The contractor must provide dust abatement during all hauling and stockpiling operations and is responsible for all labor, materials, transportation, supervision, tools, equipment, and expertise necessary to complete the work.

The period of performance runs from contract award through July 1, 2027, with work to begin within 15 calendar days of the Notice to Proceed. Delivery to the Bernalillo and HWY 380 sites shall occur upon contract award, while delivery to RM 201.8 requires prior approval from the Contracting Officer's Representative and may be diverted to the Bernalillo site if Sandia Pueblo approval is not granted before contract expiration. Work hours are Monday through Friday, 6:00 a.m. to 6:00 p.m. Payment is made on a fixed unit price per ton basis and includes all furnishing, hauling, stockpiling, dust abatement, and costs associated with quarry development, operation, restoration, and royalty fees. Key submittals required include a safety program, traffic control plan, quarry location and sediment control plan, material testing results, weighmaster qualifications, and monthly weight tickets. The contractor must furnish state-certified scales and employ a certified public weighmaster to document all deliveries with detailed weight slips containing date, load number, truck number, gross and tare weights, riprap size, and stockpile location.

1. INTRODUCTION / BACKGROUND

The U.S. Bureau of Reclamation (Reclamation) has authority for river maintenance of the Rio Grande between Velarde, New Mexico, and the headwaters of Caballo Reservoir under the Flood Control Acts of 1948 and 1950. “River maintenance” refers to river and infrastructure maintenance and restoration actions that accomplish one or more of the following (the order listed does not imply importance):

· Provide for effective transport of water and sediment to Elephant Butte Reservoir

· Conserve surface water within the Middle Rio Grande (MRG) Basin.

· Protect riverside structures and facilities

· Reduce and/or eliminate aggradation in the MRG

· Reduce the rate of channel degradation from Cochiti Dam south to Socorro

· Restore natural river processes

· Provide habitat improvement for the Endangered Species Act-listed species within the MRG Project Area

This riprap supply contract will provide Reclamation needed materials to meet its river maintenance responsibilities, specifically the protection of riverside structures and facilities during an emergency.

Three sites will receive riprap on this contract.

The Bernalillo Stockpile Site is approximately 17 miles north of the junction of I-25/I-40 and accessed from the eastside frontage road north of US 550.

The site 201.8 is located on Sandia pueblo and requires a specific route that needs to be taken once on the Pueblo. 35°18'4.15"N 106°34'27.49"W

2. SCOPE OF WORK

The Contractor shall provide a fixed cost to perform the following:

1. Supply all labor, materials, transportation, supervision, tools, equipment, and expertise necessary to furnish, haul, and stockpile 3,300 tons of 12-inch nominal diameter riprap at Bernalillo stockpile, 5,500 tons of 16-24 inch diameter riprap at the HWY 380 stockpile and 880 tons of 16-24 inch diameter riprap and provide dust abatement at all sites when delivering riprap. Figure 1-3 shows the delivery location for the riprap material. With a total of 9,680 tons of riprap required.

2. The Bernalillo stockpile and HWY 380 stockpile will be delivered upon award of the contract. The RM 201.8 site will be delivered once the COR gives approval for delivery to the site. The RM 201.8 riprap may need to be delivered to the Bernalillo stockpile site if approval is not granted by the Sandia pueblo before the contract expires.

3. Should the riprap provided not conform to the specified sizes outlined in the contract, the contractor is required to remove any incorrectly sized riprap and deliver materials that meet the stipulated requirements.

3. GENERAL REQUIREMENTS

· Contractor shall comply with all applicable Federal, State, and municipal regulations and laws.

· Contract shall comply with Reclamation Safety and Health Standards (RSHS). The latest version of the RSHS can be found at the following web address.

· Contractor shall comply with all specifications outlined in this Statement of Work.

4. GOVERNMENT-FURNISHED PROPERTY

No government-furnished property will be provided to the contractor.

5. PERMITS AND ACCESS

The Government will arrange for the necessary environmental permits for the work defined in this Statement of Work. Contractor shall complete an Access Permit and a THPO Permit (See Attachments 1 and 2) and shall provide Covid-19 protocols when required. Lack of access to the work sites shall be reported immediately to the Contracting Officer’s Representative (COR). Bureau of Reclamation may assist in acquiring permits if it is necessary. Contractor shall acquire any permits required by the New Mexico Department of Transportation.

6. SPECIAL REQUIREMENTS

6.1. Dust Abatement

The Contractor shall provide dust abatement at all sites while hauling and stockpiling riprap.

7. PERIOD OF PERFORMANCE/SCHEDULE

The Contractor shall begin work within 15 calendar days after receipt of the Notice to Proceed, or within an agreed amount of time as discussed and approved by the CO/COR. The period of performance will be from the date the contract is awarded to 7/1/2027.

7.1. RM 201.8 Site

· The contractor may deliver the 16-24 inch riprap material after the COR gives the notice to proceed. This delivery may not be approved until later in the contract performance period.

· Work hours at the sites shall be Monday through Friday from 6:00 a.m. to 6:00 p.m.

8. PROPOSALS

Contractor proposals shall include the following:

· Quarry Mineral Report documenting the rock specification detailed in Section 31 37 00 Part 2.

9. SITE VISIT

A site visit can be requested by contacting the COR.

SECTION 01 33 00

SUBMITTALS

GENERAL

DEFINITIONS

Days: Calendar days.

Required Submittal Number (RSN): Identifies items to be submitted together as a complete submittal.

Submittal Types, as listed in Table 01 33 00A – List of Submittals:

A – Action:

Government will respond as to adequacy of submittal.

I – Informational:

The Government will acknowledge receipt of Informational submittals.

The Government may reject an Informational submittal when the submittal does not comply with the contract. The Contractor shall correct mistakes or deficiencies in rejected Informational submittals and resubmit.

SUBMITTALS PROCEDURES

Submit only checked submittals. Submittals without evidence of Contractor's approval will be returned for resubmission.

Submit complete sets of required materials for each RSN as specified in “Submittals Required” column in Table 01 33 00A - List of Submittals. A complete set includes all listed items for RSNs with multiple parts.

Submit number of sets specified in “No. of sets to be sent to:” columns in Table 01 33 00A - List of Submittals.

Include the following information in transmittal letters:

Contract number and title.

RSN for each attached submittal.

Responsible code.

Number of sets for each RSN.

Identify submittal as initial or resubmittal.

Resubmittal of submittals not approved:

Mark changes such that they are readily identifiable and show revision date.

Describe reasons for significant changes in transmittal letter.

Resubmit returned submittals within 7 days after receiving the comments, unless otherwise directed.

Requirements for initial submittals apply to resubmittals.

More than one RSN may be submitted under a transmittal letter, provided the responsible code is the same.

REVIEW OF SUBMITTALS

Time Required:

Submittal review will require 7 days for review of each submittal or resubmittal, unless otherwise specified.

Time required for review of each submittal or resubmittal begins when complete sets of materials required for a particular RSN are received and extends through return mailing postmark date.

Time in Excess of Specified:

The CO may extend the contract completion date to allow additional time for completing work affected by excess review time.

The time extension will be to the extent that excess review time caused delay to the contract completion date.

The time extension will not exceed the time used in excess of the specified number of days for review of submittals or resubmittals.

Concurrent days of excess review time resulting from review of two or more separate submittals or resubmittals will be counted only once in extending the contract completion date.

No time extension will be allowed if the Contractor fails to make complete action submittals in sequence and within time periods specified.

Adjustment for delay will be made only to the extent that:

Approval was required under the contract, and Requests for approval were properly and timely submitted and were approved.

Adjustment will be subject to terms of paragraphs (b) and (c) of the clause at FAR 52.242-14, Suspension of Work, however, no such delay shall be deemed to be a “suspension order” as the term is used in that clause.

Return of Submittals:

Action Submittals: One set of submittals required for action will be returned either approved, approved subject to identified changes, or not approved.

