1.0 PRODUCT REQUIREMENTS
The VA Midwest Health Care Network (VISN 23) - Pathology and Laboratory Medical Service requires a Document Control System to warehouse, catalog, manage and provide employee access to standard operating procedures and related documents which do not contain any form of patient identification or patient health Information. The Software as a Service (SaaS) solution must provide easy and accurate auditing of laboratory documents during accreditation inspections and provide tracking of staff training, compliance, and continuing education. The Document Control System must also provide a paperless alternative to reporting and tracking deviations from standard operating procedures. Electronic document control is critical and necessary for maintaining effective compliance with industry standards, College of American Pathologists (CAP), Clinical Laboratory Improvement Amendments (CLIA), Joint Commission (JC), Food and Drug Administration (FDA), Environmental Protection Agency (EPA), and 21 Code of Federal Regulations (CFR) Part 11 standards, Federal Risk and Authorization Management Program (FedRAMP) requirements, as well as meeting Veterans Health Administration (VHA) Patient Safety and Quality initiatives.
The Period of Performance for this effort is a base period of 12 months, with 4 12-month option periods to be exercised at the Government’s discretion. The Contractor shall ensure the Document Control System is implemented and in operation within 30 business days of contract award.

6.2 ZERO TRUST – VA CRITICAL SECURITY CONTROLS
VA has established minimum mandatory security requirements and requires that any network connected software system or service must meet the VA Critical Security Controls as outlined in the VA Memorandum, “VA Security Controls”, https://www.voa.va.gov/DocumentView.aspx?DocumentID=5010. VA Critical Security Controls identify the minimum mandatory requirements that must be implemented across all VA enterprise infrastructure, cloud computing environments, information systems, networks, and specialized devices (medical devices/systems, special-purpose systems, and research scientific computing devices) that process, store, and/or transmit VA data. Effective July 1, 2025, the Contractor shall implement these VA Critical Security Controls, within any network connected software system or service prior to being authorized for use in the VA.
