look and feel that demonstrates the quality of the experience that the Veterans will receive at the new Clinic. Contemporary design features and free-form built-in elements will also enhance the image of a modern, patient-focused health clinic.
The Welcome Center will be located immediately off the main entrance and waiting area, in the former Outpatient Records area. A greeting and information counter at the entrance to the Welcome Center will direct Veterans to the location of their appointments, as well as provide general health information. Two “My Healthy Vet” kiosks and administration counters for Travel and Patient Eligibility and ADA accessible patient restrooms will be located within the Welcome Center. Waiting areas within the Welcome Center will be divided into zones featuring both hard and soft seating, round tables and media areas with literature and other information provided by the VA. Also included at the main entrance of the Welcome Center will be a Coffee and Sandwich Shop serving Starbucks coffee.
2.5.2 Reception and Waiting Areas
Each of the clinical areas to be located in the new VA Clinic at Ft. McPherson will receive newly renovated reception and waiting areas. Each new reception area will feature individual counters or stalls where Veterans and be greeted and assisted privately. Full height walls with acoustical treatments (as necessary) will be constructed between each individual reception counter. Patients will have the choice of standing or sitting at the reception counter. Check-in kiosks will be located in immediate view of the reception areas so that patients checking in via kiosk can be easily assisted if needed. 2.5.3 Handicapped Accessibility
This project is designed to comply with the accessibility requirements of the Architectural Barriers Act Accessibility Standards (ABAAS) and VA Barrier Free Design Guide, Supplement to the
ABAAS.
2.6 BUILDING COMPONENTS
2.6.1 Floors
Computer room access flooring approximately 6” in height will be provided in the new computer room on the basement level. New “wood-look” vinyl flooring will replace all VCT and/or carpet in newly renovated waiting and reception areas. All mechanical room floors will be refinished with slip-resistant epoxy.
2.6.2 Walls
New interior partitions will be of gypsum board/metal stud construction. Where required, interior partitions will be smoke resistive and/or fire rated to the appropriate level of protection. Partitions will be constructed to provide at least the minimum acoustical performance prescribed by design criteria. Structural studs, lateral bracing, and backing plates will be of sufficient strength and size to carry heavy loads and support casework mounting rails, upper cabinets and shelves, and anchorage for equipment. Moisture resistant gypsum board will be provided at “wet” areas, including restrooms and janitor closets. Cementitious backer board will be installed as the substrate where a ceramic tile wall finish or wainscot is specified as a finish. Existing interior walls and partitions will be primed and painted to a level five finish.
2.6.3 Ceilings
New Lay-in Acoustical Ceilings will be suspended acoustical ceiling panels, 24-inch x 24-inch. In spaces where ceiling panels require periodic cleaning, they will have a cleanable surface finish.
Typically, ceilings will be installed level (flat). New ceilings in wet areas will be water resistant gypsum board. Typically, new general storage rooms will be constructed with painted exposed structure. Existing gypsum board ceilings will remain where feasible, but will be primed and painted to a level five finish.

2.7 CONSTRUCTION CONSIDERATIONS
2.7.1 Project Phasing
Existing Building 125 is currently vacant, but phasing may be necessary in order to occupy the facility as soon as possible. The following phases were provided as part of the Scope of Work dated 16 September 2011:

