About this file
This is a draft presolicitation notice for a NASA Broad Agency Announcement (BAA) requesting industry feedback on proposed requirements for technology development efforts.
NASA Glenn Research Center is seeking comments on Draft Solicitation No. 80GRC026R0008 for the NextSTEP-3 BAA Omnibus Appendix A: Lunar Enabling Infrastructure Accelerator (LEIA). The acquisition targets technology maturation, risk reduction, and capability demonstration across five technology areas: Vertical Solar Array (Topic 1), In Situ Resource Utilization Oxygen from Regolith Production System (Topic 2), Stirling Radioisotope Generator System (Topic 3), In Space Advanced Manufacturing (Topic 4), and Innovative Nanomaterials Production (Topic 5). This will be a full and open competition resulting in a firm-fixed-price contract. The NAICS code is 541715 with a small business size standard of 1,000 employees. Potential offerors should be registered in SAM.gov, the VETS-4212 database, and have a current unique entity identifier (UEI). The draft is open for comment until July 17, 2026 (18 calendar days from release). Comments should be submitted electronically to Linda Nabors, Contracting Officer, at linda.m.nabors@nasa.gov. The final appendix is planned for release in the fourth quarter of fiscal year 2026, with proposals due approximately 30 days later and contract award anticipated in the first quarter of fiscal year 2027. All work will be performed offsite at contractor facilities. Proposals must be submitted through NASA's EFSS Box (FedRAMP Moderate certified platform). Offerors must disclose any intent to use artificial intelligence during contract performance. No industry day will be held. Access to export-controlled content requires submission of the LEIA Export Control Request Form to Linda.M.Nabors@nasa.gov.

SUBJECT: Appendix A Draft Solicitation No. 80GRC026R0008, for
Next Space Technologies for Exploration Partnerships -3 (NextSTEP-3) Broad Agency Announcement (BAA) Omnibus Appendix A: Lunar Enabling Infrastructure Accelerator (LEIA)
You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC)’s Next Space Technologies for Exploration Partnerships -3 (NextSTEP-3) Broad Agency Announcement (BAA) Omnibus Appendix A: Lunar Enabling Infrastructure Accelerator (LEIA) draft solicitation. The principal purpose of this requirement is to acquire technology maturation, risk reduction, and capability demonstration efforts in five (5) technology areas that address lunar and cislunar infrastructure technology gaps. The five (5) technology areas are as follows:
Topic 1: Vertical Solar Array, Topic 2: In Situ Resource Utilization (ISRU) Oxygen from Regolith Production System, Topic 3: Stirling Radioisotope Generator System, Topic 4: In Space Advanced Manufacturing, Topic 5: Innovative Nanomaterials Production.
Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work. Potential offerors should identify any unnecessary or inefficient requirements and are also encouraged to comment on the Draft Appendix A CLIN structure, any unique terms and conditions, and the Evaluation Criteria. NASA is specifically seeking industry feedback on the following:
(1) Provide any feedback on the acquisition objectives, scope and requirements contained in Attachment A “Statement of Objectives (SOO)” (see Table 11-1 in Section 11 of the draft solicitation for Topic-specific Attachments).
(2) Provide feedback on the Contract Line Item Number (CLIN) structure overall, and in particular its alignment with the acquisition objectives, and successful execution of the anticipated work scope described in Attachment A “Statement of Objectives (SOO)”. Identify any recommended changes that would improve clarity, pricing or alignment between the work scope and the CLIN structure.

John H. Glenn Research Center Cleveland, OH 44135-3191
(3) Provide feedback on the proposed evaluation criteria, specifically where the criteria may not accurately assess technical merit and execution capability.
(4) Provide a Rough Order Magnitude (ROM) estimate for the proposed effort by Topic, including any assumptions or cost drivers that significantly influence the estimate.
This information will not be disclosed and used solely for internal acquisition planning purposes.
(5) Identify any requirements, terms and conditions, data rights provisions, organizational conflict of interest provisions, or other solicitation elements that may unnecessarily limit competition or discourage participation.
(6) Provide any recommendation that would improve clarity, competition, innovation or successful contract execution.
(7) Identify any major areas of concern, or ambiguities.
Note: GTA Process and Expectations: Please note the process and expectations for requesting a Government Task Agreement (GTA) in section 3.6 and section 7.2.1.7.6 of the draft solicitation. Offerors may engage with NASA through the NASA Front Door to begin preliminary inquiries.
NASA will conduct this acquisition as a full and open competition. This competitive acquisition will result in a Firm-Fixed Price contract. The North American Industry Classification System (NAICS) code for this acquisition is 541715 and the small business size standard is 1,000.
Potential offerors should ensure their company is listed in the online database(s) for the following:
