About this file

This Statement of Work (SOW) details a design-build contract for repairing the roof of Building 220 at Laughlin Air Force Base in Texas. The project involves completely replacing the existing failing Asphalt Blanket Rolled Membrane Roof System with a new fully adhered Ethylene Propylene Diene Monomer (EPDM) roof system, approximately 21,000 square feet in size. Key requirements include demolishing the current roof, inspecting and repairing roof decking, replacing gutters and accessories, installing three roof accesses with safety guardrails, adding an EPDM molded walkway, implementing permanent fall protection, and installing a Lightning Protection System.

The contract is structured with three Notices to Proceed (NTP): NTP #1 for design submittals (161 calendar days), NTP #2 for pre-construction submittals (60 calendar days), and NTP #3 for construction (98 calendar days). The contractor must provide comprehensive design packages at 65%, 95%, and 100% completion stages, with the government reviewing each submission. The project requires a no-dollar-limit product warranty covering watertightness and a 1-year workmanship warranty. Submissions are expected to be compatible with Autodesk AutoCAD 2020, and the contractor will serve as the Designer of Record, ensuring all designs are signed and sealed by registered professionals.
