About this file
This document is Attachment 04 to a federal contract solicitation establishing labor categories, qualifications, and level of effort requirements for a task order.
The contractor must provide services across 16 primary labor categories with a specified level of effort totaling 257,280 base hours across the base year and four option years, distributed at 51,456 hours annually. Key personnel positions—Program Manager, Senior Engineering Technician, and Inventory Manager—are identified with asterisks and require detailed qualification documentation. Three personnel (Program Manager, Senior Engineering Technician, and Inventory Manager) are designated as key personnel whose resumes must be submitted for evaluation. The labor mix includes technical positions such as Senior Engineer, Engineer, Junior Engineer, Senior Engineering Technician I, Technician, and Junior Engineering Technician, along with support roles including Production Manager, Shipboard Manager, Illustrator, Technical Editor, Inventory Technician, and Management & Support. Each year includes a 20% surge option (10,291 hours) to accommodate unexpected technical requirement increases, bringing total annual hours to 61,747. Overtime hours are specified for Senior Engineering Technician, Senior Engineering Technician I, and Technician positions. Support will be provided at NSWCDD (Naval Surface Warfare Center Dahlgren Division) and the offeror's primary facility, except for shipboard support tasking.
The document provides detailed minimum qualifications for all labor categories. Key personnel requirements include specific years of experience in antenna/RF engineering, restoration processes, system verification testing, and Navy shipboard antenna systems. The Program Manager must possess a bachelor's degree and demonstrate 8 years in antenna or RF engineering disciplines, 10 years managing DOD contracts with multiple work areas, and 4 years coordinating diverse customer and subcontractor programs. Senior Engineering Technician and Inventory Manager positions require 10 and 8 years of specialized experience respectively in their respective fields. Non-key personnel must meet or exceed minimum qualifications documented through written notification to the Contracting Officer's Representative prior to charging hours. The contractor must propose hours exactly as specified with no deviations, and Administrative Program Management Support costs may be proposed either as direct charges (if compliant with DCAA-approved practices) or with $0 rates if included in overhead rates, with costs pre-incorporated into the overall Cost-Plus-Fixed-Fee proposal.

2) Option for Additional Services (Surge): Offers shall note that each Task Order year has been structured to include one 20% Surge Labor option for each year of performance. The purpose of this is to ensure adequate Task (LOE) is available to accommodate an unexpected significant increase in technical requirements. Offerors shall propose surge to include 20% of the above LOE.
3) The total Task Order hours identified above includes a Labor Category for Management and Support, which includes other corporate and local-level management as well as general and administrative support to include administrative/financial/clerical, program control, and Task Order business management/administration (to include progress report preparation) except for those oversight or administrative functions performed by the Prime Contractor’s proposed Program Manager. The Offeror is permitted to propose such effort as a direct charge if it is in accordance with its standard Defense Contract
Audit agency (DCAA) approved practice to do so. For offerors who’s standard DCAA approved practice is to include Administrative Program Management Support as an overhead function, the hours identified above shall still be proposed, but with a $0 rate. Additionally, the cost narrative shall specify that all
Administrative Program Management Support costs are already included in the applicable indirect rate and already incorporate in the overall proposed Cost-Plus-Fixed-Fee. If no Administrative Program
Management Support costs are proposed as a direct charge, the costs will NOT be allowed as a direct charge under the resulting Task Order. The requirement applies equally to the Prime and any Sub-Contractor(s), if applicable.
B. GEOGRAPHIC DISTRIBUTION
1) For proposal purposes, the Offeror should assume that the support will be provided at NSWCDD and the
Offeror’s primary facility except tasking providing shipboard support.
