Performance Work Statement Summary
This is a Performance Work Statement (PWS) for Building 546 Conference Room Maintenance under contract FA4800-26-Q-XXXX, issued by the ACC/SG Directorate at Joint Base Langley-Eustis (JBLE) in Hampton, Virginia. The contractor must provide comprehensive maintenance and technical support services for Audio/Video (A/V) Teleconference (VTC) and Secure Video Teleconference (SVTC) equipment located in Building 546, 162 Dodd Boulevard. The equipment list includes specific system identifiers: iG109051, iG109069, i109075, i109076, iG109083, iG109098, iG109127, 24043, and i109099M. The contractor is responsible for full-service support, maintenance, parts replacement, and coordination with ACC/SG for equipment end-of-life replacement through the manufacturer.
The contract requires four primary service categories: (1) Maintenance Support/Technician Assignment with full-service coverage five days per week, four-hour phone response and 24-hour on-site response for critical issues, and 72-hour-plus response for non-critical issues; (2) Technical Support with technicians dispatched based on qualifications and temporary loaner equipment provided when available; (3) Application/Data Support providing software and firmware upgrades; and (4) On-Call Maintenance Support with proper notification from start to completion. Service requests submitted during business hours (8:00 a.m. to 5:00 p.m. ET, Monday–Friday) must be acknowledged within two hours. Response time standards vary by severity: Severity 1 (Critical) requires remote diagnostics within two business hours and on-site arrival within four business hours or by 10:00 a.m. the next business day; Severity 2 (Significant) requires remote response within four business hours and on-site arrival within 24–48 hours; Severity 3 (Minor) allows eight business hours for remote response and three to four business days for on-site visits. After-hours critical malfunction support requires remote response within four hours and technician dispatch by the next business day morning. Semiannual preventative maintenance visits must include comprehensive assessments covering equipment testing, firmware updates, cleaning, cable verification, lamp life monitoring, audio alignment, and as-built drawing updates. All service calls require electronic reports submitted within five business days documenting ticket numbers, request/arrival/completion times, technician names, malfunction descriptions, diagnostic steps, corrective actions, parts replaced, and current status with ACC/SG sign-off. Performance is evaluated against four key metrics: 24/7 support provision, service request acknowledgment within two hours, after-hours critical malfunction response within four hours with next-day technician dispatch, and service call reports submitted within 1–5 days. Federal holidays are excluded from service requirements, and base closure days due to weather or Acts of God require rescheduling. The contractor is not responsible for quality or functionality of government-furnished equipment; existing equipment receives labor-only support with no replacement coverage. Compliance with FAR 52.204-14 Service Contract Reporting Requirements is mandatory when applicable.
