About this file

This is a Statement of Objectives (SOO) for Topic 1 of the NextSTEP-3 program, focused on advancing Vertical Solar Array Technology (VSAT) subsystems for lunar exploration applications. NASA seeks commercially viable and credible solutions to mature critical VSAT components through system-level demonstrations in relevant ground environments, with active government engagement throughout the effort.

The primary objective is to advance VSAT subsystems from Technology Readiness Level (TRL) 4 to target TRL 5-6 by addressing three key focus areas: Objective 1 requires demonstration of end-to-end electrical system integration resolving vulnerabilities in power quality, reliability, redundancy, and monitoring/control; Objective 2 demands development and validation of thermal control and rejection strategies capable of maintaining core avionics and electronics within operational temperature limits during extreme solar heating and lunar darkness; and Objective 3 requires implementation of standardized external power interfaces ensuring VSAT interoperability with external lunar surface assets. The anticipated performance outcomes include demonstrating a VSAT external power exchange capability operating reliably on a standardized 120 Vdc, 6-kW hardware-rated interface; demonstrating integrated electrical system performance with validated power quality, fault tolerance, and system-level monitoring; and validating cable stability meeting power-quality and stability limits across a 100-meter interface cable. All proposed hardware and interface designs must comply with Lunar Power Exchange Interface Requirements (EHP-10069) Electrical Power System (EPS) requirements. Deliverables include demonstrations and supporting documentation, technical reports, system characterization and build data, test reports validating end-to-end performance under simulated lunar environmental conditions, documentation describing the TRL advancement pathway and integration strategies, and government insight activities including technical interchanges, progress reviews, and site visits.