Revise and resubmit submittals not approved.

Do not change designs without approval of the CO after drawings, documentation, and technical data have been approved.

Informational Submittals: The Government will acknowledge Informational submittals.

Informational submittals will not be returned when they comply with the specifications.

Informational submittals that do not comply with the specifications may be returned for resubmittal or additional information may be requested.

A. Meet requirements of MUTCD, Part 6.

B.Contractor shall comply with all state, federal, and municipal regulationsregarding hauling on public roads and highways.
C.Provide cones, delineators, concrete safety barriers, barricades, flasher lights,danger signals, signs, and other temporary traffic control devices as required toprotect work and public safety.

SECTION 31 37 00

RIPRAP AND BASE COURSE

GENERAL

MEASUREMENT AND PAYMENT

Riprap:

Measurement: Riprap and Base Course shall be weighed on platform scales furnished at the Contractor’s expense.

Weight slips by a certified public weighmaster stated at public scales or a certified weighmaster stationed at the quarry site are accepted.

Weigh tickets shall contain the following information: date, load number, truck number, gross weight, tare weight, net weight, riprap size, stockpile location, time of weighing, and the signature of the certified weighmaster.

Scales furnished by the Contractor shall be state tested and certified, at the Contractor’s expense.

State licensed scale representative shall approve, test, and certify Contractor’s scales. The Contractor shall recertify scales as deemed necessary to ensure accuracy or when requested by the COR.

Weighing of the materials by anyone other than the certified weighmaster may result in non-payment of materials as determined by the CO.

Hauling vehicle shall have tare weight determined twice weekly or as required by COR.

Double-draft weighing of dump trucks with trailers is prohibited.

Payment: Payment for furnishing, hauling and stockpiling riprap will be made at the applicable unit price per ton as stated in the schedule.

Includes furnishing, hauling, and stockpiling riprap.

Costs of developing, operating, and restoring the quarry as required by these specifications.

All costs associated with royalty fees.

SUBMITTALS

Submit the following in accordance with Section 01 33 00 – Submittals.

RSN 31 37 00-1, Location of quarry for obtaining riprap and transporting materials:

Methods of loading, and stockpile material.

Sediment control plan for quarry operations.

Contractor shall submit at the time of their proposal, the location of the proposed stockpile site. Prior to processing material, Reclamation shall inspect the proposed quarry site for Cultural Clearances.

RSN 31 37 00-2, Material Testing Material Testing Results as specified in Section 31 37 00, Part 2 (Products) Submit 15 days prior to hauling riprap material.

RSN 31 37 00-3, Contractor’s Weighmaster:

Contractor’s furnished scales:

Submit 30 days prior to delivery and setup of scales, Operator’s New Mexico state weight-scale qualifications and certifications.

Hard, dense, and durable.

Specific gravity, ASTM C 97, minimum: 2.65 Absorption, ASTM C 97, maximum: 2 percent.

Loss, Sulfate Soundness, ASTM C 88, maximum: 10 percent.

Either quarried rock or boulders may be used for riprap.

Shape:

Predominantly angular.

Maximum dimension not greater than 3 times minimum dimension.

Cleanliness:

Riprap to be delivered will be reasonably clean to the extent possible. Cleanliness will be based on visual inspections. Photos 1 and 2 should be used as a reference for what Reclamation will determine to be clean and unclean.

Sizes denote square screen openings which shall be used to determine percent passing by weight. Sample material shall be visually inspected by the COR.

STOCKPILES

DESIGNATED AREA PREPARATION

The Riprap shall be stockpiled within the boundaries located in the field by the Contracting Officer’s Representative.

All riprap stockpiles shall be placed on the existing rock pad as directed by the Contracting Officer’s Representative.

All stockpiles are to be heaped up to a maximum of 10-feet with the use of a front-end loader or similar earthmoving equipment to provide efficient use of space available at the stockpile site.

The Contractor shall construct acceptable stockpiles after the riprap is hauled and dumped at the stockpile site.