3. INTERIOR
3.1 GENERAL
The interior design concept for the Design-Build Renovation of Building 125 at Ft. McPherson, VAMC Atlanta was driven by several existing features and finishes already established by the facilities staff of the base facility. Sensitivity to existing finishes and the transition of newly applied finishes was an important factor when making various selections. A cost-effective approach that works with several existing finish applications such as the VCT flooring, 6” wall base, door frame paint color, wall paints, acoustical ceiling tile, medium golden oak door finish and wall protection color will make transitions easier but give the design team opportunities to introduce new applications that will give the facility a fresh new look.
Materials were selected with safety, maintenance and acoustics characteristics in mind. These materials have the ability to relate to various existing color palettes and material application conditions. Through the use of color and lighting, the main entrance lobby with its existing brick paver floor, will have a warm and welcoming feel. The main welcome center and coffee shop will be the primary focal points with enhanced detailing. Varied paint colors will be a primary and economical finish application that adds variety and interest to spaces. Wayfinding mechanisms created through the application of color or floor patterning will be incorporated in clinical areas, department entries and major circulation intersections.
The reuse of existing signage devices will be optimized. Where new is required, it will match existing. Signage system to be similar to Innerface “Signature Series”.
3.1.1 Ground Level
Interior Design parameters include renovating floors, walls and ceilings within the new optical suite. Due to the heavy use of water and wet type areas within the suite, flooring will be sheet vinyl and plastic laminate casework will have solid surface counter tops.
3.1.2 Level 1
Interior Design Parameters include the following departments:
Primary Care Clinic Teams 1 and 2 and Women's Health Suite – The majority of vinyl composition floor tile will remain as is. Where rooms change function or require new finishes applications listed in section 3.2 apply. It is understood that the goal is to optimize existing finishes but new paint will be applied to all areas. The Screening Rooms require a higher grade ACT with a .40 CAC similar to Armstrong’s “Cortega” series.
Radiology – Existing finishes within suite to stay as is, only receiving new wall paint.

Executive Suite – Circulation corridor finishes stay as is, only receiving new wall paint.
New offices and support rooms to receive new finishes as listed below.
Main Lobby and Elevator Lobby – Brick paver flooring to stay as is, new broadloom carpet at greet desk and waiting areas. Areas to receive new paint finish, patch and match existing ceiling tile as required.
Welcome Center – The area will feature dropped soffits and wood grain sheet flooring.
Kiosks, check in counters and display shelving will be a combination of wood grain plastic laminate casework, solid surface and plastic laminate counter tops.
Coffee Shop – The area will have dropped soffits with a 12x12 porcelain tile floor, wood grain plastic laminate casework with solid surface tops.
3.1.3 Level 2
Interior Design Parameters include renovating floors, walls and ceilings within the new Mental Health Suite. Existing finishes within exam, support offices located around the parameter of suite will be optimized only receiving new paint finish on walls. Areas within the core area of the suite that is primarily new construction will receive new finishes as listed in section 3.2.
3.2 SPECIAL AREAS OF INTEREST WITHIN BUILDING
3.2.1 Corridors
A moderate amount of vinyl composition floor tile will remain. When new flooring is required, colored floor tile pattern insets will be incorporated to add interest and visually diminish apparent length. End vistas and blocks of wall areas within clinic areas will be accented and used as wayfinding mechanisms.
Flooring: A product similar to Johnsonite “Cortina Grande” 100% Vinyl floor tile, which comes in a variety of colors, will be incorporated into the pattern concepts.
Wall Base: Patch and match existing 6” rubber cove as required.
Walls: New coat of paint will be applied to walls. Accent paint colors shall be placed at the elevator lobbies and at major intersections to assist in the wayfinding process and compliment the floor tile patterns.
Door Frames: Touch up existing door frames as required. New door frame painted to match existing.
Ceilings: Patch and match existing tiles as required. A product similar to Armstrong “Cortega” 2x2 tegular edge tile with 15/16” grid will be utilized.

