STATEMENT OF WORK (SOW)

Medical Vacuum Pump (3) Replacement

1. Background:

All three of the Fresno VA medical vacuum pumps supporting Building 1 have failed as of January 22, 2023. To ensure no gaps in service two Oil Vane Busch pumps are being rented to satisfy the demand of the hospital at great expense to the Fresno VA. Replacement pumps need to be purchased to provide a cost-effective long-term solution.

An investigation was performed to determine the best replacement pumps that met NFPA 99 and VA requirements for medical vacuum pumps. It was determined that the oil-less claw Busch pumps were the optimum solution based on NFPA 99 compliance and lower life cycle cost due to lower maintenance cost than the previous Oil Vane pumps.

2. Scope:

The responding vendor shall provide all labor, materials, and equipment to convert the current Oil Vane system to an Oil less Claw system. The vendor shall remove (3) existing Oil Vane (R5 RA 0630 C) Bush pumps, properly dispose of the existing pumps, install deck plates to mount (3) New Oil less 15 HP Claw Busch pumps (MM1502-200/400V) and retrofit the current control panel from POWEREX Model (VPT25052P1) to be compatible with the (3) new Oil less Claw pumps. Pictures of the CB/Disconnect & part numbers are in the attachment. Pumps must be able to operate on 208 V Power supply. Existing Oil Vane System (pump motor has 3” NPT inlet and 3” NPT outlet. Provide necessary plumbing to connect 3” NPT inlet and 2” NPT outlet on the MM1502-200/400V pump. The installation shall include start up and NFPA 99 compliance certification, product specification documents, operation, and maintenance manuals. Additionally, OEM maintenance for the first year of service shall be provided.

3. General Requirements:

Work shall be completed by a qualified Journeyman level installer. The awarded contractor shall be responsible for procuring, shipping, handling, receiving of the replacement materials, (3) hardcopies of product specification, (3) hardcopies of operation and maintenance manuals.

Unless explicitly preauthorized by the COR, the vendor shall not have any materials sent to the VA Medical Center shipping / receiving warehouse. OSHA 10-hour certification as well as a familiarity with lock-out / tag-out functions and procedures will be required for all contractor staff on-site performing work. Installers to be ASSE 6010 certified, testers ASSE 6020 certified and inspectors and verifiers must be ASSE 6030 certified. Obtaining these certifications will be the responsibility of the contractor and should be available for VA inspection at all times during the contract period.

4. Security Requirements:

Any personnel on site to perform “work” shall be properly badged thru the VA Police Service. The contractor must comply with all VACCHCS security and clearance requirements to work on site.

5. Place of Performance:

Work is to be completed at the VACCHCS campus, located at 2615 East Clinton Avenue, Fresno, CA 93703.

6. Period of Performance:

As this repair is an urgent requirement, work shall begin immediately upon award and shall be expedited through completion and acceptance.
