About this file
This file contains the minimum qualifications and system demonstration requirements for a competitive sealed bidding process conducted by the City of Atlanta on behalf of the Atlanta Police Department (APD) and Atlanta Fire Rescue Department (AFRD) to procure a secure, cloud-based Background & Recruitment Electronic File Management System (EFMS). The procurement follows a two-phase process, with Phase 1 consisting of pass/fail qualification assessments and a mandatory system demonstration, followed by Phase 2 Invitation for Bid (IFB). Offerors must demonstrate a minimum of three years of relevant experience providing, implementing, and supporting electronic recruitment, applicant tracking, background investigation, and/or electronic file management software systems of similar scope and complexity. Additionally, offerors must provide evidence of successfully implementing at least three comparable projects within the past five years, with at least one implementation completed for a public-sector, law-enforcement, public-safety, fire/rescue, or similarly regulated organization.
Only offerors who successfully pass the initial qualification requirements will advance to the mandatory system demonstration phase, during which they must demonstrate their proposed software solution's capability to perform critical functions including candidate intake and profile management, end-to-end application processing, electronic document upload and management, configurable workflows, background investigation processing, multi-user access controls, self-service portal functionality, search and filtering capabilities, dashboard and reporting functions, automated notifications, and adequate capacity to support the City's anticipated applicant volume. The demonstration serves as a pass/fail assessment to verify that the proposed solution satisfies all applicable functional requirements outlined in the Scope of Work, with failure to demonstrate any mandatory capability resulting in rejection of the offeror's bid.