3.2.2 Offices, Support Admin, Treatment Offices, Copy and Conference Rooms
Rooms will be treated as efficient, condensed work environments with an emphasis on maximizing the use of floor space.
Flooring: Existing to remain when appropriate. Where new offices occur, 12’ broadloom will be specified.
Wall Base: Existing to remain when appropriate. Where new offices occur, provide 6” rubber cove.
Walls: New coat of paint will be applied to walls.
Door Frames: Touch up existing door frames as required. New door frame painted to match existing.
Ceilings: Patch and match existing tiles as required. Where new offices occur, provide a product similar to Armstrong “Cortega” 2x2 tegular edge tile with 15/16” grid.
3.2.3 Exam and Treatment Rooms and Lab
Rooms will be treated as efficient, condensed work environments with an emphasis on maximizing the use of floor space.
Flooring: Existing to remain when appropriate. Where new exam rooms occur, provide a sheet vinyl similar to LG Shaw “Naturelife” heterogeneous sheet goods to be chemically sealed.
Wall Base: Existing to remain when appropriate. Where new exam rooms occur, provide 6” rubber cove.
Walls: New coat of paint will be applied to walls. Figure one accent wall.
Door Frames: Touch up existing door frames as required. New door frame painted to match existing.
Ceilings: Patch and match existing tiles as required. Where new offices occur, provide a product similar to Armstrong “Cortega” 2x2 tegular edge tile with 15/16” grid.
3.2.4 Public/Staff Toilets
Large scale floor and wall tile shall be installed in these wet areas for ease of maintenance and up-keep by the Facilities Department.

4.2 HEATING, VENTILATION AND AIR CONDITIONING
4.2.1 Mechanical Summary of Work – 125
The existing Building 125 is a two-story with partial basement structural steel building. The building was designed and operated as a Medical/Dental Clinic for the U.S. Army. The project was designed in 1994. As-built documents are dated 1998. The building has been operational for approximately 13 years. The VA will continue to operate the building as a Medical/Dental Clinic with several renovations/modifications. One such modification will include a Data Center/Computer Room in the basement.
The Clinic uses variable air volume (VAV) system with hot water reheat for space heating and cooling. Chilled water is provided by an existing 300-ton air cooled chiller and heating hot water by a gas fired boiler.
4.2.2 Proposed Mechanical System Modifications – 125
There are limited modifications proposed for the existing HVAC systems. The Data Center/Computer room will be cooled by a dedicated computer room air conditioning (CRAC)
Building 125, Ft. McPherson, Atlanta VAMC 4-2 unit which will require the addition of a dedicated dry-coolers, piping and pumps. Three CRAC units will provide N+1 redundancy with two units operating under normal load and one unit providing backup. The Data Center/CRAC units will be connected to the emergency power system. The existing air cooled chiller serving the building is 13 to 15 years old and will be replaced with a unit of similar capacity with higher operational efficiency than the current unit.
Diffusers throughout the area of renovation (areas 1-8 and 11) will be replaced or relocated as indicated on the construction documents. It is intended to limit the HVAC modifications to redistribution of air flow by relocation of diffusers, simple modification of ductwork and possibly relocation of terminal units, however where space temperature or airflow control for the renovated spaces is different than that of the existing space configuration and use it may be necessary to provide additional VAV terminal units to the system. The humidification systems will be replaced as well as the DDC system replaced. Re-commissioning of the building will be performed after all renovations are complete.
4.2.3 Preliminary Design Components/Selection – 125
300-ton air cooled chiller.
DX split computer room unit (air handler and DX chiller).
All metal ductwork shall be insulated per ASHRAE 90.1-2004
Controls shall be LonTalk compatible controls.
The air distribution shall consist of galvanized steel ductwork, dampers, grilles, registers, and diffusers to match existing. Sheet metal ductwork shall conform to NFPA 90A and SMACNA Duct Construction Standards.
4.3 PLUMBING
The existing domestic water and waste systems shall be capped where plumbing fixtures are removed. New plumbing fixtures shall connect to the existing domestic water and waste

