About this file
This is a Draft Solicitation for a competitive task order under the SeaPort-NxG Multiple Award IDIQ contract for shipboard antenna engineering and technical services. The Naval Surface Warfare Center, Dahlgren Division seeks a Cost-Plus-Fixed-Fee (CPFF) contractor to provide restoration, overhaul, maintenance, sustainment, removal, installation, repair, procurement, logistics, and testing of platform antenna systems and subsystems to ensure operational readiness of Communication and Ship Signal Exploitation Equipment systems deployed in the fleet. The performance period spans a 12-month base period plus four optional 12-month periods (60 months total if fully exercised), with an estimated 308,735 total labor hours across all periods including surge capacity.
The solicitation requires proposals in four volumes addressing technical approach, past performance, cost proposal, and contract documentation, with evaluation based on technical merit (Factor 1, most important), past performance acceptability (Factor 2), and cost realism (Factor 3). Offerors must demonstrate CMMC Level 2 certification, appropriate facility clearance, and the ability to manage government-furnished property. The base period projects 51,456 labor hours at an estimated cost with Other Direct Costs of $1,589,402, with optional surge CLINs providing an additional 10,291 hours per period. Proposals are due by 12:00 PM on August 21, 2026, with an estimated award date of August 13, 2027. The requirement mandates a 20% small business subcontracting participation, and only current SeaPort-NxG MAC contractors are eligible for award. Award will be made to the responsible offeror offering the best value based on technical capability and cost reasonableness, with the government reserving the right to make award without discussions or to award multiple task orders.

Section G - Contract Administration Data
G.1 ACCOUNTING DATA
Accounting Data appears at the end of Section G. All lines of accounting are listed sequentially under a heading that identifies the particular action (award or modification number) under which the funding was obligated. Under EPS, all funding is identified/obligated at the SubCLIN (SLIN) level.
SLINs are established sequentially by the EPS software. Each obligation of funds receives a unique SLIN identifier, unless the funds are an increase to an existing line of accounting (ACRN). Thus, an individual project/work area that is funded incrementally, could have multiple SLINs. Accounting for expenditures at the SLIN level is required.
G.2 SPECIAL INVOICE INSTRUCTIONS
Each SLIN providing funding designates a specific area/work area/Work Breakdown Structure (WBS) item. Tracking and reporting shall be accomplished at the project/work-area/WBS-item level. Each identified project/work area/WBS shall be invoiced by its associated SLIN and ACRN.
If multiple ACRNs are associated with a single project/work area/WBS, the Contractor shall consult with the Contracting Officer's Representative (COR) for additional invoicing instructions.
G.3 FUNDING PROFILE
It is estimated that these incremental funds will provide for the number of hours of labor stated below. The following table details funding
