About this file
This is a Scope of Work (SOW) for the Atlanta Police Department (APD) and Atlanta Fire Rescue Department (AFRD) seeking development and implementation of a Background and Recruitment Electronic File Management System (EFMS). The project aims to transition APD's current online application process for sworn applicants and convert AFRD's paper-based background file process to a unified digital platform capable of managing 15,000 to 20,000 APD applicants and 500 to 1,000 AFRD applicants annually. The EFMS will provide comprehensive lead management, qualification workflow automation, candidate lifecycle management, reporting and analytics, full-text search capabilities, a secure candidate portal, SMS-based communications, and schedule management integrated with Outlook/Exchange. The anticipated project timeline spans 90 to 180 days from contract execution, structured in five phases: requirements gathering and system design (2-4 weeks), system configuration and development (6-8 weeks), testing and user acceptance (4 weeks), training and go-live (2 weeks), and post-implementation support as needed.
The vendor must deliver a cloud-based, secure, and user-friendly system with comprehensive document management supporting multiple file formats, full end-to-end online application processing with self-service candidate portal access, customizable workflows for all recruitment stages, and collaborative background investigation capabilities allowing multiple investigators simultaneous access to different investigation segments. The system shall include user security roles to protect sensitive applicant data, real-time record accessibility to reduce processing timelines, dashboard views of applicant status, and search and filter capabilities for candidate information. The vendor will provide technical support during normal business hours with updates, patches, and upgrades included per service agreement, with optional 24/7 emergency support available as an add-on. Deliverables include functional software meeting all specifications, system installation and configuration, data migration planning, user training and documentation, security planning, and ongoing maintenance and support.
