APPENDIX A

STATEMENT OF WORK

“Door and Lock Repair”

August 24, 2022

1) Background:

The National Renewable Energy Laboratory (NREL) is a national laboratory owned by the U.S. Department of Energy (DOE). NREL is the only federal laboratory dedicated to research, development, commercialization, and deployment of renewable energy and energy efficiency technologies. NREL is managed and operated for DOE’s Office of Energy Efficiency and Renewable Energy by The Alliance for Sustainable Energy (Alliance), the “M&O Contractor”.

The National Renewable Energy Laboratory (NREL) consists of 630 acres and buildings that range in age from 7 to 41 years old.

NREL is looking for a subcontractor to provide electronic and mechanical repairs per manufacturer recommendations for all types of locks, doors, closures, and all associated door hardware. This service is necessary to ensure that all doors and door locks are functioning and maintained properly.

2) Definitions:

a) Mechanical Lock – mechanical devices which secure an opening by keeping a door closed until a release mechanism is activated, usually a lever, knob, key, or thumb turn.

b) Electronic Lock – is a locking device which operates by means of electric current. Electronic Locks include electromagnetic lock, electronic strikes, electronic deadbolts and latches, programmable lock, and cypher lock.

c) Low Energy Door Openers or Handicapped Door Operators – low-energy (12-24 volt) operated door opener that requires a physical act, such as pushing a wall switch, to open the door.

d) Door Closer – is a spring-loaded hydraulic device that closes a door automatically.

e) Doors – includes interior, exterior, wood, glass, steel, PVC, fiberglass and aluminum glazed doors.

3) Description of Work:

a) Variable Service Requirements – As-Needed Repairs

1. Subcontractor standard on-site response time shall be within 24 hours of NREL request for service for non-emergency repairs.

2. Emergency on-call services shall require a four (4) hour on-site response time by the Subcontractor.

a. A 24/7/365 emergency repair phone number shall be provided.

3. Quotes must be provided and approved by NREL Technical Monitor or their designee prior to the start of work for as-needed repairs. The Subcontractor shall provide all required replacement parts. Quotes shall include:

a. Repair Labor Quote, including the estimated hours to complete the work and which labor categories apply.

b. Repair Materials Quote, if applicable. NREL prefers manufacturer replacement parts. Third Party replacement parts require approval from the NREL TM.

c. Estimated scheduling timeline for start date and completion date of the repair or maintenance request.

4. The cost of all requested as-needed repairs must be approved by NREL’s Technical Monitor prior to performance of any and all repairs.

b) Electrical Safety Requirements

1. All Subcontractor employees working on-site must hold the following certifications and qualifications:

a. Current OSHA LOTO Training.

b. Current National Fire Protection Association NFPA 70E Certification for shock protection.

c. Trained in shock protection, Lock-out/Tag-out, and special protective equipment training.

d. More than Five (5+) years of experience with low-voltage electrical systems.

e. First-Aid/CPR/AED Certification.

2. Voltage levels are defined as:

a. Low Voltage: 0-1000VAC

i. Controls Voltage: 12 to 24 volts

b. Medium Voltage: 1kV-35kVAC (N/A)

c. High Voltage: 35kVAC-245kVAC (N/A)

3. NREL is covered by 10 Code of Federal Regulations (CFR) 851, Worker Health and Safety Program. As part of 10 CFR 851, NREL and their retained subcontractors are required to follow the safe work practices defined in NFPA 70E, Electrical Safety in the Workplace during the performance of electrical work. This includes all activities where personnel could be reasonably anticipated to be exposed to electricity. This includes:

a. Voltage testing performed as part of diagnostics and testing,

b. Verifying zero energy as part of lockout/tagout (29 CFR 1910.147); and

c. Working in the limited approach boundary for shock or arc flash boundary.

4. Selected subcontractors shall be responsible for ensuring that their employees strictly adhere to the requirements of NFPA 70E when working on or around electrical equipment. This shall include ensuring that the following conditions are strictly adhered to:

a. All personnel assigned to perform electrical work for NREL shall have successfully completed electrical safety training appropriate to their assigned job. This may be NFPA 70E training or equivalent training that includes the concepts of NFPA 70E.

b. Personnel involved in electrical work shall be provided with adequately rated and maintained personal protective equipment and tools. This includes voltage rated gloves, arc rated clothing, face shields, etc. Equipment may be evaluated by NREL prior to the performance of work. Personnel who do not have adequately rated equipment or voltage rated gloves within the specified test period shall not be permitted to work.

c. Personnel shall be expected to perform the planning tasks described in NFPA 70E including shock and arc flash hazard analysis, job briefings, PPE selection and PPE inspection.

d. Personnel and management shall strictly follow the restrictions on energized work as described by NFPA 70E.

e. Personnel shall coordinate all electrical work (e.g., voltage testing, zero energy checks or work within the shock or arc flash boundaries) with NREL Environmental, Health and Safety Staff prior to proceeding.

5. Subcontractor management shall support and communicate these requirements to personnel assigned to perform electrical work at NREL.

c) Sustainability

1. NREL is committed to the ongoing development of a sustainable and resilient laboratory. The Subcontractor shall use resources sustainably, maximize the efficient use of those resources and minimize environmental impact throughout all repair activities.

2. The Subcontractor shall prevent waste at the source wherever feasible. Any waste that cannot be prevented shall be recycled in an environmentally safe manner. Any waste that cannot be prevented or recycled shall be disposed of in an environmentally safe manner.

4) Locations:

Locations may be added or removed over time as changes are made to NREL campus sites. The inclusion of additional locations will be completed via modification to the Subcontract with mutual agreement between the Subcontractor and NREL.

6) Point of Contact:

a) The point of contact for scheduling on this subcontract is NREL Work Control Center (WCC) at (303) 384-7344. The Subcontractor is responsible to coordinate all questions, problems, or operational technical matters of this subcontract with the WCC.

7) Technical Monitor:

b) The Technical Monitor for this requirement is Donny Haupt, donny.haupt@nrel.gov, 303-913-3697.

8) Environmental, Safety, Health, and Quality (ESH&Q):

a) The Subcontractor shall submit an Environmental, Safety, and Health Risk Evaluation Worksheet.

b) The Subcontractor shall provide proper personal protection equipment.

c) The Subcontractor shall attend a NREL Contractor Safety Orientation meeting with a NREL Environmental Safety, Health, and Quality (ESH&Q) representative.

9) Working Hours:

a) NREL regular business hours are 8:00am to 5:00pm., Monday through Friday except NREL recognized holidays. The Subcontractor personnel scheduled to work during non-working hours must notify the Site Entrance Building at (303) 384-6811.

b) Emergency repair will be available during normal business hours from 8:00 a.m. through 5:00 p.m., Monday through Friday, except NREL recognized holidays. In the event of emergency repairs outside normal business hours, the Subcontractor will be notified by the NREL WCC.

c) The days designated as NREL holidays (i.e., New Year’s Day, Martin Luther King Jr. Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Day after Thanksgiving, and Christmas Day) are not NREL workdays. If a NREL holiday falls on a Saturday or Sunday, the preceding Friday or the following Monday may not be a NREL workday. The Friday after Thanksgiving is not a NREL workday.

10) Security:

a) All Subcontractor employees are to wear a NREL identification badge on their outer garment, upper portion of their body at all times while on the premises.

b) Subcontractors will not be allowed on site without badges.

c) All issued badges must be returned immediately to the Site Entrance Building upon termination of the work at NREL.
