About this file
This is a Questions and Responses document for a Draft RFP (DRFP) related to NASA's agency-wide acquisition of gaseous and liquid helium, containing 25 questions and their government responses. The document provides clarifications about delivery requirements, technical specifications, and contract terms across multiple NASA facilities including Kennedy Space Center, Marshall Space Flight Center (MSFC), Glenn Research Center (GRC), and Johnson Space Center (JSC).
Key details include: proposals for the final RFP are due February 3, 2023; gaseous helium trailers at MSFC typically require 3000 psi; the Cape Canaveral Space Force Station (CCSFS) helium tanker is used exclusively for ULA launches; all gaseous helium must meet Grade A requirements per MIL-PRF-27407E specifications; deliveries at MSFC must occur between 7:00 a.m. - 12:00 p.m.; and common carriers are permitted to make deliveries if they follow contract requirements. The government retains unilateral rights to exercise contract options, and emergency deliveries may be required due to aerospace testing and launch schedules.

1 Attachment 1
- Statement of Work
N/A
N/A Do or will you accept Common Courier of the Liquid Dewers to these sites - I know in the presentation it was stated that most are escorted to the location.
Yes. Common carriers are not prohibited from providing deliveries to user locations and are required to follow all contract requirements as if they were a supplier delivery personnel.
2 Attachment 1
- Statement of Work
N/A N/A What pressure is required on helium supply tube trailers? (MSFC)
Gaseous trailers delivered to MSFC are typically around 3000 psi.
Terms and Conditions
Section 2.1.1 7 What is the quantity required, typically, for liquid helium dewars?
(MSFC)
See section 2.1.1 schedule of supplies.
Terms and
Section 2.1.1 7
Can an Offeror submit for Bulk Gas only and not necessarily the liquid aspect at any site (or does a location need to have ability to provide both gas and liquid to be awarded).
Yes. See section 2.1.1., CLINS are individually competed and awarded.
5 Terms and
Section 6.2 92
When will this bid proposal deadline be?
Proposals in response to the final RFP are due February 3, 2025 (see section 6.2).
6 Attachment 1
- Statement of Work
N/A N/A Is it possible to include equipment diagrams to reduce ambiguity?
Equipment diagrams for GFP are not available. Specifics on GFP equipment can be discussed post award with successful offerors.

7 N/A N/A
N/A Globally, there are constraints to Helium supply, therefore it will be necessary to highlight specific conditions and prevailing situations that could warrant emergency deliveries. This will enable offeror to strategize and mitigate significant logistic challenges that such emergency could impose.
See section 2.5.3 Emergency deliveries can occur due to the dynamic schedules in the aerospace testing and launch environment.
8 Attachment 1
- Statement of Work
N/A N/A A checklist or guideline for compliance testing as regards pressure testing and leak detection would limit adherence issues. You may want to include this too.
See each SOW for Government requirements. Compliance testing is at the discretion of the Contractor.