5. ELECTRICAL
5.1 SUMMARY OF WORK
The electrical work provided under this project will support the following changes within Building 125: (1) creation of a new main computer room and several support spaces;
(2) creation of a welcome/information center at the main entrance on the 1st level; (3) creation of check-in areas on each floor; (4) creation of admin offices, break rooms and conference rooms on each floor; (5) creation of women's health suite; (6) creation of specialty exam rooms; (7) creation of a security suite with a Detention cell; (8) replacement of all existing exit signs within the building; and (9) creation of a new electrical closet for standby power equipment.
Minor changes to fire alarm, security and other systems are anticipated within the building to accommodate the above interior changes.
The electrical work provided under this project will support the following changes exterior to Building 125: (1) re-feeding a new 300-ton chiller unit; (2) installation of a new pad mounted generator to support the new Main Computer Room; and (3) new power and communication feeds to support a flag pole and a future digital sign at the building entrance.
Prior to the start of work, all electrical panelboards, transformers, motor control centers and main switchboard shall be thermal scanned for ‘hot-spots’ and a deficiency report will be given to the VA.
Existing Lightning Protection system shall be re-certified for the VA.
5.2 ELECTRICAL
5.2.1 Power
The existing service to the building (2000A at 480/277V, 3-phase, 4-wire) is adequate to support the above mentioned renovations.
The existing Normal Power distribution system will be modified to ADD four (4) new 100A panelboards to support renovation area lighting and power load/circuit requirements. Also, existing panelboard loads/circuits will be modified as required to support lighting and power circuit requirements of renovated spaces mentioned above.
A new standby power distribution system will be provided for the Main Computer Room including the air conditioning system (the ancillary computer support rooms will not be supported by the generator). The system will consist of: (1) a 150KW generator set (with subbase fuel tank and weatherproof enclosure); (2) a new 225A, 4-Pole Automatic Transfer Switch (ATS) with Bypass Isolation; (3) a new 225A circuit breaker in the existing Main Switchboard; (4) a new 225A Distribution Panelboard; (5) a 50kw, 480V input, 208/120V output, Building 125, Ft. McPherson, Atlanta VAMC 5-2
UPS Cabinet with Maintenance By-Pass; (6) a 175A Computer Room panelboard; (7) and associated feeders and branch circuits to support electrical equipment, telecom equipment and air conditioning equipment. Panelboards will have 200% neutral bussing. Muffler for the generator will be inside the weatherproof enclosure.
The UPS will be sized to provide 10 minutes of back-up power.
5.3 LIGHTING
New light fixtures within building shall be one of the following fixture types (see Appendix D2 for cut sheets of proposed fixtures):

Light levels shall be per the VA Design Manual PG-18-10, Appendix A. See Appendix D3 for lighting calculations.
T8 lamps will be used for the above mentioned fixtures. Wattage will be 28 watt (GE F28T8/XL type) and temperature of the lamp will be 4100K.
Emergency egress fixtures will be provided with 90-minute, self-testing/self-diagnosing battery packs wired ahead of all switching and lighting controls unless otherwise noted on the Contract Drawings.
5.4 DEVICES
New 20A, hospital grade, wall mounted receptacles, light switches and dual technology occupancy sensors will be provided in all newly created spaces. As an energy saving feature, existing wall switches within the renovation spaces will be replaced with wall mounted occupancy sensors. Cover plates will be nylon and stamped steel for durability.
New cover plates will be provided in the renovation areas where existing plates are damaged.

5.5 RACEWAY AND CABLES
New conduit will be EMT, ½” minimum for all homeruns, vertical drops in stud walls, and 3-phase circuits. Cutting and drilling thru existing structural members is not permitted without approval from the structural engineer AND Owner.
Junction boxes will be 4” square, steel.
New power cable will be Type THHN/THWN-2, sized per code for the load it serves. A dedicated neutral will be provided with each new circuit.
Multi-conductor cable (Type AC) rated for Healthcare use, with dedicated ground, will be permitted in limited applications.
5.6 VOICE/DATA SYSTEM
The existing data infrastructure system appears to be adequate for VA use and will be modified as necessary to support the space changes mentioned above. Provide additional 110 blocks and (Light Interface Units) LIU’s for terminations of copper and fiber cabling from Buildings 129 and 131.
New wall mounted voice, data and voice/data outlets will be provided in all newly created spaces. Number of jacks in each plate will comply with VA standards.
New cover plates shall be provided in the renovation areas where existing plates are damaged.
5.7 CABLE TV SYSTEM
The existing cable TV system will be modified as necessary to support the space changes mentioned above.
New wall mounted cable TV outlets will be provided in all newly created spaces.
New cover plates shall be provided in the renovation areas where plates are damaged.
5.8 SECURITY SYSTEM
The existing security system will be modified as necessary by the Owner to support the space changes mentioned above. Devices removed under demolition work will be returned to the Owner.
Empty conduits and junction boxes with pull strings will be provided in the Main Computer Room and Security Suite to support Owner furnished cameras, sensors and access control devices.

