About this file

This is a Questions and Answers document from an industry day or presolicitation event for a federal contract opportunity at the Naval Surface Warfare Center Dahlgren Division (NSWCDD).

The document addresses key requirements and constraints for potential contractors. No geographic restriction applies to contractor facilities, though all technical work must be performed at NSWCDD; only Illustrator, Technical Editor, and Management & Support personnel may work at the contractor site. All personnel require a minimum SECRET security clearance in the Defense Industrial Security System (DISS), with interim clearances acceptable. The Prime Contractor must maintain a Facility Clearance Level (FCL) of SECRET with corresponding safeguarding clearance. CMMC Level 2 compliance is anticipated as a requirement based on involvement of Controlled Unclassified Information (CUI), with amendments to the CMMC contract clause and provision effective November 10, 2025. Direct one-on-one conversations with Government personnel (Division Head, Program Manager, etc.) are discouraged after Industry Day; all questions should be submitted through the SeaPort portal to ensure equal access to information among all offerors. Facility site visits may be considered at a future date, with any lab tours announced through the SeaPort portal.

Text version

Q: Are the facilities required to be in the local Dahlgren area?

A: At this time we do not anticipate a geographic restriction for the Contractor’s facility. The primary work location for all technical work will be at NSWCDD.

Q: What is the mix of labor between Government and Contractor site?

A: All technical employees will be at the Government site. Only the Illustrator, Technical Editor, and any Potential Management & Support labor categories will be at the Contractor site.

Q: What is the security clearance level required for personnel/operations?

A: The Prime Contractor supporting this Task Order is required to have an FCL of SECRET and safeguarding clearance level of SECRET at the primary facility supporting this Task Order. All personnel are required to have, as a minimum, a current SECRET security clearance in the Defense Industrial Security System (DISS). Interim clearances are acceptable.

Q: Will these slides be posted in SeaPort?

A: Yes.

Q: Will CMMC compliance be a requirement to bid this opp?

A: CMMC requirements are currently evolving. In accordance with DFARS Case 2019-D041, the CMMC contract clause and provision are set to be amended effective 10 November 2025. We believe the amended clause and provision will be included in the solicitation, requiring CMMC Level 2 compliance based on the involvement of Controlled Unclassified Information (CUI).

Q: Up to what proposal phase can industry have direct conversation with Division Head, PM, etc.?

A: The Government is hesitant to offer one-on-one conversations about the requirement after Industry Day. In an effort to make sure all Offerors have access to the same information, we ask that questions be submitted to the opportunity in SeaPort going forward.

Q: Would a site visit of facilities be considered?

A: The Government may consider a lab tour at a future date. Any tour would be announced in the Seaport portal.
