Additional deliverables include electrical connections for modular office furniture, commercial programmable thermostats, and system testing, balancing, and commissioning. Work must comply with the National Electrical Code, International Mechanical Code, SMACNA standards, OSHA regulations, and EPA Clean Air Act requirements. All work shall be performed between 7:30 AM and 4:30 PM, Monday through Friday, excluding Federal Holidays, at Building 185 on the DoD base. A pre-proposal site visit is scheduled for September 10, 2026, at 10:00 AM CST. Proposals must be submitted electronically in two volumes: a technical proposal demonstrating capability with equipment specifications, key personnel certifications (including EPA Section 608 Universal Certification for lead technicians), and minimum two past performance references; and a price proposal providing firm-fixed pricing across six line items (mobilization, demolition/refrigerant recovery, HVAC installation, electrical hookups, and testing/commissioning). Davis-Bacon prevailing wage requirements apply, and contractors must submit either a Payment Bond (SF 25A) or Irrevocable Letter of Credit equal to 100% of contract price within 10 days of award. Award will be made to the lowest-priced proposal meeting Lowest Price Technically Acceptable (LPTA) criteria, evaluated on Technical Capability (Pass/Fail), Past Performance (Pass/Fail), and Price. Applicable federal clauses include FAR 52.228-13 (Alternative Payment Protections), FAR 52.222-6 through 52.222-27 (Davis-Bacon labor standards), FAR Part 36 construction clauses, and DFARS provisions including cybersecurity, hexavalent chromium restrictions, Balance of Payments Program restrictions on foreign materials, and mandatory electronic payment submission via Wide Area WorkFlow (WAWF).

3.0 EVALUATION FACTORS FOR AWARD
The Government intends to award a single, Firm-Fixed-Price contract resulting from this solicitation to the responsible offeror whose proposal represents the Lowest Price Technically Acceptable (LPTA).
Proposals will be evaluated based on the following three criteria:
1. Technical Capability: Rated on a Pass/Fail (Acceptable/Unacceptable) basis. To be rated "Acceptable," the offeror must demonstrate a clear understanding of the SOW, provide compliant equipment specifications, and supply proof of required licensing, electrical qualifications, and EPA certifications.
2. Past Performance: Rated on a Pass/Fail (Acceptable/Unacceptable) basis. The Government will evaluate the quality, timeliness, and management of past projects to ensure low-performance risk.
3. Price: Evaluated for fairness, reasonableness, and completeness. Award will be made to the lowest-priced proposal that meets all technical and past performance requirements.
PART II – STATEMENT OF WORK (SOW)