5.9 FIRE ALARM SYSTEM
The existing addressable SimplexGrinnell fire alarm system will be modified as necessary to support the space changes mentioned above.
Relocated and new pull stations, detectors, audio/visual, monitor devices, control devices (as required), and circuitry will be provided in all newly created spaces.
The services of the existing Fire Alarm system manufacturer will be provided to design all required modifications to the existing FACP and remote annunciator panel as well as assist with all testing and reprogramming of the whole system at the completion of the renovation work.
5.10 NURSE CALL SYSTEM
The existing Jeron Nurse Call system will be modified as necessary to support the space changes mentioned above.
Relocated and new call stations and audio/visual devices (as required) will be provided in all newly created spaces.
Existing ceiling mounted nurse call devices will be adjusted as required to fit in the new ceiling grids.
The services of the existing Nurse Call System manufacturer will be provided to design all required modifications to the existing systems as well as assist with all testing and reprogramming of the whole system at the completion of the renovation work.
5.11 PA SYSTEM
The existing public address system will be modified as necessary to support the space changes mentioned above.
Relocated and new speakers and wall mounted controls (as required) will be provided in all newly created spaces.
Existing ceiling mounted speakers will be adjusted as required to fit in the new ceiling grids.
The services of the existing PA system manufacturer will be provided to design all required modifications to the existing PA system as well as assist with all testing and reprogramming of the whole system at the completion of the renovation work.
5.12 CALCULATION METHODOLOGY
5.12.1 Demand Load

The extent of renovation to the existing electrical distribution system is limited, with a substantial portion of load in each panelboard existing to remain. The existing load cannot be quantified very easily. Therefore, demand load calculations would not be useful at this time. However, as the design progresses, it may be possible to perform such calculations for the computer room area in the basement.
5.12.2 Fault Current, Protective Device Coordination, Arc Flash
The extent of renovation to the existing electrical distribution system is extremely limited;
therefore, we do not anticipate performing these calculations on this building.
5.12.3 Generator Sizing
Generator sizing calculations shall be provided for the new generator being provided for the computer room. A manufacturer-based sizing program will be used to perform these calculations.
5.12.4 Feeder Sizing and Voltage Drop
The extent of renovation to the existing electrical distribution system is extremely limited;
therefore, we do not anticipate performing these calculations on this building.
5.12.5 Lightning Protection
The building envelope in this project is existing; therefore, lightning protection is outside the Scope of Work. No lightning protection risk analysis has been performed.
5.12.6 Lighting
The lighting calculations performed for this building utilize the Zonal Cavity Method.

6. LIFE SAFETY / FIRE PROTECTION
6.1 INTRODUCTION
Life Safety/Fire Protection Design for the Renovation of Building 125, Ft. McPherson will be developed in accordance with the requirements of Chapter 38/NFPA 101. In addition to the Life Safety Code, the International Building Code (IBC), plus other applicable NFPA codes will be used in the development of the renovated areas. A complete listing of applicable codes and standards that will be used in this renovation work are noted below.

6.3 GENERAL PROJECT/BUILDING DESCRIPTION
This project involves renovation of selected areas in this existing, unoccupied building that has three levels (Basement, First and Second Floors). It is classified as a two-story building based on the LSC definition of a building story. It is an unprotected non-combustible steel structure.

