About this file

This draft Statement of Work (SOW) details pre-deployment support requirements for the Remote Surveillance System - Maritime (RSS-M) for the Federal Aviation Administration Logistics Center (FAALC). The contractor will travel to the Mike Monroney Aeronautical Center in Oklahoma City to perform comprehensive pre-deployment tests on the system, including powering and connecting multiple components such as PTZ cameras, radar, network switches, AIS systems, and weather systems. The contractor must ensure 100% test pass rate, troubleshoot any issues, and submit a test performance report to an AJW-L500 NB-RVSS engineer for acceptance.

The project has a 60-day performance period following award, with specific start and end dates to be determined. Vendor personnel must complete OPR vetting and obtain Site Visit Request (SVR) approval from Customs and Border Protection (CBP) before accessing the facility. The system supports the Northern Border Remote Video Surveillance System (NB-RVSS) mission to secure the United States' northern border, with the contractor responsible for providing all materials, equipment, tools, transportation, labor, and vehicles to complete the required testing and system verification.

Statement of Work for Remote Surveillance System - Maritime (RSS-M) Pre-Deployment

Support

1. Background The Federal Aviation Administration Logistics Center (FAALC), through the Northern Border Remote Video Surveillance System (NB-RVSS) service order agreement (SOA), provides Customs and Border Protection (CBP) with logistics support to achieve control of the northern border of the United States. The NB-RVSS is an essential element of the broader CBP mission to secure and protect our nation's northern border.

2. Scope of Work The FAALC will deploy a Remote Surveillance System - Maritime (RSS-M) into the field.

Before the RSS-M is deployed, tests will need to be performed to ensure that the system is fully operational.

The RSS-M is currently located at the Mike Monroney Aeronautical Center (MMAC) on the Enterprise Test Bed (ETB). The contractor will travel to the MMAC to perform pre-deployment tests on the system.

The contractor will perform all required pre-deployment tests. If issues are found, the contractor will troubleshoot and make corrections to the system. The contractor will restore the system to fully functional and deployment ready status. Deployment ready status means that the system passes all the tests included in this document.

3. Location of Work Mike Monroney Aeronautical Center (MMAC)

• 6500 S MacArthur Blvd, Oklahoma City, OK 73169

4. Requirements The contractor will provide all materials, equipment, tools, transportation, labor, travel, and vehicles to complete the following requirements. The contractor will perform the following tests. If a test is failed, the contractor will troubleshoot the system to accomplish 100% pass rate on all tests.

6. Period of Performance This project will be completed within 60 days of the date of the award. Specific start and end dates will be determined following award.

7. Other Considerations Security requirements:

• Vendor personnel performing onsite work on CBP property will require approval through OPR vetting. The FAALC will provide the vendor with an OPR vetting form. The vendor is responsible for providing the requested information for each person that will be onsite.

• The FAALC will submit a Site Visit Request (SVR) to CBP for approval after all vendor personnel have been approved through the OPR vetting process. Vendor personnel are required to always carry a hard copy of the SVR on their person while on CBP property.

8. Travel All contractor employees traveling in support of this requirement are required to adhere to the applicable laws, including the Federal Travel Regulation (FTR). Information concerning PER DIEM rates and mileage allowances can be found at https://www.gsa.gov/travel.
