About this file
This document is a draft staff report from Pinellas County, Florida, regarding a Request for Proposal (RFP) for Joe's Creek Stream Restoration. The project focuses on utilizing phosphorus mitigation and real-time variable rate injection and monitoring systems for a 9.8-mile-long urbanized stream flowing through Lealman and Kenneth City. The proposed solution involves innovative chemical application approaches, including an inline automated injection technology for continuous application of a lanthanum-based phosphorus sequestration agent into Joe's Creek and the four small lakes within its flow path.
The project is 100% grant funded by the Florida Department of Environmental Protection (FDEP) for a total of $901,840.00, with no required match from the county. The funding will be reimbursed through the Public Works Department's Surface Water Assessment Fund in fiscal years 2025-2028. The project aims to improve water quality and enhance recreational opportunities for local urban communities by removing phosphorus from the water and inactivating legacy phosphorus in lake sediments. The stream ultimately discharges into Cross Bayou, Boca Ciega Bay, and the Gulf of Mexico, with the watershed spanning 9,256 acres.

Summary:
Pinellas County is invested in improving Joe’s Creek water quality so local urban communities can enjoy outdoor recreational opportunities centered around safe, clean, and enjoyable water. This project involves coupling innovative chemical application and monitoring approaches to remove phosphorus (P) within the waters of Joe’s Creek as well as inactivating legacy P in the sediment of the four small lakes within Joe’s Creek flow path. This project proposes an inline automated injection technology for continuous application of a lanthanum-based P sequestration agent into Joe’s Creek, as well as the application of lanthanum-based treatments to sequester sediment-bound P within the four lakes.
Background Information:
Joe’s Creek (WBID 1668A and 1668E) is a 9.8-mile-long urbanized stream that flows through Lealman and Kenneth City in Pinellas County, Florida at Latitude: 27.810138 N; Longitude: 82.709343 W.