6.4 OCCUPANCY CLASSIFICATION
The primary occupancy classification of the facility is Business.
6.5 CONSTRUCTION TYPE
The existing building is Construction Type II(B)/IBC (Type II(000)/LSC).
6.6 FIRE SUPPRESSION
The existing facility is fully sprinkled with a wet pipe sprinkler system. However, basically all of the existing sprinkler heads in the facility are Standard Response Sprinklers that will be replaced with Quick Response Sprinklers Heads as required by the Scope of Work for this project. The computer space in the basement will also be protected by a “Clean Agent” fire suppression system conforming to NFPA 75 and NFPA 2001. Standard response sprinklers will be used on the wet pipe sprinkler system in the computer room.
In addition to the above work, this project covers relocation/addition of sprinkler heads in “renovation” areas of Building 125 where shown on the drawings. Design issues to be addressed in renovation areas include the following:
Reroute a sprinkler main in the basement so that it does not pass through the Computer
Room (B004).
Install monitored control valve(s) on water supplies to computer room sprinklers.
Adjusting/adding sprinkler heads to account for changes in location of partitions.
Compensate for changes in space occupancy hazard classifications.
Select type of sprinkler based on ceiling types and configurations.
Analyze total sprinkler water demands for newly configured systems versus original
During the AE’s field investigation, it was found that two areas require the addition of sprinkler heads (approximately 6 total) due to previous partition and ceiling work where head adjustments were not made. These discrepancies will be corrected under this project.
6.7 ALLOWABLE FLOOR AREA AND BUILDING HEIGHT
Since there are no construction requirements in the LSC for Business Occupancy, the allowable height and area restrictions will comply with the IBC (reference Paragraph 2.1.B/VA Fire Protection Design Manual). Since the previous use of this building was Business, the new use is Business and there are no additions to the building, the height and area limitations are not impacted by the renovation work. The allowable area per floor for a fully sprinkled building of Construction Type II(B)/IBC is 86,250 GSF and the allowable building height is four stories.
This building does not exceed these limitations.

6.8 SUBDIVISION OF BUILDING SPACES
This facility is not required to be divided into smoke compartments (reference Paragraph 38.3.7/NFPA 101). Storage rooms used for general storage and maintenance shops in the renovated areas will have smoke partitions (reference Paragraph 38.3.2 and Sections 8.4 and 8.7/NFPA 101). This project does not address areas outside the renovated space/area.
6.9 SMOKE DETECTION
Smoke detectors will be provided in air supply systems having a capacity greater than 944 L/s (2000 cfm) (reference Paragraph 6.4.2.1(1)/NFPA 90A). The smoke detectors provided in the duct systems will automatically stop their respective fans upon detecting the presence of smoke (reference Paragraph 6.4.3.1/NFPA 90A).
6.10 MEANS OF EGRESS
Means of egress requirements for the renovated areas will be based upon Chapter 7 and Chapter 38 of NFPA 101.
Existing exit doors are provided around the perimeter of the building that meets the exit requirements. Existing exit stairs are provided from all floors to meet exit requirements from each level. Renovation work does not impact or change any existing exits.
The design will incorporate the following egress parameters:
The minimum width of all corridors exceeds the minimum required width of 44 inches
Corridors are not fire rated since the building is fully sprinklered (reference Exception No. 3 to Paragraph 38.3.6.1/NFPA 101)
The minimum width of all new single doors will be 3'-0" which exceeds minimum requirements
The minimum width of each leaf of any new double door will be 3'-0"
No dead-end corridor will exceed 50 feet allowed in Business Occupancies
(reference Paragraph 38.2.5.2/LSC)
The common path of travel will not exceed 100 feet allowed in Business Occupancies (reference Paragraph 38.2.5.3/LSC)

Renovation work does not include any new stairs or elevators. Existing stairs and elevators appear to meet code requirements and will remain.
