About this file

This document appears to be a draft Performance Work Statement (PWS) Attachment A related to a federal contract opportunity for the T56 Engine, Module, QEC, and Component Repair/Overhaul.

The attachment provides a comprehensive list of relevant Technical Orders (TOs) and Time Compliance Technical Orders (TCTOs) for the T56 turboprop engine, including details on change dates, titles, and descriptions. It also includes information on anticipated TCTOs related to the replacement of certain vane part numbers on the T56 turbine modules. The contract opportunity is a pre-solicitation for the Department of the Air Force Materiel Command Air Force Sustainment Center, with a 2-year forecast period for the installation of the new vanes through both contract depot repair and intermediate engine repair locations.

NOTE 1: The following changes to T.O. 2J-T56-53, will apply to the new contract.

For Work Package 002 00, the following changes will be in effect:

Paragraph 1.3 will read:

1.3 The overhaul methods and procedures described in this technical manual are to be considered the primary way of performing maintenance/testing on this engine. Better methods may be adapted to the particular overhaul facility, provided that procedures are verified and approved by the Cognizant Engineering Authority (CEA). Torque limits, calibration limits, and other specific values or limits shall be strictly followed

Paragraph 2.1 will read:

2.1 The instructions in this manual represent planned action for conditions of difficulty most commonly encountered. It would be improbable that technical instructions could be developed listing in detail all of the difficulties which could occur and give a detailed method of correction for each. Any deviation from the published procedures in the appropriate Technical Manuals will be routed through the CEA for approval prior to implementation. Listed tooling was designed, manufactured and procured to facilitate the overhaul procedures described in this manual. The use of locally procured, locally designed and manufactured tooling being used in place of T.O.

required tooling shall only be used after approval from the CEA, unless an equivalent is authorized by depot T.O. 2J-T56-53. Locally designed and manufactured tooling (welding fixtures, heat treat and stress relief fixtures, assembly and disassembly tools, gauging, etc.) is recommended for use in all phases of engine overhaul as required to meet finish product requirements, but will not be listed in the support equipment lists, nor will use of these tools be described.

Paragraph 2.2 will read:

2.2 In the event a difficulty is encountered for which no manual coverage or precedent has been established, assemble the most experienced maintenance personnel available to discuss the problem. Through discussion, determine the most logical primary reason for the difficulty as near as possible. Adopt this most promising method as standard practice and notify the CEA of the decision, including reasoning, so that the information and experience may be disseminated to other affected agencies. Any change resulting from discussion shall be submitted using established T.O. change procedures for approval and incorporation into the Technical Manuals to preclude any similar difficulty in the future.

The NOTE following paragraph 2.2, paragraphs 2.3, 2.4 and 2.5 will be removed in their entirety.

For Work Package 012 00, the following changes will be in effect:

Paragraph 1.1 will read:

1.1 The instructions in this manual represent planned action for conditions most commonly encountered which require rework, repair, or replacement. It is improbable that any technical instructions could be developed which would list in detail all of the difficulties which could occur and give a detailed method for correction of each.

Paragraph 1.2 will read:

1.2 In the event a difficulty is encountered for which no technical order coverage or precedent has been established, assemble the most experienced personnel available to discuss the problem.

Through discussion, determine the most logical reason for the difficulty. Any deviation from the published procedures in the appropriate Technical Manuals will be routed through the CEA for approval prior to implementation. Submit changes resulting from discussion for approval to the CEA via AFMC Form 202 if they have work stoppage or anticipated work stoppage impacts.

Submit changes with non-work stoppage routine impacts using AFTO Form 22 for incorporation into the Technical Manuals to preclude any similar difficulty in the future.

Paragraph 1.3 will read:

1.3 Using the primary reason for the difficulty as a basis, discuss the possible methods of correction and select the most promising. The most promising method of repair selected, such as weld, plate, or metal spray buildup of pad bores, mount pads, boss areas, surfaces, bearing surfaces, stripped threads, surfaces eroded, corroded or worn beyond the prescribed technical order tolerances, shall be considered standard shop practice provided the applicable following guidelines are met:

a. Should the decision to repair in accordance with any of the above border on or involve flight safety, the CEA shall be contacted, by priority means, for repair authorization prior to proceeding.

b. When the local material review board, technical services personnel, and engineering (as the most experienced personnel) determine that weld, plating, or metal spray buildup is the most logical and economical corrective method, a request to deviate from established T.O.

authority shall be submitted to the CEA for repair authorization via AFMC Form 202 if they have work stoppage or anticipated work stoppage impacts prior to proceeding. Submit changes with non-work stoppage or routine impacts using AFTO Form 22 for incorporation into the Technical Manuals to preclude any similar difficulty in the future.

For Work Package 207 00, the following change will be in effect:

The NOTE at the bottom of Table 3.1 will read:

NOTE 1: Repair IAW Air Force Cognizant Engineering approved Repair Procedure.

Old vanes will be superseded by new vanes (4 different part numbers) and installed on Turbine Modules 2840-01-337-2608OJ.

This will be completed by forced attrition in sets by both contract depot repair and 2 T56 CRF/intermediate engine repair locations. DIT forecast period will be over 2 yrs, June 2018 - June 2020 and will be submitted for both T56 CRFs SRANS. Contractor conducts their own forecasts.

Assumption: Contract depot repair and CRF/intermediate maintenance will be installing the Vanes in the Turbine Modules.

Contract repair turbine modules MDR per T56 AFSC Logistician.
