About this file

This document is a DRAFT Statement of Requirements (SOR) for the Officer Training School (OTS) at Maxwell Air Force Base, which is seeking to procure seven high-security paper/DVD shredders that meet NSA/CSS DOD High Security Level 6 and can handle a high volume of sensitive documents containing Controlled Unclassified Information (CUI).

The key requirements include: (1) shredders that produce 1mm x 5mm micro-cut shreds, (2) a high-volume capacity to shred 16-20 pages per minute without overheating or jamming, (3) a large 50+ gallon waste capacity, and (4) dimensions within the range of 23" x 30" x 45". The contractor will be responsible for delivering the shredders, but the government will handle the unloading, assembly, and waste disposal. The government also requires the contractor to provide all manufacturer warranties and documentation prior to acceptance. The desired delivery date is September 30, 2024.

Statement of Requirements Officer Training School

CUI Shredders

1.0 Introduction:

1.1 Officer Training School (OTS) currently has an estimated throughput of 3,500 Officer Trainees per fiscal year. As our Production Program Guidance Letter (PGL ) is expected to increase there will be a need for a more robust means of destroying sensitive documents include Critical Unclassified Information (CUI) to meet the needs of all trainees and staff. CUI destruction procedures have changed through the years.

Shredders we have on hand don’t meet the qualifications for CUI destruction. A compliant shredder was purchased, but it only can shred a page or two at a time to avoid jamming the machine. The waste capacity is very small and doesn’t meet the needs of our CUI destruction volume.

2.0 Required CUI Shredder Specifications:

2.1 CUI Shredder (Quantity: 7)

1. Need high security paper/DVD medium shredder that meets the NSA/CSS DOD High Security Level 6 that produces1mm X 5mm (micro dust).

2. High volume capacity with heavy duty motor to shred 16-20 pages a minute without overheating or constant jamming.

3. Large waste capacity with a 50+gallon waste capacity.

4. Estimated shredder dimensions are 23” x 30” x 45”. Shredders within this range or slightly larger will fit in the spaces needed.

5. Self-oiling if an option/available.
