SECTION C: PERFORMANCE WORK STATEMENT

C.1 INTRODUCTION

The U.S. Census Bureau (USCB) is the primary source of basic statistics about the population and economy of the Nation. These statistics assist the Congress, the executive branch of the Federal Government, state and local Governments, the public, and the private sector in the development and evaluation of social and economic activities. The Census Bureau’s major programs are the periodic censuses, current surveys, and a wide range of reimbursable work for other agencies. These programs cover a broad spectrum of demographic and economic statistics.

The strategic goal for the 2030 Census Program is to meet constitutional and legislative mandates by implementing a 2030 Census that is well managed and cost-effective. The USCB will accomplish this by evaluating and implementing lessons-learned in their multi-year research, testing, and development program, in addition to what the USCB will learn in their early testing efforts on the program.

The reliable collection, preparation, tabulation, and dissemination of demographic and economic statistics are vital to the Census Bureau’s mission. To fulfill this critical mission and to address the changing data needs of its users, the Census Bureau has become increasingly reliant upon information technology (IT) to improve the timeliness and quality of its statistical products and to develop, process, and maintain enormous collections of basic data about the people and economy of the Nation.

The Decennial program consists of multiple projects that rely on facilities, people, materials, systems, data, procedures, and contracts. It's a large complex transactional program that in 2020 integrated 35 operations and utilized over 52 systems that were released at different points in time with the primary goal of counting everyone once, only once, and in the right place.

The program spans multiple years, has unforgiveable deadlines, and includes a high level of activity during a short period of time during peak operations. To get an idea of the complexity, the 2020 Integrated Master Schedule included over 25,000 activities with more than 42,000 interdependencies informed by many tests leading up to the actual execution of the Census.

C.2 BACKGROUND

The Decennial Census Management Division (DCMD) of the U.S. Census Bureau plans, coordinates, and administers all project and schedule management activities needed to facilitate the Census Bureau’s Decennial programs throughout the United States and its territories.

The DCMD Scheduling Branch (SB) is tasked with developing and maintaining a complete and fully integrated 2030 Census Integrated Master Schedule (IMS) that will consist of 100+ individual project/system/operation schedules that span the decennial period of early planning and initial testing through closeout (2020-2033). The 2030 Census Program lifecycle consists of four phases: early planning, design selection, development and integration, and execution/closeout. At present, we are in the third phase (development and integration).

The USCB requires contractor support for establishing, implementing, and maintaining the Decennial Directorate Scheduling System. The 2030 Census IMS will be the primary database supporting the 2030 Census used to accomplish this goal. The system is developed and maintained by the DCMD SB, utilizing Oracle Primavera and Microsoft Project Server as the Commercial Off the Shelf (COTS) scheduling tools.

The complete and fully integrated 2030 Census IMS must adhere to best scheduling practices as established by the Government Accountability Office (GAO) and Office of Inspector General (OIG), utilize fully developed process documentation, maintain a complete and well-documented enterprise project structure, and allow management the ability to effectively manage their operations and systems. Additionally, the DCMD SB is tasked with maintaining resource loaded schedules at the intermediate level and scheduling support that adhere to the USCB’s time collection effort using the Enterprise Project Management Tool (EPMT) Microsoft Project Server for all Divisions within the Decennial Directorate.

U.S.C.; any system that stores or processes data protected under Title 13 or Title 26; or the Census Bureau’s corporate information technology (IT) network. Contractors are, at all times, prohibited from accessing any of these data or assets from non-authorized locations.

The COR may authorize performance of services under this task order (including services that require electronic access to information protected by Title 13 U.S.C. and if authorized by the Internal Revenue Service information protected by Title 26 U.S.C.) at the contractor’s individual place of residence. To facilitate performance of these services, access to Census Bureau IT resources may, subject to Division or Office Chief approval, be granted via a Virtual Private Network (VPN) enabled Census Bureau-issued Laptop or through the Virtual Desktop Infrastructure (VDI).

Except as described above, the performance of any services at locations not managed by the Census Bureau that involve access to or use of: data protected under Title 13 U.S.C.; Federal Tax Information protected under Title 26. U.S.C.; any system that stores or processes data protected by Title 13 or Title 26; or the Census Bureau’s corporate IT network may be subject to the following additional approvals:

• Review and approval of the physical security controls at the remote location by the Census Bureau’s Office of Security. This review may include an on-site inspection.

• Review and approval of the IT security controls in place at the remote location by the Census Bureau’s Office of Information Security. This review may involve the authorization of any systems that will handle and process the Census Bureau’s data, or that will connect to the Census Bureau’s network.

• Review and approval by the Internal Revenue Service if the services to be performed involve access to or use of Federal Tax Information protected under Title 26 U.S.C.

• Review and approval by the Census Bureau’s Policy Coordination Office and/or Data Stewardship Executive Policy Committee.

Contractors are not authorized to work remotely with Federal Tax Information (FTI) protected by Title 26 U.S.C. unless executed by federal government contingency planning due to uncertain events and approval from the Internal Revenue Service (IRS). If allowed to work remotely with FTI, each vendor contract must contain language for safeguarding federal tax information as mentioned in IRS Publication 1075, Exhibit 7 (https://www.irs.gov/pub/irs-pdf/p1075.pdf).

Contractors may only perform services for the Census Bureau from approved locations. If authorized to work remotely, contractors must still adhere to all applicable Census Bureau Data Stewardship and IT Security Policies and complete all required training. The COR is responsible for ensuring the required training is completed for every contractor authorized to work remotely, and the contractor’s access to Census Bureau IT resources and data assets will be terminated for non-compliance.

F.3 HOURS OF OPERATION

The following general guidelines apply to the hours of operation. However, exceptions to these guidelines may be required based on customer demand loads. This includes “on-call” support during critical production periods that requires occasional support during evenings and weekends.

During normal operations, Census Bureau work hours are from 6:00 AM to 6:30 PM EST Monday - Friday (except for Federal Holidays). Normal entry to the Census Bureau headquarters is 6:30 AM though 6:30 PM Monday through Friday except Federal holidays. Access to the Census Bureau headquarters after hours and to other facilities requires additional security authorization and approval from the COR and CO.

In the event the Contractor’s personnel (including subcontractor) work during the holiday, they may be compensated for the work, in accordance with the Contractor’s operation/employee/business procedures; however, no form of holiday or other premium compensation will be paid by the Government, either as an additional direct or indirect cost, over the payments authorized in this contract.

d. When the Government grants excused absence to its employees (i.e. office closed due to inclement weather), onsite Contractor personnel may be dismissed by the Contractor at its discretion. However, such a dismissal will not be an excuse to change any service or delivery requirements under the contract. The Contractor agrees to continue to provide sufficient personnel to perform critical tasks already in operation or scheduled, unless otherwise authorized by the Contracting Officer.
