About this file
This Draft Statement of Work (SOW) outlines a comprehensive HVAC cleaning project for six buildings at the Joint Base San Antonio (JBSA) Lackland Training Annex in Texas. The scope of work includes detailed cleaning and maintenance requirements for buildings 10650, 10802, 10806, 10800, 10900, and 10904, with specific tasks varying by building but generally involving cleaning air conditioning units, exhaust fans, air handling units, register openings, air returns, and trunk lines. The contractor must follow National Air Duct Cleaners Association standards, use chemicals designed to remove 100% of odors and disease-causing organisms, and ensure building occupants evacuate for at least one hour after chemical application.
The project requires strict equipment maintenance, including using HEPA-filtered vacuum collection equipment, maintaining negative air pressure during cleaning, and employing air scrubbers for particle reduction. Additional requirements include compliance with base fire regulations, working during standard hours (7:30 a.m. to 4:30 p.m. Monday through Friday), and obtaining necessary security clearances for personnel. Contractors must provide identification badges, coordinate installation access, and manage all generated refuse in accordance with JBSA-Lackland environmental requirements. The cleaning must be performed with meticulous attention to detail, including detaching and reattaching registers, cleaning ductwork, and applying duct sealer/sanitizer throughout the system.
